Dong Nai implements plan to resolve civil status issues for vulnerable groups

(DN) - Dong Nai Provincial People's Committee issued Plan No. 139/KH-UBND dated October 20, 2025 on resolving civil status issues for vulnerable groups in the province.

The plan aims to ensure the right to civil registration for all citizens, especially vulnerable groups, including migrants, people with undetermined nationality, undocumented people, abandoned children, and children of Vietnamese citizens and foreigners. This contributes to improving the effectiveness of population management, ensuring human rights, civil rights and creating conditions for vulnerable people to access basic public services such as health care, education and social security.

The plan applies to all vulnerable people residing in the province at the time of review and statistics, divided into 3 groups: Group 1: Children born abroad with a father or mother who is a Vietnamese citizen, brought back to Vietnam to reside. Group 2: People born and raised in Vietnam (including cases of migration from other provinces and cities) but do not have any documents to prove their identity, nationality and their children. Group 3: People migrating from abroad to Vietnam, do not have documents to prove their identity, nationality and their children.

The scope of implementation is throughout Dong Nai province, with priority given to communes in remote areas, border areas, industrial zones, and areas with many immigrants and a large number of people without identification papers.

The plan will be implemented from the fourth quarter of 2025 to the end of 2026. The main contents include: Reviewing and counting the number of individuals in disadvantaged groups who have not registered their household registration to prioritize birth registration; organizing mobile household registration sessions at the local level (birth, marriage); disseminating and popularizing the law on household registration to the people in many forms (leaflets, loudspeakers, social networks, etc.); training and fostering professional skills for civil servants working in household registration at the local level. At the same time, applying information technology in managing and updating household registration data with the national population database.

The Department of Justice is assigned to preside over and coordinate with the Provincial Police to compile statistics, guide the People's Committees at the commune level to collect and review information and issue civil status papers, and estimate the budget to submit to the Provincial People's Committee for consideration. The Provincial Police coordinate to review, compile statistics and direct the police at the commune level to coordinate implementation. The Department of Health reviews and makes a list of people in difficult circumstances such as mentally ill people, homeless elderly people, homeless people, abandoned children... who are being cared for at social assistance facilities to send to the Department of Justice to ask for opinions from superiors on resolving civil status issues.
