19th Conference of the Provincial Party Committee, 20th term

(Baoquangngai.vn) - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People's Council, Bui Thi Quynh Van, urged Party committees and authorities at all levels, especially the heads of departments, localities, agencies, and units, to continue promoting the spirit of unity and solidarity; to uphold a high sense of responsibility, determination, decisiveness, proactiveness, and creativity in leadership, direction, and management, striving to achieve the highest possible results in the goals and tasks for 2025.

The conference was chaired by Bui Thi Quynh Van, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People's Council; Dang Ngoc Huy, Standing Deputy Secretary of the Provincial Party Committee and Head of the Provincial Delegation to the National Assembly; Nguyen Hoang Giang, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and Dinh Thi Hong Minh, Deputy Secretary of the Provincial Party Committee.

Completed many important tasks.

In the first quarter of 2025, the Party committees, government, and political system of the province united, overcame difficulties and challenges, and continued to focus on leading and directing the implementation of central and provincial policies with high political determination, completing a considerable amount of work and achieving positive results.

The province's Gross Regional Domestic Product (GRDP) increased by 8.07% year-on-year; total state budget revenue increased by 2.3%. Culture and social affairs continued to receive attention and were implemented effectively.

The work of building and rectifying the Party and the political system in all aspects has been intensified. The Provincial Party Committee has focused on leading and directing the implementation of the restructuring and streamlining of the organizational apparatus according to the central government's policy; directing the drafting of the Political Report to be submitted to the Provincial Party Congress for the 2025-2030 term; directing the acceleration of administrative procedure reform, resolving existing problems and obstacles, and allocating and disbursing public investment capital, creating momentum for socio-economic development.

In particular, the province successfully organized the 95th anniversary celebration of the founding of the Communist Party of Vietnam; unveiled commemorative plaques for projects celebrating the 21st Provincial Party Congress, term 2025-2030; summarized and awarded the 2nd Quang Ngai Provincial Journalism Award on Party Building (Golden Hammer and Sickle Award) in 2024 and launched the 3rd Journalism Award on Party Building in 2025; and solemnly organized the 80th anniversary of the Ba To Uprising and the 50th anniversary of the Liberation of Quang Ngai Province.

PREPARING TO END ITS HISTORICAL ROLE AT THE DISTRICT LEVEL

During the conference discussions, delegates expressed concerns about various issues related to the conclusion of district-level government operations and the management of socio-economic development under the two-tiered government model. These included the urgent need to approve compensation and resettlement plans for projects to expedite the disbursement of public investment funds; and the need to review the tasks and responsibilities of the district level before June 30th, a top priority requiring maximum effort due to the limited time remaining.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Hoang Giang chaired the discussion on economic and social issues.

According to Lu Ngoc Binh, Head of the Provincial Party Committee's Organization Department, district-level governments have only over 80 days left to complete and operate under the two-tier mechanism from July 1, 2025. Many issues regarding the mechanism are still under development, but to ensure the smooth operation of the two-tier government, localities need to uphold a high sense of responsibility and proactively manage the disbursement of public investment funds related to land acquisition and site clearance, as well as the authority to acquire land and resettle people.

Agreeing with Comrade Lu Ngoc Binh's opinion, Quang Ngai City Party Secretary Ngo Van Trong explained that one of the weaknesses in the past leading to low disbursement was the coordination among the four key entities: specialized departments, district-level People's Committees, investors, and land fund development centers. To accelerate this process, the four entities need to coordinate closely. At the conference, delegates were briefed on Conclusion No. 137-KL/TW dated March 28, 2025, of the Politburo and the Secretariat on the Project for rearranging and reorganizing administrative units at all levels and building a two-tiered local government organizational model; Conclusion No. 138-KL/TW dated March 28, 2025, of the Politburo on the Project for rearranging and streamlining the Vietnam Fatherland Front, political and social organizations, and mass associations assigned tasks by the Party and the State (at the central, provincial, and commune levels); and Regulation No. 231-QĐ/TW dated January 17, 2025, of the Politburo on protecting those who fight against corruption, waste, and negative phenomena. Plan No. 219-KH/UBKTTW dated March 14, 2024, of the Central Inspection Committee on implementing the directives of General Secretary To Lam on Party inspection, supervision, and disciplinary enforcement; Conclusion No. 119-KL/TW dated January 20, 2025, of the Politburo on the orientation for innovation and improvement of the law-making process; Resolution No. 59-NQ/TW dated January 24, 2025, of the Politburo on international integration in the new situation; Directive No. 42-CT/TW dated January 16, 2025, of the Politburo on strengthening the Party's leadership over the work of educating on diligence, thrift, integrity, impartiality, and selflessness.

The conference heard a report from the Provincial People's Committee Party Committee on the plan for rearranging commune-level administrative units, adhering closely to criteria regarding natural area; population size; history, traditions, culture, religion, ethnicity; geo-economics, geo-politics, and national defense and security. The plan for rearranging commune-level administrative units will be submitted to the competent authority for consideration and approval.

We need to create unity and consensus.

Concluding the conference, Central Committee member, Provincial Party Secretary, and Chairwoman of the Provincial People's Council Bui Thi Quynh Van emphasized that the achievements in the first quarter of 2025 demonstrate the high determination, unity, and concerted efforts of the entire political system, cadres, Party members, civil servants, the business community, and all strata of people in the province.

Specifically, it is necessary to decisively and effectively implement Conclusion No. 123-KL/TW dated January 24, 2025, of the Central Committee of the Communist Party of Vietnam on the supplementary plan for socio-economic development in 2025, with the goal of achieving a growth rate of 8% or higher, and the province achieving 8.5%; monthly and quarterly operational plans are needed; the goals of the emulation campaign to celebrate the Provincial Party Congress must be achieved; and the construction of housing for poor households, policy beneficiary households, and households facing housing difficulties must be completed according to the set plan…

Regarding organizational restructuring, the Provincial Party Secretary also requested that all levels and sectors, especially the heads of Party committees, governments, agencies, and units, focus on political and ideological work, creating high unity throughout the entire political system and consensus among the people, cadres, and Party members. Coordination must be strengthened in a more synchronized, serious, proactive, and decisive manner in carrying out tasks according to responsibilities and authority.

Prepare well for the administrative boundary reorganization, do a good job of ideological work regarding the restructuring and streamlining of the apparatus, merging some provincial-level units, eliminating district-level organizations, and merging commune-level units. Each cadre and Party member needs to uphold a high sense of responsibility for assigned tasks, demonstrating their strengths, abilities, initiative, creativity, and character in all circumstances...

Regarding preparations for the congress, Provincial Party Secretary Bui Thi Quynh Van requested that Party committees at all levels proactively prepare for the congress so that they can implement the instructions from the central government immediately.
