Component project 2 - Nhat Le 3 bridge and the road at both ends of the bridge (part of the Coastal Road and Nhat Le 3 bridge project) is assessed to play a key role in the socio -economic development of the locality, especially the old Dong Hoi city area.

Nhat Le 3 Bridge is identified as a key project of Quang Tri province.

Quang Tri province aims to complete the project in 2025, 10 months earlier than the original plan (October 2026). However, contrary to expectations, the "bottleneck" of site clearance (GPMB) is making it difficult for the project to reach the finish line on the shortened schedule.

The project has a total length of more than 2.8 km, of which Nhat Le 3 Bridge alone is more than 561 m long, the bridge surface is 23.5 m wide; the total investment is 1,300 billion VND. Although the bridge has been basically completed, the two access roads are still "standing still" due to lack of clean land.

According to the Project Management Board for Investment, Construction and Land Fund Development (QLDA DTXD&PTQD) of Dong Hoi City, there are still more than 2.6 hectares of land acquisition and clearance dossiers in Dong Hoi Ward that have not yet been completed, involving 50 households and 4 organizations. The main problems revolve around boundary disputes, requests for re-measurement, proposals for compensation price adjustments, and disagreements in determining the origin of the land.

The roads at both ends of the bridge, especially Dong Hoi ward, are facing land clearance problems.

In the Bao Ninh resettlement area, 6 cases are in the 60-day campaign period. Notably, 2 households have farms built on land that was determined to be encroached, so they were not compensated for their property, leading to prolonged complaints because the people said the land was reclaimed.

Contractor "waiting for site"

To date, the total construction volume of the project has reached about 88.4%. The contractor has completed the bridge's lower section, installed the steel arch, cable car and railing; and is implementing the upper section and lighting system. However, many approach roads are still empty due to the lack of land handover, making it impossible for the construction unit to implement synchronously.

The bridge over Nhat Le River is basically completed, with only a few additional items remaining.

While the total disbursed capital for the entire project has reached more than 1,004 billion VND (80%), the capital plan for 2025 alone has only reached more than 16%. The main reason is that many items cannot be implemented due to land acquisition and clearance problems and some compensation plans must be adjusted according to people's recommendations.

Dong Hoi Ward People's Committee, Dong Hoi City Construction Investment and Development Project Management Board and the Provincial Infrastructure Project Management Board are strengthening dialogue, reviewing documents, and completing procedures according to regulations.

The province requires the public announcement of compensation plans for households with residential land in November 2025 and the preparation of construction protection plans for those who do not cooperate. Records on November 24 show that workers are still working on the bridge, but the approach road in Dong Hoi ward cannot be implemented due to land clearance.

The project is unlikely to finish early as planned because of the inability to clear the land.

With a series of long-standing problems, completing Nhat Le 3 Bridge early as directed will inevitably risk breaking progress if site clearance work does not have strong changes in the near future.
