Hoa Binh assigns tasks to key leaders of 46 communes and wards after merger

On June 12, the Standing Committee of the Hoa Binh Provincial Party Committee held a conference on personnel work, assigning tasks to cadres expected to be assigned to key leaders of 46 communes and wards after the merger, term 2025-2030.

Accordingly, the Standing Committee of the Hoa Binh Provincial Party Committee agreed on the key leadership plan for 138 comrades in 46 communes and wards; assigned the comrades expected to be the Standing Committee of the Party Committees of communes and wards to focus on leading and directing the preparation work for the Party Congress for the 2025-2030 term; draft documents, allocate delegates to the congress; arrange the Party organization, government, Fatherland Front, socio- political organizations; plan to arrange working headquarters and conditions to ensure the operation of new communes and wards.

At the conference, Secretary of the Hoa Binh Provincial Party Committee Nguyen Phi Long emphasized that the abolition of the district level and the merger of commune-level and provincial-level administrative units is a major policy, demonstrating the determination of the Party and the State. Party committees, authorities and localities in the province have resolutely directed and closely followed up with many scientific and creative methods, in the spirit of the entire political system joining in urgently, seriously and with high responsibility, with the motto "doing it well", "running and lining up at the same time" to achieve the highest results.

In that spirit, Secretary of the Hoa Binh Provincial Party Committee Nguyen Phi Long requested that cadres expected to be assigned as key leaders in communes and wards need to clearly identify their responsibilities, have high determination, act promptly, work scientifically, and unite; focus on building and organizing discussions on draft congress documents according to regulations, allocate delegates to the congress; arrange the Party organization, government, Fatherland Front, socio-political organizations; plan to arrange working headquarters and conditions to ensure operations for new communes and wards; report to the Standing Committee of the Provincial Party Committee for consideration and decision.

It is necessary to promote capacity, proactively develop plans to stabilize the organizational apparatus, arrange and perfect the staff and civil servants to ensure the right people, the right jobs, and the right regulations; at the same time, create solidarity and unity in the entire political system in the commune.

Closely coordinate with relevant agencies to complete the handover and receipt of documents, assets, and administrative boundaries, avoiding loss and errors. Stabilize the ideological situation, promptly grasp and handle issues arising from the grassroots; create trust and high consensus among cadres, party members, and the people.

Ensure that the new apparatus is better than the old one and goes into operation immediately, without interrupting work; without leaving gaps in time, without leaving areas or fields vacant; without affecting the normal activities of society and people...

The Standing Committee of the Hoa Binh Provincial Party Committee will establish 10 working groups led by the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and leaders of the Provincial People's Committee to directly inspect and remove difficulties and obstacles for the 46 communes and wards planned for reorganization.

At the same time, after the Central Committee organized a training course on the 2-level government model on June 14-15, 46 newly established communes and wards will test the commune-level apparatus; specifically with the following situations: Operating the software of the document management system, receiving and transferring outgoing and incoming documents in the political system and the official email system; operating the online conference system connecting the province with the grassroots; operating the reception and handling of administrative procedures at the commune-level public administration center for all types of certified, notarized, birth and death certificates, etc.; operating the working mechanism of the Executive Committee and the Standing Committee of the Commune Party Committee.
