
Thoroughly understanding the Central Committee's viewpoints, guidelines, and directives on ethnic affairs, the province has issued numerous resolutions, directives, and programs to focus on leading and directing this work. It has mobilized and integrated various resources from the province's socio -economic development programs and plans, as well as national target programs, to focus on improving the material and spiritual lives of ethnic minority communities in the province.
To date, we are pleased to see that the appearance of the ethnic minority and mountainous areas of the province has undergone positive changes. The economy has continuously grown over the years. The economic structure has shifted in the right direction, with an increasing number of successful models and bright spots in agricultural and forestry production, gradually forming concentrated raw material areas such as coffee, macadamia nuts, tea, rubber, and medicinal herbs; ecotourism and community tourism models in Nam Po, Muong Lay, Dien Bien, Tuan Giao, Tua Chua, Muong Nha... attracting more and more tourists, contributing to promoting the socio-economic development of the region, and at the same time gradually changing the mindset, way of thinking, and working methods of the ethnic minority people in the province.
Socio-economic infrastructure in the region has received significant investment; the fields of health, culture, and education have made considerable progress. The lives of ethnic minorities have improved, and some pressing issues such as eliminating temporary housing, stabilizing the population, and providing vocational training for landless households have been effectively addressed; the poverty rate has decreased quite rapidly, from 34.9% in 2021 to 25.68% currently.
Political security, social order and safety, and national border sovereignty have been maintained. Foreign relations work by Party committees, governments, and people on both sides of the Vietnam-Laos and Vietnam-China borders has been emphasized and is becoming increasingly in-depth. The grassroots political system has been strengthened; and attention has been paid to building a team of ethnic minority cadres.
Patriotic emulation movements have been actively and effectively embraced and participated in by ethnic minority communities, especially the movements "The whole country joins hands for the poor, no one is left behind" ; " All people protect national security"; "Shelter for the poor in border areas" ; "Millions of loving hearts - A thousand happy homes" ... and particularly the emulation movement "Achieving accomplishments to celebrate the 70th anniversary of the Dien Bien Phu Victory" ... From these, many exemplary collective and individual examples have emerged in various fields, and have been commended and rewarded by all levels and sectors. These results have made a very important contribution to the overall development achievements of the province in recent years.
On behalf of the provincial leadership, I respectfully acknowledge and commend the efforts and achievements that the Party committees, government, and ethnic minority communities of the province have made in the past period.
...The 4th Congress of Ethnic Minority Representatives of Dien Bien Province is taking place at a time when the entire province is determined to strive and compete to successfully implement and complete the Resolution of the 14th Provincial Party Congress for the 2020-2025 term, achieving accomplishments to welcome the Party Congresses at all levels, leading up to the 11th National Congress of the Party. In this context, the province's ethnic affairs and the implementation of ethnic policies face many advantages but also numerous challenges.
Although the lives of ethnic minorities have improved significantly, many hardships remain; poverty reduction results are not yet truly sustainable. Political security, order, and social safety in some areas harbor potential instability and are easily exploited by malicious elements. The implementation of some ethnic policies has not been effective in some places and at some times. A segment of cadres, Party members, and ethnic minorities still show a lack of determination to overcome difficulties and strive for progress.

I express my strong agreement with the goals, tasks, and solutions for implementing ethnic affairs and ethnic policies for the period 2024-2029 as outlined in the Political Report and the discussions at the Congress. In particular, the guiding remarks of the Deputy Minister and Vice Chairman of the Committee for Ethnic Minorities Affairs highlighted key tasks to be implemented in the coming period. I propose that the Congress incorporate these guiding remarks and discussions into the Congress's Resolution for the period 2024-2029. At this Congress, I would like to emphasize and suggest the following points:
To the people of the ethnic minorities in the province, on behalf of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front, I hope to successfully implement the following five things:
Firstly: The people of ethnic minorities must continue to maintain solidarity. Solidarity is a precious tradition of our nation, persistently built and nurtured by generations through sweat, effort, hardship, and sacrifice; through the will, strength, and faith of the people. In the face of the rapid and complex changes in the world and the region today, more than ever, the Party committees, the government, and the people of all ethnic groups in the province must continue to maximize the great solidarity, creating strength to overcome difficulties and challenges, and together build prosperous villages and a beautiful homeland. The strength of solidarity must begin with love within each family; the bond between clans; the spirit of mutual support and solidarity among households; the fraternal ties and sharing between villages; and solidarity among ethnic groups...
Secondly: The people of ethnic minorities continue to protect upstream resources. It can be said that, with a vast area of over 9,539 km² , the mountainous ethnic minority areas of the province possess diverse and valuable natural resources, especially forests, water, and minerals. This area is the living space, living conditions, and daily livelihood of the ethnic minorities; at the same time, it is a vulnerable area. Any negative or unreasonable impact in the upstream area has a profound effect on the environment and ecosystem of the entire province, the country, and even the globe.
