Quang Ninh reduces poverty from internal resources

TPO - With the determination that "everyone enjoys the fruits of growth, leaving no one behind", Quang Ninh has chosen to reduce poverty based on its own internal strength. Thanks to that, the province has become the first locality in the country to complete the target of sustainable poverty reduction in the 2021-2025 period.

In the 2021-2025 period, Quang Ninh mobilized over 120,000 billion VND to implement the Resolution "On sustainable socio -economic development associated with ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas in the 2021-2025 period, with a vision to 2030" and 3 national target programs.

What is special is that socialized capital accounts for up to 84%, mainly from credit capital. Loan turnover for agricultural and rural development in the province reached over 97.4 trillion VND, creating momentum for a series of new livelihood models in difficult areas.

Production support programs, technology transfer, and vocational training are flexibly implemented according to the conditions of each locality and each target group. In mountainous and border areas, the focus is on supporting the development of agriculture and forestry, community tourism, and OCOP products. In coastal and island areas, it is associated with the marine economy, fishery logistics services, and experiential tourism. With the support of capital and technology, many ethnic minority households have boldly invested in production and service models, shifting from the mindset of "working to have enough to eat" to "working to get rich legitimately".

Ms. Nguyen Thi Tuyen (Dong Dang village, Hoanh Bo ward) is one of the households that received a preferential loan of 100 million VND from the Social Policy Bank. Her family has boldly expanded production and invested in eco-tourism right on their homeland.

“Previously, we only relied on small-scale farming and livestock raising, with unstable income. Now, with additional services such as welcoming guests, homestays, and experiencing the garden and hills, the average monthly income is 8-10 million VND/person and there is more and more accumulation…”, Ms. Tuyen shared. Models like her family’s are becoming more and more numerous, creating an “underground source of strength” in the process of sustainable poverty reduction in Quang Ninh.

In order to encourage poor and near-poor households to escape poverty, the province pays special attention to vocational training for rural workers, especially in mountainous and island districts. Many short-term vocational training courses linked to the actual needs of businesses and the labor market have been organized, helping people have stable jobs in the service, tourism and supporting industries.

Poverty reduction achievements from internal resources are also demonstrated through the "rise" of indigenous products. Binh Lieu dong vermicelli, one of the typical OCOP products of the highlands, is a vivid example: from the dong rieng plant on the hills, through the hands and experience of ethnic minorities, combined with support in capital, technology, and trade promotion from the province, the product has reached a wider market, becoming a stable source of income for many households. The story of Binh Lieu dong vermicelli is also a common story of many OCOP products in mountainous, border, and island areas in the province.

Along with livelihood development, Quang Ninh has vigorously implemented the policy of eliminating temporary and dilapidated houses, one of the "bottlenecks" of multidimensional poverty. In particular, after Typhoon Yagi, over 1,000 affected households and households with housing difficulties were supported to build and repair their houses with the participation of the entire political system, business community and people.

Thanks to a comprehensive and synchronous approach, Quang Ninh's poverty reduction indicators have made impressive changes. According to the report of the Provincial People's Committee, the poverty rate at the beginning of 2021 was 0.41%, equivalent to 1,526 poor households. By 2022, it will decrease to 0.067%, equivalent to 258 poor households, and by the end of 2023, the whole province will have no poor households, no poor communes, no particularly difficult communes in the coastal, border and island areas according to the national poverty standards. The average income per capita in ethnic minority, mountainous, border and island areas reached 83.79 million VND/year, an increase of 40.09 million VND compared to 2020, about 1.4 times higher than the national average.

With this result, in 2022, Quang Ninh was recognized by the Government and central ministries and branches as the first locality in the country to complete the sustainable poverty reduction target for the 2021-2025 period, 3 years earlier than the national roadmap. This is not only an achievement in terms of numbers, but also a clear demonstration of the effectiveness of the synchronous and drastic participation from Party committees, authorities to socio-political organizations, along with the consensus and efforts of the people.
