Printing is an important supporting industry.
Speaking at the Conference, Deputy Minister Nguyen Thanh Lam stated: Printing is not only an industry, it is also an important supporting industry that affects most industries and services today. According to many experts, over 85% of products supplied on the market are related to printing products. Therefore, countries that want to accelerate industrialization are interested in developing this industry.
The Deputy Minister pointed out the shortcomings of the printing industry in recent times. Firstly , the relocation of printing establishments out of residential areas did not fulfill the set goals. After 10 years of implementing the plan, only about 50 establishments nationwide were relocated.
Second , the industry does not have enough resources to build standards and integrate with international standards to participate in the production chain of goods and supply industry products globally.
Third , the industry has not fundamentally solved the challenges of technical labor and well-trained human resources. Bringing training, testing, and recognition of output skill standards to the digital space is urgent. Only then, in a not too long period of time and at not too much cost, can we improve the qualifications and update new skills for the printing industry's workforce.

According to Deputy Minister Nguyen Thanh Lam, 2024 is the year to focus on orienting the development and perfecting the sector's institutions. This year, the Ministry of Information and Communications will submit to the Government a proposal to amend the 2012 Publishing Law.
Assessing the digital transformation plan of the Printing industry, the Deputy Minister said that it is necessary to digitize all administrative procedures, inspection, examination, supervision, and processing... Currently, there is too much data on the Printing industry, but it is very difficult to have accurate data, and it is not possible to fully observe foreign-invested enterprises. The Ministry of Information and Communications will assign the Publishing and Printing Department to develop a set of standards to measure, evaluate, and publish the level of digital transformation of the Publishing and Printing industries. Make a list of printing establishments and printing companies that meet certain standards - tentatively called the Whitelist.
In order for the printing industry to have a strong recovery in 2024 and develop sustainably in the coming time, Deputy Minister Nguyen Thanh Lam said that it is necessary to apply environmentally friendly methods, reducing the impact of the printing industry on the environment. This will not only help the printing industry integrate globally, increase competitiveness but also the social responsibility of businesses.
In addition, Deputy Minister Nguyen Thanh Lam also requested the Department of Printing and Publishing to coordinate with the College of Information and Communications and training units nationwide, and associations to quickly develop Vietnamese standards for the printing industry, closely following international standards. From there, we have a basis to amend and promulgate output skill standards for the training of human resources in the printing industry. Strengthen the close connection between state management agencies and printing industry associations. In particular, we must achieve breakthrough results in the work of preventing illegal printing and distribution of pirated books; must pay attention to the shift in business methods from real space to cyberspace.
Lack of businesses that are leaders in technological innovation
Summarizing the activities in 2023, the direction and tasks in 2024, Mr. Nguyen Nguyen - Director of the Department of Printing and Publishing said that the printing industry has achieved a number of results: The number of printing establishments has increased in scale; investment has been made to promote technical improvement and technological innovation, catching up with the development level of the region and the world ; the management capacity and digital transformation of printing enterprises have changed a lot. Besides, there are still limitations: human resources have not met the requirements and development speed; there is a lack of leading enterprises playing the role of locomotives in technological innovation; there is a lack of standards and criteria to meet integration requirements.

As of March 15, 2024, the whole country had 2,771 printing establishments licensed to operate, the number of printing establishments in 2023 increased by 3.7% compared to 2022. There were 79 printing establishments that were dissolved (accounting for 2.85%), of which state-owned printing establishments accounted for 50.6% and the remaining private ones were concentrated in Ho Chi Minh City. In 2023, the total revenue of the industry reached VND 92,000 billion (down 1.24% compared to 2022); profit (after tax) reached VND 4,395 billion (up 8% compared to 2023); budget contribution reached VND 3,402 billion (up 5% compared to 2022). |
Regarding State management of printing activities, Mr. Nguyen Nguyen said that in 2023, the Department of Publishing and Publishing together with experts in the industry have carried out the following tasks: Drafting a Circular amending and supplementing a number of articles of Circular No. 01/2020/TT-BTTTT dated February 7, 2020 of the Minister of Information and Communications detailing and guiding the implementation of a number of articles of the Publishing Law and Decree No. 195/2013/ND-CP dated November 21, 2013 of the Government detailing a number of articles and measures to implement the Publishing Law. Issuing a Digital Transformation Plan for the Vietnamese Printing Industry to 2025, with a vision to 2030. Drafting a Report on the current status of the Vietnamese printing industry, proposing and recommending to the Prime Minister.
