Land clearance for Ring Road 4 has been completed.

Many issues require resolution by central ministries and agencies.

According to the overall progress report on the project implementation, to date, 3 provinces and cities ( Hanoi , Bac Ninh, and Hung Yen) have approved the plan and recovered 1,306.06/1,390.63 hectares of land, reaching 93.92%, and relocated 11,540/15,556 graves, reaching 74.18%.

Of these, Hanoi achieved the highest completion rate, specifically recovering 764.0/791.35 hectares of land, reaching 96.54%, and relocating 8,718/10,082 graves, reaching 86.42%. Hanoi also commenced construction on 12 out of 13 resettlement areas.

Hung Yen province has recovered 195.6/230.2 hectares of land, reaching 85%, and relocated 2,587/3,743 graves, reaching 69%. The province has also commenced construction on 5/11 resettlement areas and 2/7 cemetery renovation and expansion areas.

Bac Ninh province has recovered 346.46/369.08 hectares of land, reaching 93.87%, and relocated 1,071/1,731 graves, reaching 61.87%. The province has commenced construction on 2 out of 12 resettlement areas, with the remaining areas expected to be built in the second quarter of 2024.

For component project 2.1 (in Hanoi), 32 construction teams were organized along the entire parallel road, including 23 teams for road construction and 9 teams for bridge construction.

For component project 2.2 (in Hung Yen province), four road construction teams have been organized. To date, approximately 59,107/794,024 m3 of organic soil has been removed from the roadbed, and approximately 49,256/727,675 m3 of sand has been filled in.

For component project 2.3 (in Bac Ninh province), the parallel road is divided into 3 segments corresponding to 3 construction packages, of which 3/3 segments have had their construction drawings and cost estimates approved.

The section from the border with Hung Yen province to National Highway 38 will have 10 construction teams (including 8 teams for road construction and 2 teams for bridge construction) in January 2024. The remaining sections are expected to be implemented in the first quarter of 2024.

In the coming period, the three localities will focus on completing the land clearance work for the remaining 84.57 hectares and relocating 4,016 graves before March 31, 2024.

With the component project group implementing the investment and construction of parallel roads, the three provinces and cities strive to complete the sections that do not require weak soil treatment in 2024, and complete the remaining sections in 2025.

For component project 3 (PPP project), the goal is to complete it in Q3 2024, with construction commencing in early Q4 2024, coinciding with the 70th anniversary of the Liberation of Hanoi.

At the conference, leaders from the three localities, representatives from ministries and agencies, design consultants, and construction contractors exchanged and discussed the progress of the component projects, highlighting difficulties and obstacles, and making proposals and recommendations to the ministries, agencies, and the Government.

Hung Yen Provincial Party Secretary Nguyen Huu Nghia requested the Steering Committee to propose to the Government the removal of the province's biggest difficulties in land clearance currently, namely the resettlement mechanism for businesses and the relocation of power infrastructure.

According to Bac Ninh Provincial Party Secretary Nguyen Anh Tuan, after 16 months of implementation, with the decisive efforts of the three localities and the support of central ministries and agencies, the Ring Road 4 project has made significant progress. Major obstacles and difficulties have been overcome; the basic outlines and features of the project have taken shape. The Steering Committee has operated very effectively, and the coordination mechanism is smooth; Hanoi has shown a very high level of initiative to encourage the other two provinces to follow suit.

The Steering Committee's report outlines five recommendations to central ministries and agencies, including: Requesting the Ministry of Industry and Trade to promptly issue a document appraising the design and construction documents for relocating the 110kV, 220kV, and 500kV power systems in Bac Ninh province before January 10, 2024; and requesting the Ministry of Construction to provide guidance on the method for determining material prices at mines and under special mechanisms, as a basis for localities to publish material prices for payment and settlement with contractors.

The Steering Committee also recommended that the Ministry of Planning and Investment consider and agree to report to the Government and the Prime Minister on the implementation of the direct contracting method in accordance with the content of Resolution No. 56/2022/QH15 of the National Assembly by June 16, 2024; recommended that the Ministry of Transport support the Hanoi People's Committee in the appraisal of the implementation design after the basic design by specialized construction agencies for component project 3 (PPP project); and that the Ministry of Natural Resources and Environment take the lead in guiding and resolving, within its authority, or advising the Government and the Prime Minister on resolving obstacles in compensation, resettlement support, and exploitation of mineral resources for common construction materials serving the project.

Encourage the opening of additional construction teams to accelerate project progress.

Concluding the conference, Hanoi Party Secretary Dinh Tien Dung stated that, after inspections in Bac Ninh and Hung Yen provinces and Hanoi, the progress of the Ring Road 4 project to date is very promising.

According to Mr. Dung, experience from the implementation of previous projects such as the Ring Road 1 and Ring Road 2.5 shows that "the sooner projects are started, the more savings are made, and projects must be implemented synchronously to satisfy the people."

Emphasizing the importance of land clearance work, the Hanoi Party Secretary requested that, in the immediate future, localities focus on relocating all graves before the 23rd day of the 12th lunar month of the Year of the Rabbit (February 2nd); and relocating all infrastructure before June 30th.

Regarding the relocation of residential land, Mr. Dung said that if the resettlement areas cannot be completed in time, temporary housing options can be applied. Concerning the shortage of fill soil for the project in Hung Yen and Bac Ninh provinces, representatives from the ministries stated that sand can be used as a substitute.

Currently, Hanoi is directing a review and supplementary assessment of mines in the eastern part of the city, bordering the two provinces, to be ready to provide support; the issue must be implemented correctly according to mechanisms, policies, and regulations.

"The guiding principle is to choose the cheapest, best, and most transparent option," the Hanoi Party Secretary said.

Highly appreciating the approach of Me Linh district (Hanoi) in mobilizing people to lend land for the construction of service roads to support the project, the Head of the Project Steering Committee suggested that other localities in Hanoi and the two provinces of Bac Ninh and Hung Yen apply this to help contractors increase the number of service roads and construction fronts to accelerate the project's progress.
