Remembering Uncle Ho's teachings, persistently building a judiciary for the people
On November 30, 1945, the Minister of Justice issued Decree No. 37 - the first Decree on the organization of the Ministry of Justice with basic functions and tasks laying the foundation for the operation of the Central Judicial Agency.
On November 9, 1946, at the Second Session of the First National Assembly, the first Constitution of Vietnam was passed, which included many provisions directly related to judicial work. Since 2012, November 9 of each year has been the Law Day of the Socialist Republic of Vietnam to honor the Constitution, the law, and educate the awareness of the rule of law.
In the context of the National Resistance War, the Ministry of Justice organized activities in a special situation in the Viet Bac Security Zone. In a letter to the 4th National Judicial Conference in February 1948, Uncle Ho wrote: “...You are the ones in charge of enforcing the law. Of course, you need to set an example of “Serving the public, upholding the law, being impartial and selfless” for the people to follow.”
In May 1950, when visiting and speaking at the Central Judicial Study Conference in Minh Thanh commune, Son Duong district, Tuyen Quang province, Uncle Ho said: "After all, the judicial issue, like all other issues, at this time, is an issue of life and being human."
On July 14, 1960, at the first session of the 2nd National Assembly, the Law on Organization of the Government Council was passed, and the Government Council did not include the Ministry of Justice. Regardless of the circumstances, the Justice sector officials always kept in mind Uncle Ho's advice, persevering through two long resistance wars.
In November 1981, based on the resolution of the Politburo, the Ministry of Justice was re-established under Decree No. 143-HDBT dated November 22, 1981 of the Council of Ministers. The judicial system in the whole country was unified from the central to the communal level.
Identifying the building of a socialist rule-of-law state in Vietnam as the core of the renovation process, in 2005, the Politburo issued two important resolutions: Resolution No. 48-NQ/TW dated May 24, 2005 on the Strategy for building and perfecting the Vietnamese legal system until 2010, with a vision to 2020; Resolution No. 49-NQ/TW dated June 2, 2005 on the Judicial Reform Strategy until 2020.

Then, on November 9, 2022, General Secretary Nguyen Phu Trong signed and issued Resolution No. 27-NQ/TW on "continuing to build and perfect the Vietnamese socialist rule-of-law state in the new period", comprehensively and fully mentioning the model of the Vietnamese socialist rule-of-law state that is being and will continue to be built and perfected; creating an important political and legal basis for the work of building and organizing law enforcement in the judicial sector.
On April 30, 2025, General Secretary To Lam signed and issued Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era.
It can be said that this is the time when institutional work is focused on in a profound, comprehensive and central way in all aspects of leadership and direction. Resolution No. 66-NQ/TW is affirmed to be one of the four resolutions that make up the "strategic quartet" to help the country rise up and take off in the new era.
Journey to affirm roles and responsibilities
Implementing Decree No. 143/HDBT, dated April 9, 1982, the People's Committee of Bac Thai province (now Thai Nguyen province) issued Decision No. 87-QD/UB to establish the Department of Justice of Thai Nguyen province, a specialized agency of the Provincial People's Committee. In 1997, when implementing the policy of separating the province, the Department of Justice of Thai Nguyen province continued to organize and operate on the basis of Decision No. 87-QD/UB; the Department of Justice of Bac Kan province was established and operated on the basis of Decision No. 12/QD-UBND dated January 9, 1997 of the People's Committee of Bac Kan province.
Like many other localities in the country, the Department of Justice of the two provinces has made efforts to perform its tasks to gradually affirm the role and position of the sector, and has been awarded the Emulation Flag of the Justice Sector and the Provincial People's Committee many times, and the Certificate of Merit of the Minister of Justice and the Chairman of the Provincial People's Committee. In 2004, the Department of Justice of Thai Nguyen province was awarded a Certificate of Merit by the Prime Minister; and was awarded the Labor Medal by the President three times in 2005 (Third Class), 2012 (Second Class), and 2022 (First Class).
It is the result of years of hard work with pride in historical milestones and profound lessons learned to build a strong industry, creating a long history of the local Judicial agencies of the two provinces of Thai Nguyen and Bac Kan.

In 2025, with the same determination in the construction of the country's administrative governance institution, the Judicial sector once again affirms its role with new challenges and new tasks. The two-level local government model coming into operation requires a lot of resources to operate, but above all, it needs the support and extended arm of the institution. Resolution No. 66-NQ/TW is a very important milestone in the process of building and developing the Judicial sector.
The requirements and tasks set forth in Resolution No. 66-NQ/TW demonstrate the role and responsibility in building and perfecting institutions and laws, removing "bottlenecks of bottlenecks" for the country to develop rapidly, entering a new era, an era of strong development. Implementing Resolution No. 66-NQ/TW, the entire industry is determined to affirm that the policy of "investing in institutions is investing in development" is not a slogan, but a commitment that needs to be realized.
The 80-year milestone of the establishment and growth of the Judiciary is associated with many important events of the country. In the proud atmosphere towards the 80th anniversary of the founding of Vietnam; welcoming the Party Congresses at all levels towards the 14th National Congress of the Party, the Thai Nguyen Judiciary in the new period after the merger is always ready to receive all assigned tasks with the highest spirit and responsibility, actively implementing the political goals of the province.
Heavy tasks and great responsibilities require even more determination, solidarity, initiative and creativity; contributing to building a Thai Nguyen that grows and develops sustainably in the new era.
