Professor, Doctor Dinh Khac Thuan, Institute of Han Nom Studies; Associate Professor, Doctor Bui Xuan Dinh, Hanoi Open University and Mr. Pham Van Hieu, Deputy Director of the Department of Culture, Sports and Tourism co-chaired the Workshop. The Workshop received the attention and participation of many central scientists, researchers, leaders of departments, branches, unions, political organizations, and individuals at all levels in Hung Yen province.
The Organizing Committee received nearly 30 presentations with very rich and diverse content. The delegates explored many angles and aspects of social life, giving their opinions not only on considering the current village rules but also on studying the ancient village rules, the reformed village rules are valuable historical sources of the Hung Yen people still preserved in the Han Nom book warehouse and the National Library to serve as a scientific basis for inheriting and preserving national cultural values in connection with the present; showing that the changes of traditional culture in each social period also impact, influence, and cause the village rules to rise and fall.
The Vietnam Fatherland Front Committees of Hung Yen province at all levels have paid attention to leading and directing the promotion of the core role in propaganda, mobilization, and arousing the spirit of solidarity, contributing to the effective implementation of the national target program, including the work of building and implementing village conventions and regulations. Cultural managers of districts, towns, and cities; officials directly implementing the building and implementation of village conventions and regulations in villages, hamlets, and residential areas have also reported on the overall implementation process, drawn lessons learned, provided opinions, and suggested key solutions as an effective basis for application and implementation, contributing to promoting the value and role of village conventions and regulations in social life in the province.
Concluding the workshop, Mr. Pham Van Hieu, Deputy Director of the Department of Culture, Sports and Tourism, expressed his deep gratitude to the delegates attending the workshop. He affirmed that with the efforts of all levels, sectors and the entire people, up to now, most districts, towns and cities in the province have built and implemented village and neighborhood covenants and regulations; the covenants and regulations have contributed to promoting the spirit of solidarity, mutual love, self-reliance, preserving national cultural identity, promoting democracy at the grassroots level, limiting social evils, ensuring order and security in the locality.
In addition, it is emphasized that village covenants and conventions are provisions regulating aspects of life, and are tools for self-management and management of villages and communes for generations. Performing the advisory function to assist the Ministry of Culture, Sports and Tourism and the Provincial People's Committee in state management of cultural work, in the coming time, the Department of Culture, Sports and Tourism will continue to closely follow the Party's guidelines and the State's legal policies, based on the directive documents of the Ministry of Culture, Sports and Tourism, coordinate with departments, branches, sectors, unions and local authorities to advise the Standing Committee of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee to issue documents directing the implementation of Decree No. 61/ND-CP dated August 16, 2023 of the Government on the development and implementation of village covenants and conventions of residential communities and related documents. Guide agencies, departments, branches and units to organize the implementation of village covenants and conventions. Promote the positive value of village covenants for the movement of building a grassroots cultural life in current social management. At the same time, guide, inspect, monitor, and promptly report on the work of building and implementing village covenants and conventions in the province./.
