The industrial promotion policy implemented synchronously from the central to local levels has become an important lever, helping rural industrial establishments expand their scale and improve their production and business capacity. Thanks to that, industry and handicrafts in many localities in the Northern region are gradually improving, contributing to promoting sustainable economic development.

Affirming the role of supporting businesses

Recently, in Tuyen Quang, the Department of Innovation, Green Transformation and Industrial Promotion ( Ministry of Industry and Trade ) coordinated with the Department of Industry and Trade of Tuyen Quang to organize the 19th Industrial Promotion Conference of Northern provinces and cities in 2025.

According to the report of the Department of Innovation, Green Transformation and Industrial Promotion, the total industrial promotion budget implemented in 2024 by 15 provinces and cities in the Northern region is 94.3 billion VND, reaching 89.36% of the annual plan (105.5 billion VND). The national industrial promotion budget implemented is more than 15 billion VND, reaching 84.4% of the plan (17.8 billion VND), accounting for 16% of the industrial promotion budget of the whole region.

The local industrial promotion budget implemented is 79.2 billion VND, reaching 90.4% of the plan (87.7 billion VND), accounting for 48% of the total local industrial promotion budget implemented nationwide in 2024 (164.2 billion VND) and accounting for 84% of the industrial promotion budget of the whole region.

Some localities have allocated funds from the local budget at a fairly high level of 8 to 11 billion VND in the region for industrial promotion activities: Bac Ninh, Ninh Binh, Phu Tho. Hanoi alone has allocated funds from the local budget at a high level of 32.6 billion VND.

In 2025, the total approved industrial promotion budget plan of 15 provinces and cities in the Northern region is 148.2 billion VND, an increase of 40% compared to the 2024 plan. In the first 9 months of the year, the total budget implemented in the region reached 42.6 billion VND, equal to 28.7% of the annual plan, equal to 152% compared to the same period in 2024. Of which, the national industrial promotion budget implemented 9.71 billion VND; the local industrial promotion budget implemented 32.9 billion VND.

The industrial promotion fund has supported 1 technical demonstration model; supported 84 rural industrial establishments to apply advanced machinery and equipment to industrial and handicraft production lines. At the same time, supported 210 rural industrial establishments to participate in exhibition fairs; organized voting for typical rural industrial products for 30 rural industrial establishments...

Recently, the Ministry of Industry and Trade coordinated with localities to successfully organize the 6th National Outstanding Rural Industrial Product Award Ceremony with 108 products and product sets selected by the Council and the Jury for recognition by the Ministry of Industry and Trade, selected from nearly 400 typical products and product sets at the regional level in 2024. The Northern region recorded the active participation of rural industrial establishments and had 34 products recognized as typical at the national level.

It can be seen that this result affirms the important role in encouraging rural industrial development, actively contributing to increasing the industrial production value of provinces and cities in the Northern region.

Efforts to overcome difficulties in the new context

Despite many positive highlights, the implementation of industrial promotion activities still faces many difficulties. For example, the survey work to develop plans, the appraisal at the grassroots level and the quality of projects in some localities are still limited, some places are procedural. The registration of plans is still slower than the regulations, some localities have not registered projects for many years. Although there are guidelines, localities in general have not built pilot projects with scale, creating spillover and promoting the competitive advantages of regions and localities.

The progress of budget allocation is still slow, both national and local industrial promotion funds, which partly affects the timeliness of support policies. Some localities have not yet paid attention to increasing the budget for industrial promotion activities in the area.

Besides, the arrangement of administrative units and organization of two-level local government leads to changes in legal basis and organizational structure, affecting the progress of implementing industrial promotion tasks...

In the remaining months of 2025, the world and regional situation will continue to evolve rapidly, complicatedly and unpredictably; geopolitical tensions and competition between major powers will increase, the recovery of major trade partners will be slow, and there will be risks of disruption to global supply chains and production chains...

Faced with these challenges, the task for the last three months of the year has been clearly identified by the provinces and cities in the Northern region as completing the assigned industrial promotion work plan, ensuring progress and quality, and continuing to develop pilot projects with widespread effects.

Based on the direction of the Ministry of Industry and Trade, the Department of Innovation, Green Transformation and Industrial Promotion recommends that localities focus on accelerating the disbursement of approved projects, ensuring that funds are used for the right purposes and on time. Improve the organizational structure and train the capacity of industrial promotion staff in a two-level model, aiming for professionalism and efficiency.

In particular, strengthening inter-regional coordination, sharing experiences and successful models in applying new machinery and technology, developing typical rural industrial products. Promoting communication towards digital transformation, raising awareness of businesses and the community about industrial promotion policies.

Decree No. 235/2025/ND-CP (issued in August 2025) and Decision No. 2646/QD-BCT (September 2025) on the industrial promotion program for the period 2026 - 2030 have opened a new legal framework. The Department of Innovation, Green Transformation and Industrial Promotion recommends that localities quickly review and develop long-term industrial promotion programs that are suitable for development realities.
