The 2nd Conference of the Lam Dong Provincial Party Executive Committee, term 2020 - 2025

On the afternoon of July 15, the Lam Dong Provincial Party Executive Committee held its 2nd Conference for the 2020-2025 term to give opinions on matters under its authority.

The conference was chaired by comrades: Y Thanh Ha Nie Kdam, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lam Dong Province, 15th term; Nguyen Hoai Anh, alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee; Tran Hong Thai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Pham Thi Phuc, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province.

Attending the conference were Deputy Secretaries of the Provincial Party Committee; representatives of the Departments of the Central Party Committees monitoring Lam Dong province; members of the Provincial Party Executive Committee; Office of the National Assembly Delegation and Provincial People's Council; members of the Provincial Party Committee's Inspection Committee; leaders of relevant departments and branches.

Speaking at the opening of the conference, comrade Y Thanh Ha Nie Kdam, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lam Dong province, emphasized that Lam Dong province has put into operation the 2-level local government apparatus in a smooth and rhythmic manner, without any disruption as commented by Permanent Deputy Prime Minister Nguyen Hoa Binh at the working session with the Standing Committee of the Lam Dong Provincial Party Committee on the afternoon of July 14.

To continue leading and directing the implementation of tasks, the Provincial Party Executive Committee organized the 2nd Conference. The Conference is of great importance to review and give opinions to supplement and complete the drafts to implement tasks for the last 6 months of 2025. This is the beginning, continuing the implementation of key tasks in the coming time, when important political events take place such as: Party Congresses at all levels for the 2025-2030 term, towards the 14th National Congress of the Party; election of National Assembly and People's Council deputies at all levels for the 2026-2031 term; especially to achieve the economic growth target of 8% or more in 2025...

Comrade Dang Hong Sy, Deputy Secretary of Lam Dong Provincial Party Committee and Comrade K'Mák, Member of the Provincial Party Standing Committee, Vice Chairman of Lam Dong Provincial People's Council attended the conference.

Therefore, the Provincial Party Secretary requested the delegates attending the conference to focus on research, discussion, and consideration of opinions so that the leadership and direction of implementation can create high unity and consensus within the entire Party to achieve the set targets and goals.

The conference approved the Report of the Provincial Party Standing Committee on the following contents: Draft Resolution on key tasks of socio-economic development, ensuring national defense and security; Party building work, building the political system in the last 6 months of 2025; Draft Working Regulations of the Lam Dong Provincial Party Executive Committee, term 2020 - 2025; Draft Working Program of the Provincial Party Committee, Standing Committee of Lam Dong Provincial Party Committee from July 2025 to the Provincial Party Congress for the term 2025 - 2030; Draft Working Regulations of the Provincial Party Committee's Inspection Committee, term 2020 - 2025; Draft Inspection and Supervision Program from July 2025 to the Provincial Party Congress for the term 2025 - 2030; Draft Decision on establishing the Organizing Subcommittees to serve the Provincial Party Congress for the 2025 - 2030 term.

Comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of Lam Dong Provincial People's Committee spoke at the conference.

The conference approved the contents proposed by the Provincial Party Committee, including: Estimated state budget revenue in the area; Estimated local budget revenue and expenditure and allocation of local budget estimates in 2025; Support regime for cadres, civil servants, public employees and workers after the reorganization of Lam Dong province's administrative units; Estimated budget for organizing Party Congresses at all levels for the 2025 - 2030 term; Allocation of budget for localities to reorganize administrative units; Decentralization of revenue sources, expenditure tasks and percentage of revenue sharing between budgets of local authorities at all levels of Lam Dong province.

The Standing Committee of the Provincial Party Committee chaired and gave comments on draft Group No. 1.

The conference divided into 3 groups to discuss and give comments on the contents of the drafts. The majority of delegates highly agreed with the contents of the drafts. Many comments were made on the Draft Resolution on key tasks of socio-economic development, ensuring national defense and security; Party building, building the political system in the last 6 months of 2025. In particular, focusing on planning work; solutions to develop local economic strengths such as agriculture, seafood, minerals, tourism; auctioning surplus assets after mergers, etc.

Comrade Pham Thi Phuc, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee presented a report at the conference.

