This afternoon, November 23rd, Mr. Le Quang Tung, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial Delegation of National Assembly Deputies; and Mr. Nguyen Dang Quang, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, chaired the 19th meeting of the Provincial Party Committee's Executive Committee, 17th term, to discuss and approve the Conclusion on the socio-economic, national defense and security situation in 2024 and the direction and tasks for 2025.

Implementing the provincial plan in conjunction with achieving the goals and tasks.

Opening the conference, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation, Le Quang Tung, emphasized that over the past year, the Provincial Party Committee has closely followed the central government's directives and local realities, making the most of available resources and mobilizing the combined strength of the entire political system to focus on leadership and guidance, achieving positive results in socio-economic development and ensuring national defense and security.

In October 2024, the province had the honor of welcoming and working with the delegation led by General Secretary and President To Lam. Most of the province's proposals and recommendations received strong support from the General Secretary, President, the Government, and central ministries and agencies, creating many special mechanisms for the province to continue developing and exploiting its potential and advantages, and effectively implementing key goals and tasks in the coming period.

The province has also actively implemented the Provincial Planning in conjunction with achieving the goals and tasks of the Resolution of the 17th Provincial Party Congress. It has directed the adjustment and supplementation of relevant plans, while focusing on developing district-level regional plans.

However, compared with the targets and tasks for 2024 and the entire term, there are still many limitations that need to be frankly acknowledged. Therefore, I propose that delegates focus their discussions on clarifying the current situation and its causes, and then contribute specific solutions and tasks for the Provincial Party Committee to unanimously direct the socio-economic goals and tasks for 2025.

Presenting the draft Conclusion on the socio-economic, national defense and security situation in 2024 and directions and tasks for 2025, Acting Chairman of the Provincial People's Committee Ha Sy Dong stated that in 2024, the province's economy continued its recovery and growth momentum. Five out of nine key socio-economic indicators met or exceeded the plan, and two indicators were close to the set plan (the remaining two indicators, GRDP growth rate and GRDP per capita, will have official data released by the General Statistics Office on December 1, 2024).

Total budget revenue in the area reached 4,150 billion VND, achieving 106% of the local budget estimate, 107% of the central government budget estimate, and an 8% increase compared to the same period in 2023.

Four out of eight district-level regional construction planning projects have been approved for implementation. The province successfully organized major holidays, especially the first-ever Peace Festival. The poverty rate according to the multidimensional poverty standard decreased by 1.11%.

Administrative reforms and improvements to the investment and business environment have been given attention by all levels and sectors. The province's PAR Index, SIPAS, PAPI, and PCI indicators have been basically consolidated and maintained.

National defense and security were ensured, and the 2024 regional defense exercise in Con Co Island District and the disaster prevention, search and rescue exercise in Cam Lo District were successfully completed. Foreign relations were strengthened, opening up many opportunities for cooperation in the socio-economic development of the province.

However, the projected economic growth rate and total social investment capital did not meet the set targets. Public investment disbursement as of October 31, 2024, only reached 57.3% of the plan; the progress of key projects in the province generally remains slow.

Based on the results achieved in 2024 and the 2021-2024 period compared to the targets and indicators for the 2021-2025 period, many targets are difficult to achieve.

Specifically, the economic structure (calculated by GRDP) is estimated to be as follows by 2025: agriculture accounts for 17.95%, non-agricultural sector accounts for 82.05% (the Resolution of the 17th Provincial Party Congress set the corresponding rates at 15% and 85%); the average economic growth rate (GRDP) for the period 2021 - 2025 is estimated at 6.58% (the Resolution of the 17th Provincial Party Congress set the target at 7.5 - 8%).

The goal of developing Quang Tri into an energy hub is difficult to achieve, as the total power generation capacity currently only reaches over 1,100 MW, while the target for 2025 is 3,000 MW. The agricultural sector has met its targets but lacks sustainability, and high-tech and organic agriculture have yet to be developed.

Total social investment reached the target, but relied heavily on wind power projects, the Cam Lo - La Son and Van Ninh - Cam Lo expressways, and the Nam Dong Ha urban area... The investment efficiency ratio (ICOR) was much lower than in the previous term, failing to generate significant GRDP growth and higher per capita income.

