Ho Chi Minh City Association for Supporting Families of Martyrs and War Invalids: 5 Years of Love and Affection

Over the past decades, despite the Party and State's constant attention and policies for those who have contributed to the country, a number of families of martyrs and war invalids still face difficulties in life. Therefore, the establishment of the Vietnam Association for Supporting Families of Martyrs, including the Association for Supporting Families of Martyrs and War Invalids in Ho Chi Minh City, is the desire to join hands and contribute to the work of repaying gratitude.

The Ho Chi Minh City Association for Supporting Families of Martyrs was established under the decision of the Ho Chi Minh City People's Committee in April 2020. On September 12, 2025, the Association was renamed the Ho Chi Minh City Association for Supporting Families of Martyrs and War Invalids under the decision of the City People's Committee on allowing the merger of mass associations in the area after the reorganization of provinces and cities.

This is a social organization, operating on the principles of voluntariness, self-management, transparency; non-profit; self-reliance, self-financing, and self-responsibility before the law. The Association's motto and purpose are to support families of martyrs spiritually and materially; help access, implement, and enjoy the policies of the Party and the State; search for the remains of martyrs who are lost, or have missing information and whose identities have not been determined; support gratitude to martyrs and their families, and seriously wounded soldiers; focus on truly difficult cases.

In the past 5 years, from zero (no headquarters, no funding, no human resources), with only the enthusiastic participation of generals and veterans, the association has achieved encouraging results. The association has provided policy advice and found martyrs' graves for 337,000 martyrs' relatives, connected with Viettel Enterprise Solutions Company to open the Martyrs' Information Library (linhkhiquocgia.vn), and initially collected a list of 48,447 martyrs. Received the martyrs' list file at some martyrs' cemeteries in Ho Chi Minh City. Contacted and coordinated with the 3rd Army Corps to determine the list and add 328 martyrs of the 3rd Army Corps who died in Ho Chi Minh City to the Martyrs' Information Library... The association also participated in assessing the list of more than 15,000 martyrs to register at temples and memorials for martyrs; coordinated with units to bring more than 300 martyrs' remains back to their hometowns.

Ho Chi Minh City currently has 52,411 martyrs and 4,610 relatives of martyrs receiving pensions according to regulations; 27,596 war invalids, of which 13,027 war invalids receive monthly allowances; 1,708 war invalids with a serious degree of 2/4 or more and 102 extremely serious war invalids (over 81%).

Ho Chi Minh City currently has 52,411 martyrs and 4,610 relatives of martyrs receiving pensions according to regulations; 27,596 war invalids, of which 13,027 war invalids receive monthly allowances; 1,708 war invalids with a serious degree of 2/4 or more and 102 extremely serious war invalids (over 81%).

The Association has mobilized businesses and philanthropists to register to sponsor the construction of more than 100 gratitude houses; provided financial support to relocate nearly 100 martyrs' remains, supported relatives to visit cemeteries and find martyrs' graves... The total cost of paying tribute to martyrs, caring for and supporting martyrs' families, war invalids, policy families, and people in difficult circumstances, including the construction of temples and monuments to honor martyrs, is over 100 billion VND.

From 2022, the association has a policy of providing financial support for relatives of martyrs to bring martyrs' remains back to their hometowns (VND 2,000,000 per case, increasing to VND 4,000,000 in 2024). Over the past 5 years, the association and its member organizations have supported the return of nearly 300 martyrs' remains to their hometowns with a total cost of VND 289 million; supported VND 11 million in DNA testing costs for martyrs' remains; supported 18 cases of visiting martyrs' graves with a cost of VND 14 million; awarded VND 200 million in funding to support martyrs' families to reduce poverty.

In 2024, the Ho Chi Minh City People's Committee issued an official dispatch on supporting the implementation of care for war invalids and sick soldiers. It requested that 100% state-owned enterprises in the city, each unit, support at least 5 cases (2 million VND/person/month) and strive to maintain until the end of 2030. As a result, 23 enterprises registered to support 112 war invalids, the association received and coordinated to award support funds for the last 3 months of 2024 and the first 9 months of 2025 to 104 war invalids, with a total amount of 1,394 billion VND.

According to Colonel - writer - journalist Tran The Tuyen, Chairman of the Association: It can be said that the success of the association comes from the purity and dedication of the team of volunteer members, especially the Standing Committee and Advisory Group. In addition, there is transparency, publicity, and effective use of funding sources. That not only creates practical effectiveness in gratitude activities but also creates trust for local authorities and sponsors. The assignment of the association to take over funding sources and disbursements in Official Dispatch 5133/UB-KT of the Ho Chi Minh City People's Committee dated April 29, 2024 on supporting the care of wounded and sick soldiers clearly demonstrates that. The attention of the leaders of Ho Chi Minh City, the Military Region 7 Command, the Ho Chi Minh City Command, the Ho Chi Minh City Department of Home Affairs, and other agencies, units, and philanthropists... has helped the association achieve encouraging results. In particular, the arrangement of the association's new, spacious headquarters at 266 Vo Thi Sau, Xuan Hoa ward, demonstrates the deep concern of the Military Region 7 Command and the Ho Chi Minh City Command.

Lieutenant General Hoang Khanh Hung, Chairman of the Vietnam Association for Supporting Families of Martyrs, assessed: As one of the associations with the largest number of members in the country, in recent years, the Association for Supporting Families of Martyrs and War Invalids of Ho Chi Minh City has done things of profound political , social and humanitarian significance, spreading throughout society in general, the city and neighboring provinces in particular; deserving to be one of the leading organizations in carrying out gratitude work; being an extension of policy agencies at all levels, of the City Party Committee and People's Committee of Ho Chi Minh City with the people in social policy work. A valuable point is that, in addition to supporting families of martyrs, the association also undertakes to support war invalids and sick soldiers.
