Comrade Tran Duc Luong was born on May 5, 1937; hometown: Pho Khanh commune, Duc Pho district (now Duc Pho town), Quang Ngai province; permanent residence: No. 298, Van Phuc street, Lieu Giai ward, Ba Dinh district, Hanoi city. After a period of serious illness, despite the wholehearted treatment by the Party, the State, professors, doctors, and his family, due to old age and serious illness, Comrade Tran Duc Luong passed away at 22:51, May 20, 2025 at his home, at the age of 88.
To express condolences and commemorate comrade Tran Duc Luong, the Central Executive Committee of the Communist Party of Vietnam , the National Assembly of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, the Government of the Socialist Republic of Vietnam, and the Central Committee of the Vietnam Fatherland Front decided to hold the funeral of comrade Tran Duc Luong with the national funeral rites.
The Funeral Committee for Comrade Tran Duc Luong consists of 34 comrades, headed by Comrade Luong Cuong, Politburo member, President of the Socialist Republic of Vietnam.
The funeral service for comrade Tran Duc Luong will be held at the National Funeral Home, No. 5 Tran Thanh Tong, Hanoi, from 7:00 a.m. on May 24 to 7:00 a.m. on May 25. The memorial service for comrade Tran Duc Luong will be solemnly held at 7:00 a.m. on May 25 at the National Funeral Home, No. 5 Tran Thanh Tong, Hanoi. The burial ceremony will be held at 3:00 p.m. the same day at his hometown cemetery, Pho Khanh commune, Duc Pho town, Quang Ngai province.

The Ministry of Culture, Sports and Tourism has issued Official Dispatch No. 2281/CD-BVHTTDL on flying flags at half-mast and not organizing public entertainment activities during the State Funeral of former President Tran Duc Luong. According to the dispatch, the Ministry of Culture, Sports and Tourism requests agencies and offices nationwide and Vietnamese representative agencies abroad to fly flags at half-mast during the State Funeral.
The telegram specifically stated: Central departments, ministries, branches, organizations, administrative agencies, and public service units must stop, postpone, or not organize cultural, artistic, sports competitions, and entertainment activities during the National Funeral; People's Committees of provinces and centrally-run cities must direct and guide organizations, individuals, and establishments in their localities to stop, postpone, or not organize cultural, artistic, sports competitions, and public entertainment activities during the National Funeral.
