Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh inspected two coastal protection embankment projects.

On the afternoon of October 24, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh and leaders of relevant departments, branches and localities inspected the Coastal Protection Project in Vinh Tien village, Vinh Hao commune and the Binh Thanh Coastal Protection Project Phase 2 (Lien Huong commune).

The Coastal Protection Embankment Project in Vinh Tien village, Vinh Hao commune has a total investment of nearly 196 billion VND, using 7.75 hectares of land, with the Provincial Agricultural Project Management Board as the investor, to be implemented until the end of 2025.

The project aims to overcome coastal erosion, protect the lives and property of about 530 households and 67 shrimp seed production enterprises along the coastal line; at the same time, contribute to protecting public infrastructure, responding to climate change, mitigating natural disasters and stabilizing local residents.

Current status of the embankment before construction

The embankment has a total length of more than 2,500 m, divided into two sections, with a structure including a concrete pipe embankment foot, a concrete embankment roof, a wave-proof wall, a pedestrian road and 13 drainage culverts.

The project has a construction package, contract value of more than 170.6 billion VND (including contingency costs), construction period of 540 days, from January 5, 2024 to June 28, 2025.

Up to now, the total capital plan is nearly 168 billion VND, of which more than 148 billion VND has been disbursed, reaching 88% of the plan; the capital for 2025 alone is 22.5 billion VND, disbursed 4,775 billion VND, reaching 21%. The project implementation value is currently about 90% of the contract value.

Section 2 of the 1,932 m long coastal protection embankment was completed by the end of 2024.

Notably, phase 2 of the project was completed on December 31, 2024. Currently, phase 1 is under construction, with the volume reaching about 75% of the buy pipe installation; some locations have completed the paving of revetment roofs and wave-absorbing walls with a length of about 80/100 m.

However, some sections cannot be implemented yet due to the wharf area and some households obstructing the construction.

The embankment section is still stuck and has not been constructed in Vinh Tien village.

Specifically, at the 385 m long embankment (from K0+080 to K0+465), some households have set up temporary tents on State land, not allowing construction due to concerns about losing the sandbank and difficulty in pulling boats ashore.

In order to create consensus among the people, the investor coordinated with local authorities to organize 5 dialogue meetings; at the same time, adjusted the technical design of the project to suit the reality and needs of the people.

After the adjustment, most households agreed and dismantled the tents, but there were still some cases that continued to obstruct the construction. On October 19, 2025, the People's Committee of Vinh Hao commune issued a document requesting permission to protect the construction to ensure progress.

Regarding the Binh Thanh Coastal Protection Project Phase 2, the Tuy Phong Area Construction Investment Project Management Board said that the project was approved by the Department of Planning and Investment of Binh Thuan (old) in November 2024, with a 483 m long embankment and a sloped embankment structure. The total investment of the project is nearly 39.2 billion VND.

The project was organized to select a contractor and sign a contract at the end of September 2025, with a winning bid value of more than 22.5 billion VND. The construction period is 360 days, expected to be completed according to the contract on September 26, 2026.

Construction unit casts components for installation and construction at Binh Thanh Coastal Protection Project

On October 1, 2025, the relevant parties organized the handover of the site to the contractor to start construction. Currently, the contractor is casting the components (buy pipes, roofing components, etc.). Construction and installation of the components are expected to begin on November 3, 2025.

Regarding the disbursement of public investment capital in 2025, up to now the project has disbursed 7,823 billion VND/15 billion VND, reaching 52.15%. It is expected that by the end of 2025, the disbursement will reach 100% of the assigned capital plan...

After conducting a field inspection and listening to reports from departments, branches and localities, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh emphasized: For the Coastal Protection Project of Vinh Tien village, Vinh Hao commune, it is necessary to urgently develop a detailed plan to protect the project during construction.

At the same time, the investor coordinates with the Commune People's Committee and relevant agencies to prepare security forces for construction and speed up progress. In addition, local authorities need to strengthen propaganda and mobilization so that people understand the meaning and value of the project when completed.

Regarding the Binh Thanh Coastal Protection Project, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh requested the construction unit to mobilize more human resources, vehicles, and equipment, speed up the implementation progress to ensure completion on schedule; at the same time, strive to disburse all public investment capital by 2025.
