The Government has just issued Resolution No. 233/NQ-CP from the regular Government meeting in November 2024. One of the notable contents of the resolution is the Government's urgent and decisive request to streamline and reorganize the Government's organizational structure, improving its effectiveness and efficiency in accordance with Resolution No. 18-NQ/TW. The Government requires ministries, ministerial-level agencies, and government agencies, according to their assigned functions, tasks, and authority, to thoroughly understand the orientation and plan, and the progress of streamlining and reorganizing the Government's organizational structure as required by the Central Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW. Emphasis should be placed on communication to create consensus and unity during the reorganization process; and on proposing methods for consolidating the organizational structure. Good political and ideological work should be carried out for officials, civil servants, and employees during the process of streamlining and reorganizing the organizational structure. Solutions are needed to address regulations, policies, and issues related to personnel management. Ministries, ministerial-level agencies, and government agencies shall immediately establish Steering Committees headed by ministers or heads of agencies to direct the reorganization of the apparatus in accordance with the spirit of the Central Steering Committee and the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW. The highest priority should be given to all resources to fully and comprehensively implement the tasks and orientations of the reorganization plan for the Government's apparatus and the internal organizations of ministries, ministerial-level agencies, and government agencies. Implement the tasks according to the schedule stipulated in the Government's plan for restructuring and streamlining the organizational apparatus, as outlined in Document No. 141/KH-BCĐTKNQ18 of the Government Steering Committee, and the tasks assigned by the Central Steering Committee, with the spirit of "it must be done, no matter how difficult," "only discuss how to do it, not retreat," and "set aside personal interests for the common good." Expeditiously complete, by the specific deadline of December 2024, the following tasks related to organizational restructuring: Firstly, prepare a summary report on the implementation of Resolution No. 18-NQ/TW. Secondly, develop a plan and scheme for restructuring and consolidating the organizational apparatus according to the requirements and directions of the Central Steering Committee and the Government Steering Committee. Thirdly, draft a Decree stipulating the functions, tasks, powers, and organizational structure of ministries and agencies after restructuring. Fourth, review the system of legal documents directly related to the reorganization of the administrative apparatus. Fifth, develop a plan for establishing Party committees of ministries, ministerial-level agencies, and government agencies under the Government Party Committee, and draft the working regulations of the Party committees of ministries and agencies.Laodong.vn
