In today's social media landscape, KOLs are not just online celebrities but also part of the social information ecosystem. With a loyal following and the ability to lead trends, KOLs can directly influence public perception and behavior.
However, we currently do not have effective sanctions to manage KOL activities on the social network ecosystem as well as on the media, and there are no strict regulations on handling and limiting the appearance of KOLs with violations in the media.
Therefore, the National Cyber Security Association, the Department of Cyber Security and High-Tech Crime Prevention (A05), the Ministry of Public Security coordinated to organize the conference "KOL with the era of national growth", the first national conference in this field.
The title of the conference clearly stated the orientation of the role and responsibility of KOL as a “soft power” in contributing to the socio -economic development of the country and the nation in the new era. More than 300 celebrities, MCs, singers, artists, beauty queens, representatives of state management agencies, digital platforms TikTok, Meta, Zalo and many large enterprises and corporations from 34 provinces and cities across the country attended.
Opening the conference, Major General Le Xuan Minh, Director of the Department of Cyber Security and High-Tech Crime Prevention, on behalf of General Luong Tam Quang, Politburo member, Minister of Public Security, Chairman of the National Cyber Security Association, emphasized that in the digital age, people with influence in cyberspace have become a special force contributing to shaping social awareness, leading the trend of innovation and promoting Vietnamese identity and values to the world. The country is making important changes, and KOLs are the driving force accompanying the Party, State and people to build a digital economy, digital culture, and digital society rich in identity and sustainability. The Party and State always pay special attention, issuing many policies and guidelines, creating a healthy development environment for KOLs.
“With great influence and high responsibility, each KOL always needs to be deeply aware of their impact in every statement, image and action; management agencies and technology platforms also need to join hands to orient, accompany, support and create a healthy environment for KOLs to promote patriotism, promote positive influence, and promote the development of the national economy, culture, society and media,” said Major General Le Xuan Minh.

Ms. Nguyen Thi Thanh Huyen, Deputy Director of the Department of Radio, Television and Electronic Information, Ministry of Culture, Sports and Tourism, said that currently there are no specific regulations on effective management of KOLs, while many KOLs violate the law, ethics, and customs, so there should be sanctions to manage and strictly handle violations of KOLs. Even applying measures to limit performances and media appearances of violators, causing negative impacts on society.
The Ministry of Culture, Sports and Tourism may develop regulations to limit the appearance of violators. With the establishment of the "Digital Trust" Alliance, bringing together reputable KOLs/KOCs, businesses, press agencies and platforms to spread positive values, lead trust, build standards and launch the "Influencer Trust" program, it is believed that KOL activities will become more and more active, practically contributing to the country's socio-economic development as it enters a new era.
