Conference to provide comments on the draft decree regulating the implementation of the Law on Bidding

On June 28, Deputy Prime Minister Tran Hong Ha chaired an online conference with localities on the draft Decree detailing a number of articles and measures to implement the Law on Bidding on selecting investors to implement investment projects using land. Attending at the Ninh Thuan bridge point were comrade Le Huyen, Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of relevant departments and branches.

The Draft Decree detailing a number of articles and measures for implementing the Law on Bidding on selecting investors to implement investment projects using land includes 10 chapters, 71 articles and 2 appendices. It includes regulations on the process and procedures for selecting investors for projects applying open bidding and restricted bidding; selecting investors for projects requiring the determination of the number of interested investors; methods and standards for evaluating bidding documents; implementing business investment projects; appraisal contents and responsibilities for appraisal and approval during the process of selecting investors; handling situations and checking and supervising bidding activities to select investors; selecting investors online.

At the conference, representatives of ministries, branches and localities discussed and gave comments to complete the draft Decree. Specifically, the cases and conditions for determining investment projects using land must organize bidding to select investors; the consistency and synchronization between the Decree and the laws on land, housing, investment...

Concluding the conference, Deputy Prime Minister Tran Hong Ha requested the Ministry of Planning and Investment to closely review regulations and procedures, and absorb comments to seriously complete the Decree before submitting it to the Government for approval. It is necessary to have clear regulations on criteria and conditions detailing a number of articles and measures for implementing the Law on Bidding on selecting investors to implement investment projects using land; continue to coordinate with ministries, branches and localities to review procedures on selecting investors to implement investment projects using land. At the same time, identify and clarify the theoretical basis, practice, and feasibility in implementation, ensuring the enforceability of the law when it comes into life.
