
The conference heard reports on the implementation of socio -economic development tasks and ensuring national defense and security in 2023, and the plan for 2024; the situation of local budget revenue and expenditure in 2023; the budget revenue and expenditure estimates and allocation for 2024; the three-year local financial and budget plan for the period 2024-2026 ; the request for approval by the Provincial People's Council of the 2022 local budget settlement ; the request for approval by the Provincial People's Council of the provincial planning for the period 2021-2030 , with a vision to 2050 ; and the report evaluating the implementation of tasks in 2023 and the direction, objectives, and tasks for 2024 of the Provincial Party Committee .

In 2023, under the decisive and flexible leadership and direction of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, and with the involvement of the entire political system, 14 out of 26 key targets for socio-economic development and national defense and security were achieved or exceeded the plan ; of which , 10 targets exceeded the plan . Notable achievements include: The estimated GRDP growth rate in 2023 reached 7.01%, higher than the target set in the Provincial Party Congress Resolution, significantly higher than the national average (forecast 5%), and among the top 14 provinces in the Northern Midlands and Mountains region. The economic structure shifted in line with the established direction. Agricultural production restructuring was linked to the implementation of support policies under national target programs, crop structure transformation, and the development of production linkage models. The industrial and construction sector continues to be a bright spot in promoting overall economic growth; total social investment continues to increase significantly compared to the same period last year (up 14.36%); key programs and projects continue to receive close and decisive attention and guidance. The Dien Bien Airport upgrade and expansion project, completed and put back into operation from December 2, 2023, will be a driving force, creating momentum to promote economic growth in the coming years. In addition, the trade and service sectors continue to develop strongly, with total retail sales of goods increasing by 28.93%; revenue from tourism activities increasing by 26.45%; total revenue from transportation activities increasing by 45.12%; and export turnover increasing by 33.76%.
Poverty reduction and social welfare efforts have seen many positive changes. In 2023, 3,104 out of 5,000 households completed house construction under the "Great Solidarity House Construction Support Project " launched by the Vietnam Fatherland Front Committee .

Party building and the political system continued to be a focus of leadership, linked with the thorough understanding and implementation of Resolution No. 28-NQ/TW, dated November 17, 2022, of the Central Committee on reforming the Party's leadership and governance methods over the political system in the new situation. Party inspection, supervision, and disciplinary enforcement; and the fight against corruption and negative phenomena were prioritized and implemented from the beginning of the year. In 2023, the province admitted 2,156 new Party members, established 4 Party organizations in private enterprises, 5 village Party branches; and completed the establishment of military Party branches in 100% of communes, wards, and towns…

During the conference, delegates discussed, analyzed, and clarified the achievements in various fields; they also pointed out difficulties and obstacles leading to shortcomings and limitations in the implementation of assigned tasks. Delegates also unanimously approved the socio-economic development plan and national defense and security plan for 2024; the Provincial Party Committee's inspection and supervision program for 2024; and other important contents. Provincial Party Secretary Tran Quoc Cuong highly appreciated the results achieved by the province in all fields. He also stated that 2024 is expected to present opportunities and advantages, making it a crucial year with decisive significance for the successful implementation of the goals and tasks set forth in the resolutions of the Party congresses at all levels, the Resolution of the 14th Provincial Party Congress, and the 5-year socio-economic development plan for 2021-2025… The Provincial Party Secretary requested that the tradition of unity, cooperation, and solidarity be further promoted, with even greater determination and effort to implement the political goals and tasks that have been set .
