Bao Lam 4 Commune was established on the basis of merging 3 administrative units including Loc Phu, Loc Lam and B'La communes. The commune has an area of 343.35 km2 , with a population of 10,073 people. Bao Lam 4 Commune Party Committee consists of 25 affiliated party organizations and 384 party members.
Comrade Bui Xuan Quy - Secretary of the Party Committee of Bao Lam 4 commune said that in recent years, thanks to the attention and investment of the Party, State, locality and the solidarity and consensus of the entire Party Committee, government and people of all ethnic groups in the 3 communes, the rural appearance has become increasingly prosperous. People's lives have increasingly improved. The fine cultural traditions of the ethnic groups have been preserved and promoted.
In economic development, people have quickly approached models of converting crop and livestock varieties; at the same time, applying science and technology to production. In particular, with about 6,220 hectares of coffee, farmers in Bao Lam 4 are increasingly well-off because of bumper crops. Along with that, the locality creates favorable conditions for businesses, production and business establishments to operate. Up to now, the whole commune has 181 individual businesses, mainly operating in the fields of buying and selling tea, coffee, fertilizers, agricultural materials, gasoline, agricultural machinery repair, etc. The annual state budget collection exceeds the plan assigned by superiors. Budget expenditures are carried out in accordance with regulations, ensuring timely financial principles for the activities of the political system and development investment in localities, agencies and units.
Currently, Bao Lam 4 commune has 6 schools, including 3 kindergartens, 3 primary schools and secondary schools. The infrastructure serving education has been invested in. The quality of education at all levels has been constantly improved. The number of managers, teachers and staff is sufficient, meeting the quality requirements. However, the number of high school students has to travel more than 20 km to study in other localities. This has also been a concern of many parents and students over the past time. Cultural, artistic and sports activities are maintained regularly. The system of cultural institutions has been invested in and completed. Up to now, all villages have halls and volleyball courts. Families and villages that have achieved the cultural title every year have achieved and exceeded the set targets. The work of building and rectifying the Party has been strengthened. People of all walks of life trust the Party's guidelines, policies and the State's laws.
Focus on implementing key projects
From the achievements and advantages from expanding the development space when merging 3 communes, the 1st Congress of the Party Committee of Bao Lam 4 commune, term 2025 - 2030, proposed the motto "Solidarity - Democracy - Discipline - Creativity - Development". The people of all ethnic groups in the commune join hands, unite, promote the spirit of solidarity, overcome difficulties and challenges, arouse the desire to contribute, determined to bring Bao Lam 4 commune to develop quickly, comprehensively, sustainably together with the province and the whole country, entering a new era - the era of national development.
The Party Committee of Bao Lam 4 commune sets out 13 targets for socio-economic development, ensuring national defense and security, building a clean and strong political system; 5 key tasks; 3 key projects; 2 investment attraction projects; 3 development breakthroughs. The 3 key projects, when implemented, will create a foundation and driving force for the locality to develop and serve the people's lives. Specifically, the locality invests in building a system of working blocks for the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee and mass organizations of the commune to better serve the people. The commune invests in upgrading a number of traffic routes in the area to help people travel conveniently, promoting the development of local trade and services. The locality upgrades and expands the road from the center of Loc Phu commune (old) to village 2, B'La commune (old) connecting provincial road DT 725; Upgrade and expand the traffic road connecting to Bao Lam 1 commune, from bridge 1 of Loc Phu commune (old) to the headquarters of Loc Lam commune People's Committee (old).
In addition, Bao Lam 4 has 8 ethnic groups living together including: Kinh, K'Ho, Hoa, Tay, Nung, Ma, Chu Ru, Muong. In the coming time, the locality is determined to preserve and promote the good cultural identity of the ethnic groups, associated with the development of agricultural and experiential tourism to attract tourists and increase income for the people.
According to Secretary of the Party Committee of Bao Lam 4 Commune Bui Xuan Quy, although the locality still faces many difficulties, the Party Committee, Government and people of all ethnic groups in Bao Lam 4 Commune have promoted the spirit of solidarity, strived to overcome difficulties and challenges, continued to innovate and be creative, determined to build a clean and strong Party and political system; promoted socio-economic development, and ensured national defense and security.
