This was the directive of Deputy Minister of Transport Nguyen Duy Lam at the conference summarizing the work of 2024 and implementing the plan for 2025 of Project Management Board 6 this afternoon (January 8).


Accelerating progress, the North-South Expressway (Eastern section) will be essentially completed by 2025.

Speaking at the conference, Deputy Minister of Transport Nguyen Duy Lam emphasized: In 2024, Project Management Board 6 achieved many remarkable results. The Board's disbursement results made a significant contribution to the overall achievements of the industry.

"Disbursing even one dollar involves numerous legal procedures, requiring a very strict process, and Project Management Board 6 has done a good job."

"The results achieved by the Committee are thanks to unity, proactiveness, and decisiveness in implementing the plan. Only unity, discipline, and order can create the strength to complete the assigned political tasks," the Deputy Minister said.

Referring to the four highway projects under the management of Project Management Board 6, with a total length of over 200km, the Deputy Minister emphasized: Bringing these projects to completion on schedule will make a significant contribution to the national goal of having 3,000km of highways, and essentially completing the Eastern North-South Expressway by 2025 as set out in Resolution 13 of the Party.

"Besides the two completed projects: Nghi Son - Dien Chau and Dien Chau - Bai Vot, the two component projects: Vung Ang - Bung and Bung - Van Ninh on the North-South expressway route in the 2021-2025 period are working day and night to reach completion ahead of schedule."

"These projects must complete all components (rest stops, toll stations, intelligent traffic management systems, vehicle weight control stations, etc.) simultaneously before being put into operation, avoiding situations where an already operational route is cut across or along for construction," the Deputy Minister instructed.

Regarding component project 2 of the Khanh Hoa - Buon Ma Thuot expressway, Deputy Minister Nguyen Duy Lam noted that this is a very difficult project, with complex terrain and technical challenges, including tunnels through mountains and high bridges.

Project Management Board 6 needs to focus on directing and accelerating progress, striving to achieve 80% of the 2026 output, completing the remaining items in 2026, and ensuring early and synchronized operation with the component projects managed by the two localities.

"The Board also needs to focus on the final settlement of projects and coordinate with investors to effectively carry out tasks related to the Dien Chau - Bai Vot BOT project," the Deputy Minister instructed.

The Deputy Minister also stated that many highway projects will continue to be decentralized to local authorities for implementation in the future. Priority will also be given to investing in railway projects in the coming period.

Following the approval of the investment plan for the North-South high-speed railway project by the National Assembly, the investment plan for the Lao Cai - Hanoi - Hai Phong railway project is expected to be submitted to the National Assembly for consideration and approval in February 2025.

From here, Deputy Minister Nguyen Duy Lam requested Project Management Board 6 to focus on researching orientation, organizing the organizational structure, and training human resources to adapt appropriately to the new situation and the larger, more complex workload.

On behalf of the Minister, Deputy Minister Nguyen Duy Lam presented the Commemorative Medal for the Development of Vietnam's Transport Sector (left side of the screen) and the Certificate of Merit from the Minister of Transport (right side of the screen) to collectives and individuals with outstanding achievements.

Efforts to disburse large amounts of capital and increase workers' income.

Earlier, reporting at the conference, Mr. Tran Huu Hai, Director of Project Management Board 6, stated that the unit has been assigned a very large workload in 2024.

The total allocated public investment capital amounted to VND 10,570 billion (VND 8,686 billion allocated at the beginning of the year, with an additional VND 1,884 billion allocated), accounting for approximately 14% of the capital allocated to the Ministry of Transport by the Government.

This is also the second consecutive year that Project Management Board 6 has been allocated a very large amount of capital, exceeding 10,000 billion VND, by the Ministry of Transport.

To date, the disbursement results have reached VND 10,168 billion, achieving 96.2% of the planned capital, making it one of the Project Management Boards with the best disbursement results under the Ministry of Transport. The Board is continuing its efforts to achieve a disbursement rate of 99.62% of the planned capital in the remaining time.

During the year, the Board urged and coordinated with investors to complete the Diễn Châu - Bãi Vọt section of the expressway project under the PPP model on schedule.

The component projects for the Vung Ang - Bung and Bung - Van Ninh sections are being accelerated, shortening the construction time by 6-8 months, striving to complete the main route of the Bung - Van Ninh section before April 30, 2025, and the Vung Ang - Bung section before June 30, 2025; the project to renovate the Ministry of Transport Headquarters is being basically completed, ensuring the required progress and quality.

Several other projects, such as the Khanh Hoa - Buon Ma Thuot Expressway and the renovation and upgrading of National Highway 6 bypass around Hoa Binh city in Hoa Binh province, are being expedited to achieve 100% disbursement of planned capital for 2024.

Regarding investment, the Board has actively worked with relevant agencies in preparing for the investment project to renovate and upgrade National Highway 45 đoạn through Ninh Binh and Thanh Hoa provinces, with a preliminary total investment of 4,500 billion VND.

"In 2024, the average salary of workers also showed positive signs, reaching 15.2 million VND/person/month, an increase of more than 15% compared to 2023," Mr. Hai informed.

Building on the achievements, in 2025, along with the goal of ensuring the progress of key projects under its responsibility, Project Management Board 6 aims to actively seek new projects.

"On November 30, 2024, the National Assembly approved the investment plan for the North-South high-speed railway with a length of approximately 1,541km, a preliminary total investment of 1.7 trillion VND, with a feasibility study report to be prepared from 2025 and basically completed by 2035."

Three northern railway lines: Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi, and Mong Cai - Ha Long - Hai Phong, connecting with China; and two southern railway lines: Thu Thiem - Long Thanh and Ho Chi Minh City - Can Tho, are also being studied for investment.

"Faced with the demands of change in the new situation, the staff of Project Management Board 6 are studying and improving their professional knowledge in the railway field so that when assigned tasks by the Ministry of Transport, they can immediately meet the job requirements," Mr. Hai shared.

In 2025, Project Management Board 6 also aims to effectively implement the job position scheme, streamline the organizational structure; continue to reduce staffing levels associated with restructuring and standardizing the civil servant workforce; and increase income for civil servants and employees with an average salary increase of 10% in 2025 compared to 2024.
