On the afternoon of October 24, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh and leaders of relevant departments, branches and localities inspected the Coastal Protection Project in Vinh Tien village, Vinh Hao commune and the Binh Thanh Coastal Protection Project Phase 2 (Lien Huong commune).

The coastal protection embankment project in Vinh Tien village, Vinh Hao commune, has a total investment of nearly 196 billion VND, utilizes 7.75 hectares of land, and is managed by the Provincial Agricultural Project Management Board, to be implemented until the end of 2025.

The project aims to address coastal erosion, protect the lives and property of approximately 530 households and 67 shrimp hatchery businesses along the coastal line; and at the same time, contribute to protecting public infrastructure, responding to climate change, mitigating natural disasters, and stabilizing the local population.

Current status of the embankment before construction

The embankment has a total length of over 2,500 m, divided into two sections, with a structure including a base made of concrete pipes, a slope paved with concrete components, a wave-breaking wall, a pedestrian walkway, and 13 drainage culverts.

The project has one construction package with a contract value of over 170.6 billion VND (including contingency costs), and a construction period of 540 days, from January 5, 2024 to June 28, 2025.

To date, the total allocated capital is nearly 168 billion VND, of which over 148 billion VND has been disbursed, reaching 88% of the plan; specifically, the capital for 2025 is 22.5 billion VND, with 4.775 billion VND disbursed, reaching 21%. The project implementation value currently stands at approximately 90% of the contract value.

Section 2 of the 1,932-meter-long coastal protection embankment was completed at the end of 2024.

Notably, phase 2 of the project was completed on December 31, 2024. Currently, phase 1 is under construction, with the volume reaching about 75% of the buy pipe installation; some locations have completed the paving of revetment roofs and wave-absorbing walls with a length of about 80/100 m.

However, some sections cannot yet be implemented due to obstacles in the dock area and some households obstructing construction.

The section of the embankment that remains unconstructed in Vinh Tien village is still under construction.

Specifically, along a 385-meter section of the embankment (from K0+080 to K0+465), some households have erected temporary shelters on state-owned land, preventing construction due to concerns about losing the sandbank and difficulties in pulling their boats ashore.

To build consensus among the people, the investor coordinated with the local authorities to organize five dialogue meetings; at the same time, they adjusted the project's technical design to suit the reality and needs of the people.

After adjustments were made, most households agreed and dismantled their tents; however, some cases continued to obstruct construction. On October 19, 2025, the People's Committee of Vinh Hao commune issued a document requesting permission to protect the construction site to ensure progress.

Regarding the Binh Thanh Coastal Protection Embankment Project Phase 2, the Tuy Phong Area Investment and Construction Project Management Board stated that the project was approved by the former Binh Thuan Department of Planning and Investment in November 2024, with a 483-meter-long embankment structure and a sloping embankment design. The total investment for the project is nearly 39.2 billion VND.

The project's contractor selection process and contract signing took place at the end of September 2025, with a winning bid value of over 22.5 billion VND. The construction period is 360 days, with completion expected on September 26, 2026, as per the contract.

The construction unit is casting the components for installation and construction at the Binh Thanh Coastal Protection Embankment Project.

On October 1, 2025, the relevant parties handed over the site to the contractor for construction. Currently, the contractor is casting the structural components (pipes, roofing components, etc.). Installation of these components is expected to begin on November 3, 2025.

Regarding the disbursement of public investment capital in 2025, the project has so far disbursed VND 7.823 billion out of VND 15 billion, reaching 52.15%. It is expected that by the end of 2025, the disbursement will reach 100% of the allocated capital plan…

After conducting a field inspection and listening to reports from departments, branches and localities, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh emphasized: For the Coastal Protection Project of Vinh Tien village, Vinh Hao commune, it is necessary to urgently develop a detailed plan to protect the project during construction.

At the same time, the investor, in coordination with the People's Committee of the commune and relevant agencies, is preparing a security force to protect the construction site and accelerate progress. In addition, local authorities need to strengthen communication and mobilization efforts to help people understand the significance and value of the project upon completion.

Regarding the Binh Thanh Coastal Protection Embankment Project, Vice Chairman of the Lam Dong Provincial People's Committee Nguyen Minh requested the construction unit to mobilize additional manpower, vehicles, and equipment, and accelerate the implementation progress to ensure completion on schedule; at the same time, strive to disburse all public investment funds for 2025.
