On the morning of July 25, 2025, Democracy and Law Magazine organized a scientific workshop on "Identifying difficulties and obstacles in implementing and deploying investment projects using land and making recommendations and proposals for improving the legal system" in a combination of direct and online formats. At the Tay Ninh Provincial Department of Justice bridge, there was the participation of comrade Nguyen Minh Sang, Deputy Director of the Department of Justice, along with leaders and civil servants representing specialized departments of the Department.

The workshop was held in the context of the Land Law No. 31/2024/QH15, Housing Law No. 27/2023/QH15, Real Estate Business Law No. 29/2023/QH15 being passed by the 15th National Assembly and taking effect from August 1, 2024 with the goal of ensuring consistency in the legal system, improving management efficiency, developing a sustainable real estate market and creating motivation to mobilize social resources. However, the practical implementation process still faces many difficulties and problems that need to be further studied and improved.

In order to create conditions for agencies, units and localities to identify the new context and needs for developing the land and housing market; clarify the difficulties and obstacles in implementing investment projects using land and propose solutions to improve the legal system on land and housing in a feasible and practical direction, contributing to improving the effectiveness of state management, creating favorable conditions for people and businesses, meeting the development requirements of the country in the "new era", Democracy and Law Magazine organized the scientific workshop "Identifying difficulties and obstacles in implementing and deploying investment projects using land and making recommendations and proposals to improve the legal system".

The workshop focused on exchanging and discussing key groups of issues such as: (i) The Party and State's viewpoints on building and developing the land and housing market to meet the country's development requirements in the new era; new context and needs for developing the land and housing market in Vietnam; (ii) The need to continue perfecting the legal system on investment, business, land and housing to meet the country's development requirements in the "new era"; (iii) Identifying bottlenecks, difficulties and problems related to the implementation and deployment of investment projects using land; (iv) Recommending and proposing solutions to solve bottlenecks and remove difficulties, problems, conflicts and overlaps in legal regulations to simplify administrative procedures, support and create conditions to promote the implementation and deployment of investment projects using land in a convenient manner in practice, saving time and costs in compliance with the law.

The workshop is an opportunity for agencies, organizations and individuals to share practical issues and give opinions, thereby contributing to improving land and investment laws, removing obstacles, creating conditions for proactive and flexible work resolution, shortening the time to process documents, enhancing responsibility and service efficiency, and meeting the practical needs of people and society./.
