
According to the Ministry of Construction , the project to upgrade and expand National Highway 51, phase 1, with the Ministry of Transport (now the Ministry of Construction) as the competent state agency, the investor is the IDICO - DIC - Thai Ninh joint venture, was completed and put into operation in 2013. This project has completed the toll collection phase to recover capital.
After completion, the Ministry directed the Vietnam Road Administration to transfer the road infrastructure assets of this national highway to the People's Committees of Dong Nai province and Ba Ria - Vung Tau province (now Ho Chi Minh City) for management and exploitation.

Regarding the proposal for phase 2, the Ministry of Construction said that this content is under the authority of the People's Committee of Ho Chi Minh City and the People's Committee of Dong Nai province - the agencies that are managing the infrastructure assets of the route. Therefore, the Ministry has no opinion on the proposal of the CC1 - BVEC consortium.
Previously, in October 2025, the CC1 - BVEC consortium proposed to implement the project to renovate and upgrade National Highway 51 under the PPP method. According to the feedback, this route is currently seriously degraded: the road surface is uneven, with many potholes and ruts; the median strip and manhole cover are damaged; the painted lines are blurred... causing traffic insecurity and potential accident risks for people and vehicles.
