After storm No. 10, Ms. Nguyen Thi Loan's house in Song Hien 5 residential group, Thuc Phan ward was deeply flooded, many properties were damaged. Learning from experience, when hearing that storm No. 11 was about to make landfall and being propagandized and mobilized by ward and residential group officials to evacuate, Ms. Loan proactively packed her belongings the night before. Early in the morning, she and her family went to Song Hien Kindergarten, which was designated as a safe shelter in the ward, to see and arrange temporary accommodation. "After storm No. 10, the group leader and organizations informed us very promptly. My family also proactively packed up our belongings and asked neighbors to help raise the remaining important items. This time I feel more secure because I had prepared early," Ms. Loan shared.
At this shelter, Mrs. Nguyen Thi Mai's family of 8 members had moved up the night before. After storm No. 10, her house was flooded, and the whole family had to take temporary shelter at the neighborhood cultural house. This time, when notified, Mrs. Mai quickly packed up and brought her family to a safe place. "Last night, while my family was cleaning up the house after storm No. 10, we were notified to move to this shelter. We also moved quickly. It's clean, spacious, and has water and electricity. Everyone helped each other arrange their accommodation, so it felt much safer," said Mrs. Mai.
Song Hien Kindergarten is one of the shelters arranged by Thuc Phan ward to receive people from areas at risk of flooding and landslides. Currently, this location has 10 rooms, which can accommodate about 100 people. Up to now, 5 households with 19 people have been arranged temporary accommodation. The classrooms are cleaned to help people feel secure during stormy days. In the evacuation area, the laughter of children dispels some of their worries. Phan Le My Nuong shared: "Up here I feel more secure. Last night I had the best sleep."
Not only the people, the Thuc Phan ward government is also on the highest alert. The ward has established a working group in charge of natural disaster response in all residential groups; organized a 24/7 Civil Defense Command; activated the "4 on-site" plan including on-site command, on-site forces, on-site means and on-site logistics. Working groups are assigned to each residential area to review, make lists and support the evacuation of people in high-risk areas such as low-lying areas prone to flooding; along rivers, streams, embankments showing signs of landslides; households living in temporary houses, dilapidated houses.
Along with the screening and evacuation of residents, landslide inspection and warning work was also urgently deployed. Notably, in the Thanh Son church area, Song Hien 13 residential group, due to prolonged rain and floods, the road surface has appeared to be sinking, while the embankment area along Vo Nguyen Giap Street has also been seriously eroded, at risk of collapsing at any time. Immediately after the discovery, Thuc Phan ward put up warning signs, stretched ropes to limit the dangerous area and advised people and vehicles not to move near this area to ensure safety.
Mr. Nguyen Anh Tuan, Chairman of Thuc Phan Ward People's Committee, said that implementing the Official Dispatch No. 25 of the Provincial People's Committee Chairman on proactively responding to storm No. 11, on the night of October 5, Thuc Phan Ward activated prevention plans and assigned specific tasks to each working group. Forces were urgently mobilized to the grassroots, propagandizing and mobilizing people in areas at risk of flooding and landslides to proactively evacuate to safe places. Thanks to early deployment, many households in low-lying areas were instructed to evacuate that night, ensuring safety before the storm directly affected them. The ward arranged forces to support people in a timely manner, and at the same time prepared gathering points for vehicles and goods when the water level rose. Areas at risk of landslides were posted with warning signs and people were evacuated to safe places. At the same time, it is recommended that residential groups propagate to people to raise their vigilance, proactively move family assets to high places, and move vehicles to safe locations.
After the impact of storm No. 10, widespread flooding occurred in Thuc Phan ward, causing more than 4,800 houses to be flooded, over 830 hectares of corn, rice and other crops to be flooded; many people's properties were swept away; over 810 small traders at Xanh market and Trung Tam market were affected, causing heavy damage, estimated total damage of over 790 billion VND. Therefore, the proactiveness and close coordination between the government and the people are the key factors helping Thuc Phan ward respond to storm No. 11. Each person raising awareness, each residential area being more proactive, all are contributing to the locality to ensure the safety of life, property and minimize damage caused by storms.
