At the conference, the collective Leadership and civil servants of the agency evaluated the results achieved in the past 9 months. The evaluated contents include: the direction and management of the Department's Collective Leadership in organizing and implementing ethnic and religious programs and policies in the province; the implementation of the organization, apparatus and staff organization of the Department; the work of advising the Provincial People's Committee to issue decisions on decentralization, delegation of authority and Delimiting the authority of local authorities at two levels in the field of ethnicity, belief and religion ; Decision on regulating the functions and tasks of the Department; organization and implementation of the National Target Program on socio -economic development in ethnic minority and mountainous areas for the period 2021-2025 ; propaganda work to reduce early marriage and consanguineous marriage; implementing policies for prestigious people among ethnic minorities ; training to improve the capacity of officials at all levels; State management work on religion and belief has been deployed, bringing practical results .
Carry out the arrangement and merger of the organizational apparatus according to the regulations of the Central and the province. In the first 9 months of 2025, the Ethnic Committee (name of the agency before the merger) took over the functions, tasks and 08 positions of the Religious Committee, the Department of Home Affairs and changed its name to the Department of Ethnic and Religious Affairs. Also in the first 9 months, the agency transferred 03 positions to the Provincial Inspectorate. Currently, the organizational structure of the Department is divided into 03 specialized departments (Department of Ethnic Policy, Department of Religion, Office), with 31 positions of civil servants and contract workers. With the advantages and challenges in the recent past, the collective Leadership and civil servants of the agency have strived to achieve a number of results in implementing ethnic programs and policies. The contents have been deployed synchronously and effectively, contributing to stabilizing the political security situation, social order and safety and promoting socio-economic development. The disbursement results of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2025 in the province reached 36.4%. Currently, localities are continuing to deploy and implement. It is estimated that by the end of 2025, the disbursement of capital sources will reach about 92%. Regarding religious affairs, belief and religious activities in the province are basically stable, in accordance with the law, and "no hot spots" have arisen. The Department has proactively coordinated with religious organizations, organized many conferences to propagate and disseminate policies and laws, and at the same time advised on organizing exchange activities and meetings with dignitaries and followers, contributing to strengthening the great national unity bloc.
Along with the achieved results, the conference assessed the shortcomings, limitations and causes in the implementation of ethnic and religious programs and policies in the past time such as: The implementation of 2-level government has been deployed, some local Party committees and authorities are still confused in implementing programs and policies, including the National Target Program for socio-economic development in ethnic minority and mountainous areas ; advisory work for the province to direct the implementation of ethnic programs and policies, and resource allocation sometimes does not meet time requirements,...
At the Conference, Comrade Be Dang Khoa - Director of the Department, chaired the Conference to orient and direct the good implementation of tasks in the last 3 months of the year, specifically:
(1). Advise the Provincial People's Council and People's Committee to amend and promulgate legal documents, including: Resolution of the Cao Bang Provincial People's Council on approving the list of investment projects under the National Target Program on socio-economic development in ethnic minority and mountainous areas in 2025; adjusting and supplementing Resolution No. 55/NQ-HDND dated August 8, 2025; adjusting and supplementing Resolution No. 56/NQ-HDND dated August 8, 2025; adjusting and supplementing Resolution No. 54/NQ-HDND dated August 8, 2025 on additional allocation of state budget investment capital in 2025; amending and supplementing Resolution No. 95/NQ-HDND dated December 8, 2023; amending Resolution 25/2024/NQ-HDND dated December 10, 2024; Amending and supplementing Decision No. 01/2022/QD-UBND dated January 13, 2022; Decision Promulgating the Regulations on management, use and exploitation of the software of the database information system on ethnic affairs in Cao Bang province; Decision Promulgating the Regulations on management, operation and maintenance of infrastructure works using capital from the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, phase 1: from 2021 to 2025 in Cao Bang province.
(2). Complete the outlines of the Projects registered with the Provincial People's Committee to submit to the Cao Bang Provincial Party Committee to include in the full-term Work Program of the Provincial Party Executive Committee, term XX, 2025-2030, including: Project "Building Lo Lo ethnic hamlets to develop socio-economy associated with preserving cultural identity and tourism"; Project "Models of residential areas with large ethnic minorities to develop economy associated with developing tourism, preserving cultural identity, ensuring security and order (05 points: Tay; Nung; Mong; Dao; San Chi); Project "Piloting the teaching of ethnic minority languages and scripts to students in schools and communities in Cao Bang province"; Project "Planning and implementing resettlement sites for people in remote, isolated and border areas".
(3). Advise the People's Committee to issue: Review the demarcation of areas I, II, III in the province; Plan for meetings and greetings to Catholics and Protestants to celebrate Christmas; Report on work on Protestantism among Mong people in Cao Bang province for the period 2024-2025; Report on the complicated situation and work on Protestantism related to Mong people; Report on the implementation of laws on beliefs and religions in 2025.
(4). Develop a plan for the target program of the National Target Program for Socio-Economic Development in Ethnic Minority Areas, Phase 2, from 2026-2030; advise on the implementation of the plan for the implementation of the ethnic strategy, Phase 2, from 2026-2030.
(5). Continue to grasp the situation of ethnic minority areas and religious situations, promptly advise the Provincial Party Committee and Provincial People's Committee to handle arising issues. Carry out well the state management of religion, especially during Christmas for Catholics and Protestants.
(6). Strengthen the advisory work for the Provincial People's Committee to direct localities to speed up the disbursement of capital from the National Target Program for Socio-Economic Development in Ethnic Minority Areas, striving to reach over 90% by the end of 2025.
(7). Implement propaganda activities to reduce early marriage and incestuous marriage; provide training and knowledge for prestigious people in the community.
(8). Develop a plan to inspect and supervise the organization and implementation of ethnic and religious programs and policies in the locality (phase 2).
(9). Continue to issue regulations and rules, perfect the agency's staff; Organize the assessment and classification of staff and emulation and rewards; summarize and evaluate the year 2025. Strengthen administrative reform, digital transformation, public reception, complaint and denunciation settlement and corruption prevention and control.
At the end of the Conference, the Department's Leadership launched a campaign to support individual civil servants and employees affected by storm No. 10; donated gifts and funds to orphans and children in especially difficult circumstances at the Cao Bang Provincial Social Protection Center.
