From July 1, many types of fees will be reduced by 50% to support people and businesses until the end of 2026.

Circular stipulating a reduction in fees for issuing licenses to operate in sending workers abroad for fixed-term employment; and fees for verifying documents and papers at the request of domestic organizations and individuals.

On June 30th, the Ministry of Finance issued Circular No. 64/2025/TT-BTC stipulating the rates and exemptions for certain fees and charges to support businesses and individuals.

Accordingly, from July 1, 2025 to December 31, 2026, the collection of certain fees and charges will be reduced by 50%, such as fees for granting licenses for the establishment and operation of banks and non-bank credit institutions; fees for appraising the business of restricted goods and services in the commercial sector; fees for granting licenses for the establishment of commodity exchanges; fees for appraising and granting certificates, licenses, and permits in civil aviation activities; registration of secured transactions for aircraft; airport entry and exit fees for foreign flights to Vietnamese airports; customs fees for foreign flights to Vietnamese airports; fees for exploiting and using meteorological and hydrological information and data; fees for granting protection certificates and registration certificates for contracts transferring industrial property rights in the field of crop cultivation and forestry seeds.

In addition, the circular also stipulates a 50% reduction in fees for the following: content review of non-commercial documents for publishing licenses; import license fees for non-commercial publications; registration fees for importing publications for commercial purposes; registration (confirmation) fees for the use of foreign barcode numbers; fees for concession of airport and airfield operations; fees for reporting on inland waterways; review fees for business licenses for civil cryptographic products and services; certificates of conformity for civil cryptographic products; certificates of compliance for civil cryptographic products; and review fees for fire prevention and firefighting design approval.

The circular also stipulates a reduction in fees for issuing licenses for sending workers abroad for a fixed term; fees for verifying documents and papers at the request of domestic organizations and individuals; industrial property fees; fees for using railway infrastructure; fees for assessing business conditions in the technical inspection of labor safety; labor safety and hygiene training; fees for assessing and issuing licenses for international and domestic travel services; fees for assessing and issuing tour guide cards; fees for issuing permits for managing fireworks; fees for issuing permits for managing weapons, explosives, and support tools; fees for renewing and reissuing identity cards; fees for resolving independent requests from persons with related rights and obligations; fees for assessing exemption applications in resolving competition cases; fees for issuing certificates of quarantine for terrestrial animals and animal products; Imported, transited, and temporarily imported/re-exported aquatic products (including bonded warehouses), and transferred between border gates; fees for issuing veterinary service practice certificates; fees for assessing the professional standards of lawyers…

This Circular is effective from July 1st to December 31st, 2026.
