On April 8th, the Executive Committee of the Binh Lieu District Party Committee held its 23rd conference to discuss the situation and results of tasks performed in the first quarter; and the direction and key tasks for the second quarter of 2025. Comrade Vi Ngoc Bich, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council, attended and directed the conference.
In the first quarter of 2025, the Executive Committee and Standing Committee of the Binh Lieu District Party Committee closely followed the directives of the Central and Provincial authorities, the 2025 work theme "Breakthrough in economic development, creating momentum for the new term," and the practical requirements of the locality to focus on decisive leadership and direction from the beginning of the year, achieving important results. The work of building and rectifying the Party and the political system was emphasized, creating positive changes. The district organized the study, thorough understanding, and implementation of directives, resolutions, conclusions, and guiding documents from higher levels; effectively guided the ideology of cadres, Party members, and the people to agree with the policy of merging some provincial-level administrative units, eliminating district-level organizations, and continuing to merge commune-level administrative units, affirming and strengthening trust in the Party.
The district focused on directing the implementation of key socio -economic development tasks for the year, including national target programs; state budget revenue and expenditure; public investment; tourism development; and the implementation of the year's work theme. Production value reached VND 627.62 billion, equivalent to 100% of the Q1 plan and a 14.69% increase compared to the same period last year. The economic structure continued to shift towards increasing the proportion of the service sector. The investment and business environment, investment promotion activities, and support for businesses were prioritized. Education and training yielded many positive results. Social security and welfare were ensured; the material and spiritual lives of the people improved. Political security and social order were ensured, national border sovereignty was maintained, and foreign relations activities were strengthened, preventing any unexpected incidents.
At the conference, delegates focused on discussing and clarifying the achievements as well as the shortcomings and limitations, and proposed solutions to implement the targets and tasks in the coming period.
Speaking at the conference, Comrade Vi Ngoc Bich, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council, requested that in the coming period, Binh Lieu district should continue to thoroughly understand and enhance responsibility, recognizing the Party's major policy on restructuring and merging administrative units as a particularly important task. Leadership and guidance should be provided to ensure that economic, social, Party building, and political system activities are not disrupted, and that the lives of the people are not affected. During the restructuring process, it is necessary to closely adhere to the growth scenario to focus on effectively implementing tasks related to Party building and the political system, and managing economic and social development. The district should continue to complete the plan for restructuring administrative units and organizational apparatus, strengthen information and communication efforts, and create consensus among cadres, Party members, and the people regarding the restructuring and streamlining of the political system. Social welfare policies should also be effectively implemented. The leadership must focus on maintaining border sovereignty and security, safeguarding security in ethnic minority areas, and addressing issues related to ideological security, preventing hostile forces from inciting, exploiting, and undermining the people's trust in the current context.