At the conference, comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee discussed the contents deployed by the Provincial Party Committee; at the same time, requested relevant departments and branches to report and explain some contents on solving difficulties in operating the two-level local government, especially the operation of the Public Administration Service Center; handling land procedures; site clearance for project implementation; stimulating industrial parks; budget collection...

Leaders of the Provincial Party Committee's Party Committees reported on the implementation of tasks in the coming time; focusing on the preparation work for Party congresses at all levels.

In his closing speech at the conference, Comrade Y Thanh Ha Nie Kdam, Secretary of the Provincial Party Committee, emphasized a number of outstanding results in implementing tasks in the first 6 months of 2025. In particular, the province has organized the groundbreaking ceremony for a number of important, large-scale transport infrastructure investment projects such as: Bao Loc - Lien Khuong Expressway Project (Phase 1) and the Component Project of the North - South Expressway West section Gia Nghia - Chon Thanh.

In addition to the achieved results, the Provincial Party Secretary requested the Provincial Party Committee members, leaders of provincial and local agencies, departments and branches to uphold their sense of responsibility and overcome the limitations and difficulties in the past time. The Provincial Party Committee assigned the Provincial Party Committee Standing Committee to receive comments from the Provincial Party Committee members and delegates to direct the completion of the drafts.

Regarding the tasks in the coming time, the Provincial Party Secretary proposed to continue to focus on leading, directing, monitoring and supervising the activities of the two-level government to ensure smooth, effective and efficient operations; promptly guide and remove difficulties and obstacles in terms of law and operating mechanisms of the two-level government according to authority or propose the Central Government to direct the removal.

Comrade Ton Thien San, Director of the Department of Agriculture and Environment, spoke at the conference.

The whole province focuses on leading, directing and successfully organizing the Commune Party Congress for the 2025-2030 term, to be completed in July 2025; well preparing documents and other necessary conditions to organize the Provincial Party Congress for the 2025-2030 term. All levels, sectors and localities prepare to organize the Congress of the Fatherland Front and socio-political organizations right after the Provincial Party Congress in conjunction with preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Along with that, Party committees at all levels focus on leading and directing the comprehensive implementation of socio-economic development tasks. In particular, drastic solutions are being implemented to achieve the growth rate target of 8.0% or higher in 2025; state budget revenue in 2025 will reach 28,250 billion VND, striving to increase revenue by over 20% compared to the central budget estimate. All levels, sectors and localities proactively and flexibly implement contents and tasks to speed up the progress of large, key projects with widespread impact such as: Bao Loc - Lien Khuong Expressway Project (phase 1); North - South Expressway Project in the West, Gia Nghia - Chon Thanh section; projects on mining and processing aluminum, bauxite, titanium, etc.

Comrade Le Trong Yen, Member of the Provincial Party Standing Committee, Vice Chairman of Lam Dong Provincial People's Committee raised a number of issues related to the support of provincial departments and branches for communes in all fields.

All levels, sectors and localities continue to review and effectively implement the 3 National Target Programs; social security policies; ethnic and religious policies; and care for the material and spiritual lives of the people. The entire province is determined to complete the goal of eliminating temporary and dilapidated houses in the province before August 31, 2025.

Department and industry leaders speak at the conference

The work of building a clean and strong Party and political system; strengthening solidarity and consensus within the entire Party; monitoring and guiding the work of organization and apparatus so that communes, wards and special economic zones can operate stably and effectively. The work of inspection, supervision, prevention and combat of corruption, waste and negativity continues to closely follow the regulations and directions of the Central Government for good implementation.

On behalf of the Provincial Party Committee, the Provincial Party Secretary called on all cadres, party members, armed forces and people of all walks of life in the province to strengthen solidarity, unity, innovation, creativity, make good use of opportunities and development opportunities, strive to overcome all difficulties and challenges to be determined to successfully implement the goals and tasks of 2025.

Thereby achieving achievements to celebrate the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam, the Lam Dong Provincial Party Congress for the 2025-2030 term, towards the 14th National Congress of the Party.

At the end of the conference, delegates voted unanimously to approve the contents presented by the Provincial Party Standing Committee at the conference.
