Conference on implementing the work of reorganizing, innovating and improving the operational efficiency of agricultural and forestry companies

(sonla.gov.vn) On April 25, 2024, Deputy Prime Minister Le Minh Khai, Head of the Steering Committee for Enterprise Innovation and Development, chaired an online conference on implementing the work of reorganizing, innovating, and improving the operational efficiency of agricultural and forestry companies. The conference was held in person and online at connecting points in provinces and centrally run cities.

Attending the conference at the bridge point of Son La province, there were comrade Nguyen Thanh Cong, Vice Chairman of the Provincial People's Committee, Chairman of the Council for Dissolution of Provincial Forestry Companies; leaders of departments, branches, and People's Committees of districts who are members of the Council for Dissolution of Forestry Companies.

According to the report of the Ministry of Agriculture and Rural Development, to date, the Prime Minister has approved 40/41 master plans of localities and units. As a result, 161/256 (63%) agricultural and forestry companies have completed the arrangement and innovation in 31 localities, 3 corporations, general companies and units under the Ministry of National Defense ; while 95/256 (37%) agricultural and forestry companies have not completed the arrangement and innovation according to the approved plan and have not had their plans approved, in 24 provinces and centrally-run cities and 2 general companies.

At the Conference, ministries, branches, localities and companies pointed out the advantages, difficulties, as well as the reasons why agricultural and forestry companies have not completed the arrangement and innovation according to plan; at the same time, proposed solutions related to mechanisms and policies to remove difficulties and obstacles in the arrangement of agricultural and forestry companies.

For Son La province, the model of arrangement, innovation, and improvement of the operational efficiency of agricultural and forestry companies has been implemented, but there are still many difficulties and problems. Currently, the province is maintaining, consolidating, developing, and restructuring Phu Yen Forestry One Member Limited Liability Company; converting Sop Cop Forestry One Member Limited Liability Company into a Protective Forest Management Board operating under the mechanism of a public service unit with revenue; establishing a two-member or more limited liability company on the basis of arrangement and innovation of To Hieu Agricultural One Member Limited Liability Company; and implementing the process and procedures for dissolving 3 forestry One Member Limited Liability Companies: Song Ma, Moc Chau, and Muong La.

The conference was broadcast online to connecting points in provinces and cities.

Speaking at the Conference, the Deputy Prime Minister requested the Ministry of Agriculture and Rural Development to synthesize the state budget needs to support dissolved but insolvent companies and send them to the Ministry of Finance in April 2024 to develop a draft report to submit to competent authorities for consideration and decision; the Ministry of Finance to study, amend, supplement or replace the guiding documents of Decree No. 118/2014/ND-CP to comply with the provisions of Decree No. 04/2024/ND-CP. At the same time, request the People's Committees of districts and centrally run cities to complete the approval of land use plans of local and central agricultural and forestry companies in the area; complete the reception and development of plans to use land areas handed over by agricultural and forestry companies to local management; thoroughly handle the situation of land disputes and encroachment at agricultural and forestry companies; Develop a plan for arrangement, adjustment plan, and continued arrangement plan and send them to the Ministry of Agriculture and Rural Development for appraisal and submission to the Prime Minister for approval before June 2024.
