On the morning of May 28, the Ho Chi Minh City People's Committee held a ceremony to rehearse the city-level fire prevention and fighting and rescue plan (PCCC-CNCH) at the Saigon River Tunnel (No. 2 Mai Chi Tho Street, Thu Thiem Ward, Thu Duc City) with 1,279 people and nearly 100 fire fighting vehicles.

Hypothetical situation: At 9:00 a.m. the same day, a 30-seat passenger bus traveling through the Saigon River Tunnel (from District 1 to Thu Duc City) encountered an accident 300 meters from the entrance of the Thu Duc Tunnel, causing the vehicle to suddenly stop and not move. A cargo truck traveling in the same lane lost control of the steering wheel and crashed straight into the back of the passenger bus, causing a chain reaction accident with the vehicles behind.

Due to friction between the motorbike and the concrete floor in the tunnel, the motorbike caught fire. Another car traveling in the same direction crashed into the car that had just hit the motorbike.
Many motorbikes had accidents so they tried to brake suddenly, causing them to fall over. Behind the accident, the motorbikes stopped and could not move, causing a local traffic jam inside the tunnel.

The multiple-vehicle accident left the truck driver and a co-driver unconscious inside the cabin, and the cargo in the back of the truck caught fire. At the same time, the collision also injured many people, who screamed in panic and tried to find a way to escape.
Upon detecting the fire, the on-site force informed the professional force and at the same time deployed the on-site force to extinguish the fire. Department PC07 mobilized the Thu Duc City Fire Prevention and Rescue Police Team and the Fire Fighting and Rescue Team (CC-CNCH) of Area 1 to the scene to extinguish the fire and rescue the victims trapped in the car. Considering the fire to be complicated, Department PC07 reported to the Board of Directors of the Ho Chi Minh City Police Department.

The leader of PC07 Department reported to Vice Chairman of Ho Chi Minh City People's Committee Ngo Minh Chau about the information about the fire, explosion, accident and requested support from military units, departments, branches, sectors... to coordinate in CC-CNCH. The Vice Chairman of Ho Chi Minh City People's Committee directed departments, branches, sectors, forces of the City Command... to coordinate with Ho Chi Minh City Police to mobilize forces and vehicles to the scene to put out the fire and rescue people.

Speaking at the ceremony, Vice Chairman of the Ho Chi Minh City People's Committee Ngo Minh Chau said that the risk of fire and explosion in traffic tunnels is always at a high level, the consequences are often extremely serious and the organization of fire fighting, rescue and relief work is also extremely difficult. In the country, there have been many fires in the Hai Van tunnel, however, the authorities have promptly handled them so no serious damage has occurred.
Because of its importance as well as the actual situation in the country and experience from fires occurring in the world , after many years of putting the Saigon River Tunnel into operation, the leaders of Ho Chi Minh City realized that the work of ensuring security, order and safety for this project requires special attention, including the work of ensuring absolute safety in fire prevention and fighting. Recognizing that problem, Ho Chi Minh City has repeatedly organized drills on plans to handle traffic accidents, organize fire fighting, rescue and relief at the tunnel.
