Attending the workshop were representatives of the Department of Industry and Trade, public service units performing tasks of industrial promotion and rural industrial establishments (RNI) of provinces and cities in the Southern region and some provinces and cities in the Central Highlands region.
Director of the Department of Industrial Relations Ngo Quang Trung, Deputy Director of the Department of Industrial Relations Nguyen Van Thinh and Director of the Department of Industry and Trade of Long An province Huynh Van Quang Hung chaired the Workshop.
The workshop was organized to directly listen to the comments of the representatives of the Departments of Industry and Trade, public service units performing industrial promotion tasks in localities and representatives of IT establishments on the Draft Decree. The comments at the workshop are an important basis for the drafting agency to continue researching and perfecting the Draft Decree amending and supplementing Decree No. 45/2012/ND-CP.
After more than 10 years of implementing Decree No. 45/2012/ND-CP, industrial promotion has achieved many important results, contributing to the industrialization and modernization of agriculture and rural areas and successfully implementing the socio-economic development policies of the Party and State in the recent period. However, along with the socio-economic development of the country, policies and orientations on industrial and handicraft development and related regulations in a number of legal documents have been significantly adjusted. Industrialization and modernization of the IT industry is in the process of strong transformation; decentralization of management between the Ministry of Industry and Trade , relevant ministries, branches and localities needs to be reviewed and adjusted accordingly; the process of digital transformation and economic restructuring associated with growth model innovation and rapid and extensive international integration poses many new requirements for the development and completion of legal documents on industrial promotion.
In order to overcome shortcomings and limitations, while ensuring the concretization of the content and spirit of Resolution No. 19-NQ/TW of the Central Executive Committee on agriculture , farmers and rural areas to 2030, with a vision to 2045, which states the requirement of "Innovating industrial promotion work in the direction of combining the state with enterprises; following the industry chain, digital transformation"; amending and supplementing Decree No. 45/2012/ND-CP is necessary in the direction of inheriting the relevant contents of the current Decree, while amending and supplementing a number of contents to provide specific, easy-to-comply and easy-to-implement regulations; improving the quality and deepening the impact of industrial promotion policies; determining the continuous responsibility of the central and local governments in the implementation process; creating a clear change in quality, ensuring the overall consistency between the new Decree and other relevant legal documents.
After the Workshop in Long An, the Department of Industrial Promotion continued to organize Workshops to collect comments on the Draft Decree in Ninh Binh with the participation of Departments of Industry and Trade, public service units performing industrial promotion tasks and IT establishments in the provinces and cities in the Northern region, some localities in the Central Highlands and Hanoi with the participation of ministries, experts and scientists.
