The fields that were once lush and green are now mottled with the gray-yellow color of mud. This is the current situation in the area near the Ha Vi high-tech tunnel brick factory. Some areas are forced to be abandoned and cannot be cultivated.
Ms. Nguyen Thi Thao, in Nam Ha village, said: Since the brick factory brought soil to serve brick production, my family's fields and hills have been affected. The fields are completely buried, the day before we could dig temporarily, the next day it rained and covered up more, I don't know how to fix it.
At local voter meetings, people in Nam Ha village reported that the factory was excavating soil on the hill, causing a risk of landslides at the graves of their relatives, but so far there has been no solution.

Ha Vi high-tech tunnel brick factory, belonging to Bac Kan Ceramic and Construction Exploitation Joint Stock Company, has been operating since 2018. According to local people, for more than a year, the factory has continuously purchased soil from outside and dumped it into the collection area right next to the field, along with solid waste. Due to the lack of embankment measures, soil, rocks and waste easily flow into the field every time there is heavy rain.
In June 2025, the People's Committee of Quan Ha Commune (formerly), now Cam Giang Commune, worked with the people and representatives of the Factory, made a record to determine the land area, the level of impact and requested the Factory to remedy and compensate for the damage. On July 9, 2025, the People's Committee of Cam Giang Commune continued to invite the parties to work, agreeing on a plan to dredge all the soil, rock and sludge that had spilled into the fields. On July 21, 2025, the People's Committee of the Commune issued a document requesting the Factory to urgently implement the record.
On July 23, 2025, another meeting was held with the participation of leaders of the Commune People's Committee, local people and representatives of the Factory, in which they continued to request the enterprise to remedy and compensate so that people could sow the crop before July 28.
However, after nearly a month, Ha Vi High-Tech Tunnel Brick Factory has yet to take any corrective action, despite being reminded, having dialogues organized and having written requests from local authorities many times.
Mr. Phung Dinh Vinh, Vice Chairman of Cam Giang Commune People's Committee, said: The commune government has organized meetings between the people and the Factory many times, and issued documents requesting the enterprise to promptly dredge soil and rocks and compensate for damages. In the minutes, we have clearly identified the affected rice field area and the extent of damage. However, up to now, the Factory has not yet implemented it. The commune will continue to report to the competent authority to take decisive measures...
When mud, rubble, and coal slag spill down, the risk of losing productive land is real. The incident needs to be resolved promptly and thoroughly, and at the same time, the responsibility of businesses in implementing environmental regulations should be considered to avoid this situation from continuing.