Therefore, in addition to the responsibilities of all levels and sectors, ethnic minority communities always uphold the awareness of preserving forests and headwaters as if they were their own lives. Together, they condemn and stop the illegal logging and exploitation of natural resources. They strive to change farming practices towards sustainability, minimizing negative impacts on headwater resources, and making a significant contribution to disaster prevention and climate change mitigation.
Thirdly: The people of the ethnic minorities in the province continue to preserve their cultural identity. Our province has 18 ethnic minorities, meaning there are 18 different cultural values and identities, creating a colorful, rich, and diverse picture. However, in the face of the rapid changes of the times, many of the people's valuable cultural traditions are facing significant challenges.
Therefore, our people should always cherish, be proud of, and preserve our national culture. This means teaching our children to love, speak, and write the language left by our ancestors; to sing songs, dance, cook dishes, and wear traditional costumes at important events and festivals. We should teach them about diligence, hard work, honesty, and kindness; patriotism, national pride and self-respect; and respect for the law. We should encourage and motivate our children to strive for a brighter future. At the same time, we must resolutely eradicate outdated customs, superstitions, child marriage, and consanguineous marriage...
Fourth: The people of ethnic minorities in the province continue to be confident, self-reliant, and strong, overcoming difficulties and striving forward. It can be said that the Party, the State, and our province have been focusing and prioritizing significant resources to support the development of ethnic minority and mountainous areas, including national target programs. These resources are the initial steps, necessary conditions, but not sufficient to overcome the shortages, difficulties, and challenges in these areas. To have orchards, macadamia trees, coffee, and tea plantations along the hillsides, valuable medicinal herb gardens under the forest canopy, and large herds of livestock and poultry... the will and determination of our people to overcome difficulties must be strong enough; they must dare to make changes and work diligently; they must know how to effectively utilize the support resources from the Central Government, the province, and other mobilized resources.
Fifth: The people of ethnic minorities in the province continue to maintain peace along the border. Along the province's more than 455km long border, in addition to the functional forces, the people of ethnic minorities are the "eyes and ears," the "living landmarks" of the border region. It is hoped that each of our people will always uphold the spirit of revolutionary vigilance, actively participate in patrols and guard duty, report crimes; and participate in people-to-people diplomacy activities on both sides of the Vietnam-Laos and Vietnam-China borders, contributing to maintaining peace and stability both domestically and internationally.
To enable the ethnic minority communities of the province to effectively implement the above five tasks, it is requested that Party committees , governments at all levels, and relevant departments of the province seriously and effectively implement the following four contents:
Firstly: Continue to thoroughly understand and fully recognize that ethnic affairs and the implementation of ethnic policies are extremely important political tasks with strategic and long-term significance in the province's development process. Closely adhere to national target programs and provincial tasks regarding the development of ethnic minority and mountainous areas to focus leadership, guidance, and timely implementation for high efficiency; resolutely strive to successfully implement and complete the Resolution of the 14th Provincial Party Congress for the 2020-2025 term, achieving accomplishments to celebrate the Party Congresses at all levels, leading up to the 14th National Congress of the Party.
Secondly: Continue to prioritize the allocation of resources for the comprehensive development of infrastructure, especially in transportation, electricity, education, healthcare, information and communication, clean water, culture, sports, and commercial services... creating conditions to promote socio-economic development and narrow the gap between regions. Focus on innovating and reorganizing production methods for ethnic minorities, encouraging the development of key products with strengths associated with the "One Commune One Product (OCOP)" program. Effectively implement the preservation and promotion of the fine traditional values of ethnic groups in conjunction with the development of services, especially border markets, community tourism, and experiential tourism... Strengthen the management and efficient use of resources and protect the environment.
Thirdly : Directing the review, adjustment, supplementation, and promulgation of the province's system of legal documents on mechanisms and policies for ethnic minorities and mountainous regions. Strengthening management, inspection, auditing, and supervision of policy implementation to prevent losses and abuses of policies, which could erode trust among officials, Party members, and the people.
Enhance the leadership capacity of Party committees and the management capacity of the government; innovate the working methods of political and social organizations at all levels; focus on Party member development, especially in villages, hamlets, border areas, remote areas, and areas with special difficulties, where there is a risk of no longer having Party branches. Pay attention to building a team of cadres from ethnic minority groups. Effectively implement grassroots democracy regulations; further promote the role of village elders, hamlet leaders, and influential people to guide and mobilize ethnic minorities to effectively implement policies and guidelines.
Fourthly: Proactively and resolutely fight against, prevent, and strictly handle acts that exploit policies on freedom of religion, belief, and human rights to divide the national unity; effectively combat all types of crime. Maintain a firm grasp of border security and security in ethnic minority areas; build a peaceful, friendly, and sustainably developing border with Laos and China.
