The meeting focused on providing feedback on the Draft Resolution on "Policies to support international cooperation and training of high-quality human resources in vocational education and higher education serving key industries, semiconductor industry, artificial intelligence and digital industry".
With the goal of becoming the national center for semiconductor and artificial intelligence (AI) production, it is projected that by 2030, Bac Ninh province will need approximately 40,000-50,000 people to serve key industries, including semiconductor, AI, and digital industries, with about 30,000 of them being newly trained.
The draft Resolution proposing support policies includes six areas: tuition fees for students; high-quality training programs and training in key industries, semiconductors, artificial intelligence, and digital industries; training, retraining, and advanced training for workers serving key industries, semiconductors, artificial intelligence, and digital industries; undergraduate, master's, and doctoral training abroad; teacher training; and international cooperation between training institutions in the province and high-quality international training institutions. The total estimated cost for the period 2025-2030 is approximately VND 1,045 billion, averaging VND 209 billion per year.
Essentially agreeing with the proposed support policy, Chairman of the Provincial People's Committee Vuong Quoc Tuan emphasized that adjusting regulations related to the scope, subjects, content, and level of support is an urgent requirement, consistent with actual conditions, in order to ensure the development of high-quality human resources to serve the province's key industries, semiconductor, artificial intelligence, and digital industries in the 2025-2030 period.
The comrade requested the Department of Education and Training to take the lead in incorporating the feedback and revising the title of the Draft Resolution accordingly. This should clearly state the funding source for each policy and its social impact. The level of support for students should be balanced; support should be provided for high-tech and semiconductor training programs for human resources in the province. As for the two policies on undergraduate, master's, and doctoral training abroad; and teacher training, these should be included in the province's general support policies.

The draft Resolution stipulating the amount of gifts for people with meritorious services to the revolution, their relatives; celebrating the longevity of the elderly; poor households and social welfare beneficiaries in Bac Ninh province, proposes: The amount of gifts for people with meritorious services to the revolution and their relatives on the occasion of Lunar New Year and War Invalids and Martyrs Day (July 27) is 1.5 - 2 million VND/person in cash; the amount of gifts for social welfare beneficiaries and poor households on the occasion of Lunar New Year is 500,000 VND/person in cash; additional food allowance for 5 days during Tet for social welfare beneficiaries being cared for in public social welfare and special education facilities at a rate of 300,000 VND/person/day…
Based on the opinions of the delegates, Chairman of the Provincial People's Committee Vuong Quoc Tuan emphasized that this is an important social welfare policy, demonstrating deep gratitude to those who have rendered meritorious services, the elderly, and encouragement for vulnerable groups. Therefore, the province's stance is to allocate maximum resources to effectively implement this support.
The Chairman of the Provincial People's Committee basically agreed to the proposed support level and agreed to give gifts in the form of cash to poor households. For those who have rendered meritorious services to the revolution, in addition to cash according to the province's policy, gifts in kind will be given during the Lunar New Year. The Department of Finance will take the lead in coordinating and guiding the procurement of gifts. The Department of Internal Affairs will be responsible for distributing the gifts to the recipients in a strict and compliant manner.
Regarding the draft plan of the Provincial People's Committee to implement the plan of the Provincial Party Standing Committee and Government Resolution No. 281 dated September 15, 2025, on implementing Politburo Resolution No. 71 dated August 22, 2025, on breakthroughs in education and training development, Mr. Vuong Quoc Tuan stated: Based on the Central Committee's resolution, the province is striving towards the goal of becoming a high-quality education center, a center for science and technology transfer, and forming university urban areas. Therefore, departments and agencies need to research solutions, focus resources on investing in infrastructure, purchasing equipment, training teachers, and establishing a learning culture and spirit within the province's education system.

Concluding the conference, Chairman of the Provincial People's Committee Vuong Quoc Tuan emphasized that with only over two months left until the end of 2025, to complete the year's tasks and goals, leaders of departments, agencies, and localities need to focus intensely on controlling and evaluating the quality and level of task completion of their units, individual tasks, and each person. They should implement the effective and efficient operation of the two-level local government; conduct a review and promptly submit a comprehensive assessment report, proposing solutions to improve the operation of the state administrative apparatus in the coming period.
Focus on mitigating the consequences of natural disasters and floods. The Department of Agriculture and Environment should promptly finalize a comprehensive report on the extent of damage, analyze the impact on each affected group, and propose timely support measures to stabilize people's lives and restore production. Organizations and associations should implement support solutions that target the right people and meet their needs, effectively utilizing available resources.
Continue strengthening the critical dike system, considering this a strategic task for the 2026-2030 period, allocating resources to address emergency construction at landslide-prone areas; carefully calculating technical and financial factors, striving to complete projects before the 2026 rainy season. Ensure drainage systems for industrial zones and urban areas; plan a synchronized system, invest in additional high-capacity pumping stations; issue timely warnings about incidents and flooding risks so that businesses and people can proactively respond.
Focus on disbursing public investment funds, striving to meet the disbursement targets assigned by the Provincial People's Council; localities allocated funds must disburse all allocated capital. Leaders of project management boards, as the main investors of many large projects, must be responsible for the disbursement progress.
Continue industrial development, focusing on land clearance for industrial and urban areas to create the most favorable conditions for attracting investment. Reserve land for the construction of infrastructure connecting with the Gia Binh International Airport project.
Review the implementation of the conclusions of the Central Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee's Executive Board; effectively implement the "four" key resolutions (Resolutions 57, 59, 66, and 68), and newly issued resolutions; and promptly resolve administrative procedural obstacles. Simultaneously, develop a detailed socio-economic development plan for 2026, closely adhering to the goal of making Bac Ninh a centrally-governed city; and prepare the budget estimates for 2026 and the 2026-2030 period.
The meeting focused on discussing, reviewing, and giving opinions on other issues such as: approving and allocating the 2025 public investment plan from legally obtained revenue for investment at the Que Vo Medical Center; supporting the rehabilitation and health recovery regime; supporting the provision of care and reception for people with meritorious services to the revolution and their relatives; supporting civil servants, public employees, and workers at the Public Administrative Service Centers at all levels; supporting the fee for certifying electronic copies from original documents; the draft Resolution of the Provincial Party Committee on building and developing the culture and people of Bac Ninh until 2030, meeting the requirements of sustainable development...
