Overview of 5 key transportation projects

The Hanoi People's Committee has just submitted a report to the City People's Council on the progress of five key national and regional transportation projects. These projects include the Ring Road 4 – Capital Region, National Highway 6 (Ba La – Xuan Mai section), Thang Long Boulevard (from National Highway 21A to the Hanoi – Hoa Binh Expressway), National Highway 32 (Son Tay – Trung Ha Bridge section), and Ngoc Hoi Bridge.

According to the report, Hanoi has allocated a total of nearly 30,000 billion VND in medium-term capital for the period 2021–2025. Of this amount, the Ring Road 4 project accounts for over 22,400 billion VND, and four new regional inter-regional transport projects have been allocated nearly 7,200 billion VND.

1. Ring Road 4 Project – Capital Region

This is a key national project with a total length of over 112 km, passing through three localities: Hanoi, Hung Yen, and Bac Ninh . The entire project is divided into 7 component projects, with a total investment of approximately 85,000 billion VND. The expressway section (component project 3) is invested under the public-private partnership (PPP) model, specifically a BOT contract.

Regarding progress, land clearance in Hanoi has reached 98.81%. The parallel road system is approximately 73.5% complete and is expected to be fully completed in the first quarter of 2026. The expressway section commenced construction on September 6, 2025, with an estimated construction time of 30 months.

2. National Highway 6 Project, Ba La – Xuan Mai section

The project to renovate and upgrade National Highway 6, section Ba La – Xuan Mai, has a total investment of over 8,100 billion VND, of which land acquisition costs account for over 5,000 billion VND. The road is 21.7 km long and will be widened from the existing 6-10 m to 50-60 m, equivalent to 4-6 lanes.

The route will include the construction of 7 road bridges and 4 major interchanges. To date, approximately 62.5% of the land has been handed over for the project; however, construction is still facing difficulties, with only about 5.5 km being implemented due to obstacles in land clearance and the lack of access roads to the construction site.

3. Thang Long Boulevard (extended) Project

The Thang Long Boulevard extension project, from National Highway 21A to the Hanoi-Hoa Binh Expressway, spans 6.7 km and is designed with 6 lanes. The total investment for the project is 5,200 billion VND. Construction began in October 2023.

Currently, approximately 52% of the project site (equivalent to 53 hectares) has been handed over. However, due to issues related to national defense land, public land, residential land, and the lack of resettlement arrangements, only about 8.6 hectares are available for construction, limiting the volume of work that can be completed.

4. National Highway 32 Project, Son Tay – Trung Ha Bridge section

National Highway 32, the section from Son Tay to Trung Ha Bridge, will be widened to 35 meters with a total investment of over 1,000 billion VND. The project is divided into two sub-projects, one of which has already been approved. Currently, the project is undergoing adjustments to its investment plan due to changes in compensation, support, and resettlement policies.

5. Ngoc Hoi Bridge and access road project

The Ngoc Hoi Bridge project and its approach roads, approximately 7.5 km long, connect the two banks of the Red River between Thanh Tri District (Hanoi) and Van Giang District (Hung Yen). The total investment for the project is nearly 12,000 billion VND. The starting point of the project connects to the Ring Road 3.5 section from Phuc La to Van Phu, and the end point connects to Ring Road 3.5 on the Hung Yen side. The project has been approved and construction commenced on August 19, 2025.
