The meeting aimed to promote the implementation of tasks under Project 06/CP.

On the afternoon of November 14th, in Ho Chi Minh City, Deputy Prime Minister Nguyen Hoa Binh chaired an online meeting with provinces and cities to promote the implementation of tasks under Project 06/CP. Attending from the Ninh Thuan branch was Mr. Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee.

At the conference, the Department of Administrative Management of Social Order - Ministry of Public Security reported on the results of the implementation of Project 06/CP in 11 provinces and centrally-administered cities – provinces at risk of not completing the digitization of civil registration data, including: Ho Chi Minh City, Nam Dinh, Thai Binh , Thai Nguyen, Binh Phuoc, Dong Nai, Kien Giang, Ninh Thuan, Phu Tho, Quang Nam, and Thanh Hoa. The localities discussed and contributed ideas to ensure that the implementation achieves the goals and tasks set out in the Project. Following this, ministries and agencies addressed and resolved difficulties and obstacles faced by the localities during the implementation process.

Speaking about the difficulties and obstacles in implementing the Electronic Health Book (E-Book) on the VNeID application, Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, affirmed that in recent times, the province has always paid attention to and focused on the vigorous implementation of Project 06/CP as directed by the Government; to date, it has basically completed 40 out of 42 tasks of the Project in 2024. The province's online application processing rate is 79.23%, exceeding the target by 4.23%; 368,990 level 2 electronic identification accounts have been activated (reaching 70% of citizens in the eligible age group). Regarding the implementation of the electronic health book, the province has directed the Department of Health , the Provincial Social Insurance, the Provincial Police, and related units to strictly and fully implement the 7-step process. To date, the entire province has updated data and uploaded it to the Health Insurance Claims Data Reception Portal for integration into the VNeID application in the province, including 534,968 medical examination and treatment records; 502,477 test results; 91,028 follow-up appointment slips; and 87,323 referral slips that have been interconnected.

Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivered a presentation at the Ninh Thuan province's remote location.

However, according to statistics from the C06 Department of the Ministry of Public Security, the rate of integration of the Electronic Health Book on VNeID is still low. This is because citizens must log in to their VNeID account (level 2) to integrate their health insurance card into the VNeID application, then access their health records, and finally access the Electronic Health Book and click on the "update data" request before the data is recorded. The solution for the future is for the province to strengthen the dissemination and guidance on the procedures for linking and integrating personal data after medical examinations and treatments at healthcare facilities into the Electronic Health Book on VNeID in a practical, easy-to-understand, and easy-to-follow manner, aiming to rapidly increase the rate of Electronic Health Book integration on VNeID in the coming time. The province will continue to maintain the collection of identity cards and electronic identification (level 2) for citizens in conjunction with the integration of health insurance cards. At the same time, it will guide people to activate their electronic identification accounts (level 2) to facilitate the deployment of the Electronic Health Book through the VNeID application.

Concluding the conference, Deputy Prime Minister Nguyen Hoa Binh urged provinces and cities to strengthen the responsibility of their leaders, provide more decisive direction, and unify the understanding, actions, and implementation of digital transformation. He called for the prompt completion of the digitization of civil registration and land data for reuse to streamline administrative procedures. He also stressed the importance of completing the digitization and cleaning of criminal record data to ensure synchronization and shorten processing times for citizens. Furthermore, he emphasized the need to continue investing in and developing digital infrastructure, upgrading and improving the information systems for handling administrative procedures at the ministerial and provincial levels, ensuring seamless connectivity with the National Public Service Portal, the National Population Database, and the professional software of the Ministry of Justice, the Ministry of Health, and the Vietnam Social Security. The plan is to accelerate the expansion of 19 pilot models, focusing on e-government applications, household tax collection, and promoting the implementation of electronic invoices generated from cash registers to combat tax evasion.

On this occasion, the Deputy Prime Minister witnessed the signing ceremony of the cooperation plan between the Ministry of Public Security and the provinces on data digitization and reuse of digitized results in resolving administrative procedures in the fields of residence and land, promoting the implementation of Project 06/CP, and the launch ceremony of the application linked with VneID of Ho Chi Minh City.
