On the morning of October 24, the People's Council of An Giang province, term X, 2021 - 2026, held the 4th session (special session) to review and decide on a number of contents under its authority. This is the first time the People's Council of An Giang province has held a meeting in the form of in-person meetings combined with online meetings at many locations. In particular, the main meeting location is at the Provincial Party Committee's Great Hall, connecting online with the Long Xuyen ward and Phu Quoc special zone meeting locations.

Urban metro line: A breakthrough in green, smart infrastructure

At the meeting, the People's Council of An Giang province voted to pass 4 resolutions: Regulations on one-time subsidies for people working outside the payroll quota at associations assigned by the Party and State at the provincial or district level before July 1, 2025 in An Giang province; decision on investment policy for the Urban Railway Line project, section 1, under the public-private partnership (PPP) method; approval of the project to establish the An Giang Provincial Farmers Support Fund; regulations on decentralization of environmental protection spending tasks in An Giang province.

According to the Submission of the People's Committee of An Giang province on approving the investment policy of the Urban Railway Line Project, Section 1, under the public-private partnership (PPP) method: The Urban Railway Line Project, Section 1, is a component of the Phu Quoc urban railway line. When the project is completed, it will provide a high-quality public transport service with large, stable, safe, and environmentally friendly transport capacity, meeting the travel needs of people to areas along the route and within the project's affected area.

The project implementation with the specific objective of preparing conditions and implementing a number of measures to quickly deploy projects serving the APEC 2027 Conference in Phu Quoc special zone, at the same time creating conditions for traffic connection, serving the public transportation needs of people and tourists, reducing traffic accidents and emissions, contributing to the development of green urban areas in Phu Quoc special zone by 2030.

The investment scale of the urban railway line section 1 is: The length of the line is about 17.7km. There are 5-7 stations on the line. The line has 1 depot (vehicle maintenance center). Operating means: The train consists of 3-5 compartments (modules). Design speed: 70-100km/h.

Project investment implementation progress: From the fourth quarter of 2025 to the second quarter of 2027. Project contract term: Maximum 40 years from the date of handover and putting into use. Expected type of PPP project contract: Build - Operate - Transfer (BOT) contract.

Investor selection method: Selecting investors in special cases. Proposed investor to implement the project: Phu Quoc Sun Company Limited. Preliminary total investment of the project: About 8,950 billion VND.

Speaking at the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Council Nguyen Thanh Nhan said that the organization of this meeting was based on practical and urgent requirements, aiming to promptly develop and promulgate important policies and projects of the province according to the Central's policies and the Government's direction; meeting practical requirements in the local socio -economic development in the new period. This is the first time the An Giang Provincial People's Council has organized an online meeting at many points, marking an important step forward in innovating the parliamentary working method, strongly applying information technology, contributing to shortening geographical distances, saving time and costs, but still ensuring timeliness and efficiency in the activities of the Provincial People's Council.

Chairman of the An Giang Provincial People's Council Nguyen Thanh Nhan affirmed: "At this session, the An Giang Provincial People's Council has researched, discussed, commented and unanimously passed 4 important resolutions with practical significance, not only solving immediate problems, but also suggesting long-term orientations, especially modernizing traffic infrastructure in a smart, green direction; institutionalizing the policy of decentralization and delegation of power between the provincial and communal levels in accordance with the 2-level local government model".

To promptly and effectively implement the resolutions that have just been passed, the Chairman of the People's Council of An Giang province requested the Provincial People's Committee to: Direct the review and fully resolve the regimes and policies for the subjects affected by the reorganization of the apparatus; including those working outside the payroll quota at the associations assigned by the Party and State at the provincial and district levels before July 1, 2025, to be completed no later than November 1, 2025. Speed ​​up the disbursement of public investment, especially key projects and projects serving the APEC 2027 Conference. Focus on preparing well the contents to be submitted to the Provincial People's Council meeting at the end of the year, especially the contents to prepare for the period 2026 - 2030 (criteria, norms for allocating state budget capital and principles for arranging public investment capital for the period 2026 - 2030; 5-year socio-economic development plan and medium-term public investment plan for the period 2026 - 2030...).

At the same time, it is recommended that the People's Council committees and delegates of the Provincial People's Council continue to promote their supervisory role in the implementation of resolutions; promptly reflect and propose solutions to remove difficulties, limitations and shortcomings from practice and recommend specific and practical solutions to overcome them, in order to ensure that the People's Council's resolutions are seriously and effectively implemented.