Key public investment projects for the 2021-2025 period are difficult to complete. Projects that will drive development during this term are slow to be implemented. The number of businesses dissolving or temporarily ceasing operations is increasing year by year. For the entire 2021-2025 period, the number of businesses dissolving or temporarily ceasing operations is equivalent to 82.5% of newly established businesses.

The Provincial Competitiveness Index (PCI), the Public Administration Reform Index (PAR INDEX), and the Provincial Public Administration and Governance Effectiveness Index (PAPI) have not met the targets set in the Resolution of the 17th Provincial Party Congress over the years.

Based on the assessment and forecast of the situation, the Provincial Party Committee unanimously agreed to set forth 10 main groups of tasks and solutions to focus on implementing in 2025.

The conference basically agreed with the draft Conclusion on the socio-economic, national defense and security situation in 2024 and the direction and tasks for 2025. At the same time, it frankly discussed, analyzed, and clarified some difficulties, obstacles, and their causes in leadership, direction, and implementation of tasks that need to be addressed in the coming period.

Achieve the highest possible results in fulfilling the main goals and targets of the 2020-2025 term.

In his closing remarks at the conference, the Provincial Party Secretary and Head of the Provincial National Assembly Delegation, Le Quang Tung, affirmed that after a busy working session, conducted with a high sense of responsibility, the 19th Conference of the Provincial Party Committee, 17th term, had completed its planned agenda and program.

With the overarching goal for 2025 being to fundamentally achieve the targets and tasks set forth in the Resolution of the 17th Provincial Party Congress, the Provincial Party Committee requests that Party committees, governments, and heads of agencies, units, and localities focus on reviewing the main goals, targets, and tasks, especially those projected to be difficult to achieve, in order to concentrate leadership and guidance on implementation to achieve the highest possible results in the remaining time of the 2020-2025 term.

With nearly 1.5 months remaining until the end of 2024, all levels and sectors need to decisively lead and direct efforts to complete the year's targets and tasks, especially those related to economic growth, budget revenue, and disbursement of funds.

Coordinate closely with central ministries and agencies to effectively implement the conclusions of General Secretary and President To Lam at the working session with the province.

Continue to implement synchronously and decisively the resolutions, projects, and policies issued by the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee for the entire 2020-2025 term. Effectively implement projects and policies supporting the development of agriculture, forestry, industry, services, and tourism. Proactively and effectively carry out budget revenue collection while flexibly adjusting solutions to ensure the completion of the set budget targets.

Strengthen state management of land and mineral resources. Implement drastic administrative reforms, especially in the areas of investment, land, and construction. Effectively implement the plan to improve the provincial-level capacity assessment indicators. Promote investment attraction; continue to urge and support businesses and investors in surveying and implementing projects in the province to overcome difficulties.

To achieve harmonious development between economy and culture. To effectively implement the fundamental and comprehensive reform of education and training. To effectively implement the three national target programs. To effectively implement ethnic and religious policies, and to build national unity.

Enhance the effectiveness and efficiency of state management; tighten discipline and order; promote decentralization and delegation of power while holding leaders accountable.

Implement the plan for reorganizing commune-level administrative units according to requirements and schedule. Perform military and national defense tasks effectively. Intensify the fight against crime, ensuring the maintenance of political security and social order.

Enhance the effectiveness of foreign affairs and international integration. Actively prepare the necessary conditions regarding documentation, personnel, and related tasks to organize Party congresses at all levels for the 2025-2030 term in accordance with the requirements and plans set forth.

Announcement of the decision to appoint Mr. Ha Sy Dong as Chairman of the People's Committee of Quang Tri Province.

At the conference, the Head of the Provincial Party Committee's Organization Department, Phan Van Phung, announced Decision No. 1458/QD-TTg, dated November 22, 2024, of the Prime Minister on assigning the authority of Chairman of the Quang Tri Provincial People's Committee for the 2021-2026 term.

Accordingly, from November 22, 2024, the authority to act as Chairman of the Quang Tri Provincial People's Committee for the 2021-2026 term is assigned to Mr. Ha Sy Dong, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Quang Tri Provincial People's Committee for the 2021-2026 term, until the competent authority completes the appointment of the Chairman of the Quang Tri Provincial People's Committee for the 2021-2026 term.
