On June 30, the Ministry of Finance issued Circular No. 64/2025/TT-BTC regulating collection levels and exemptions of certain fees and charges to support businesses and people.
Accordingly, from July 1, 2025 to December 31, 2026, the collection of some fees and charges will be reduced by 50%, such as fees for granting licenses for the establishment and operation of banks and non-bank credit institutions, fees for appraisal of business of goods and services with restricted business in the commercial sector; fees for granting licenses to establish Commodity Exchanges, fees for appraisal of certificates, licenses, and certificates in civil aviation activities; registration of secured transactions for aircraft; airport entry and exit fees for foreign flights to Vietnamese airports; customs fees for foreign flights to Vietnamese airports; fees for exploitation and use of meteorological and hydrological information and data; fees for granting protection certificates and certificates of registration of contracts for transfer of industrial property rights in the fields of planting and forestry varieties.
In addition, the circular also stipulates a 50% reduction in fees for assessing the content of non-business documents to grant publishing licenses; fees for granting licenses to import non-business publications; fees for registering to import publications for business purposes, fees for registering (confirming) the use of foreign barcodes, fees for the franchise of exploiting airports, fees for reporting inland waterways, fees for assessing and granting business licenses for civil cryptographic products and services; certificates of conformity for civil cryptographic products; certificates of conformity for civil cryptographic products, fees for assessing and approving fire prevention and fighting designs.
The Circular also stipulates a reduction in fees for granting licenses to operate sending workers to work abroad for a limited period of time; fees for verifying papers and documents at the request of domestic organizations and individuals; industrial property fees; fees for using railway infrastructure; fees for assessing business conditions in labor safety technical inspection activities; labor safety and hygiene training; fees for assessing the issuance of international travel service business licenses, domestic travel service business licenses; fees for assessing the issuance of tour guide cards; fees for granting fireworks management licenses; fees for granting licenses to manage weapons, explosives, and support tools; fees for issuing, changing, and reissuing identity cards; fees for handling independent requests of people with related rights and obligations; fees for assessing exemption applications in resolving competition cases; fees for granting quarantine certificates for animals and terrestrial animal products; Imported, transited, temporarily imported and re-exported aquatic products (including bonded warehouses), border gate transfers; fees for issuing veterinary service practice certificates, fees for assessing lawyer practice standards, etc.
This Circular takes effect from July 1 to December 31, 2026./.
