Propose to continue spending additional income to encourage and promptly support cadres and civil servants

The Standing Committee of the City Party Committee agreed on the policy of issuing a Resolution regulating the level of additional income for city officials, civil servants and public employees.

More excitement, motivation

According to preliminary statistics from the Department of Home Affairs, there are currently about 12,000 cadres, civil servants and about 65,000 public employees working in state agencies in the city.

Many civil servants and public employees also sought information related to the draft Resolution. Ms. Duong Thi Hang Nga, Director of the Public Administration Service Center of Le Thanh Nghi Ward, said: Currently, the Public Administration Service Center of the ward has 9 staff members including: Director, Deputy Director and 7 civil servants. In 3 months of operating the 2-level local government, the Center received and processed about 7,000 administrative procedure files for individuals and organizations. The workload of each civil servant and public employee increased 2-3 times compared to before. Therefore, the city considered regulating the level of additional income for cadres, civil servants and public employees as a timely solution to motivate the team.

Confidence and excitement are the common thoughts of many civil servants and public employees. Mr. Le Huy Binh, a specialist of the Information Technology Department, Department of Science and Technology, shared: He is in Gia Loc commune. Previously, the distance to work was only about 10 km per day, but from July 1 until now, he has been working more than 60 km away from home, traveling by train "going in the morning and returning in the evening". "Cadres, civil servants and public employees from the West of the city have not yet received additional income, so we are very excited and looking forward to it," Mr. Binh said.

According to the draft Resolution, there are 2 groups of beneficiaries. Group 1 includes cadres and civil servants working in agencies under the government, Party, and mass organizations managed and assigned by the city; those recruited by competent agencies as civil servants or recruited according to regulations on recruiting civil servants working at Associations assigned by the Party and State managed and assigned by the city.

Group 2 is civil servants working in public service agencies and units whose regular expenses are guaranteed by the State and public service units that partially guarantee regular expenses in the government, Party, and mass organizations managed and assigned by the city; those who are recruited by competent authorities as civil servants or recruited according to regulations on recruiting civil servants working at Associations assigned by the Party and State, managed and assigned by the city.

The funding source for implementing the payment of increased average income for cadres, civil servants, and public employees working in government agencies, Party and mass organizations managed by the city is the remaining funding for salary reform, used from the provincial budget salary reform fund and the commune budget salary reform fund.

The proposal to consider and issue the Resolution is based on practice. Previously, the City People's Committee advised the City People's Council to pass Resolution No. 05/2022 on the average additional income level for cadres, civil servants and public employees working in government agencies, Party and mass organizations managed by the city; amended and supplemented in Resolution No. 01/2023 of the City People's Council, in order to effectively implement Resolution No. 35/2021/QH15 of the National Assembly .

However, the merger of Hai Phong city with Hai Duong province; implementation of the 2-level local government model according to the Central Government's regulations from July 1, 2025 and the issuance of Resolution No. 226/2025/QH15 (replacing Resolution No. 35/2021/QH15) affects the scope of regulation, applicable subjects (expanding the scope of regulation and applicable subjects for the old Hai Duong province) as well as the implementation time of Resolution No. 05/2022, Resolution No. 01/2023 of the City People's Council (special policies applied until July 2030). At the same time, it affects the rights and regimes and policies for cadres, civil servants and public employees in agencies and units of Hai Phong city (after the merger).

The issuance of the Resolution will create a legal basis for Party, government and mass organizations managed by Hai Phong City (old) to implement the payment of additional income to cadres, civil servants and public employees at the correct level prescribed by competent authorities, in accordance with the specific mechanism approved by the National Assembly. This policy contributes to financial stability, and at the same time is a source of encouragement and motivation for cadres, civil servants and public employees to continue to improve work efficiency, promote capacity and contribute to the development of agencies, units as well as the city in general.

The Draft Resolution clearly states that the principle of paying additional income is based on the work performance of cadres, civil servants and public employees at each agency, unit and locality. The assessment of work performance will be based on the results of quality classification by competent authorities according to current regulations. The additional income of each year will be determined based on the assessment results of that year and paid in the following year.

Public opinion agrees that the policy of issuing a new Resolution regulating the level of additional income for cadres, civil servants and public employees of the city to replace Resolution No. 05/2022 and Resolution No. 01/2023 of the City People's Council is timely and necessary. This is an important solution for cadres, civil servants and public employees to feel secure in their work, contributing to building a stronger government apparatus.

It is expected that from 2025 to 2030, the coefficient of average income increase in group 1 will be 0.8 for those who complete their tasks well or better and 0.6 for those who complete their tasks. In group 2, the corresponding coefficient will be 0.6 for those who complete their tasks well or better; 0.4 for those who complete their tasks.
