More than 850 thousand vehicles failed vehicle inspection

According to the Vietnam Registering and Inspection Agency, as of now, there are 280 vehicle inspection facilities operating nationwide with 462 inspection lines.


Nearly 5.4 million vehicles underwent inspection in the first 11 months of 2024.

Statistics from the Vietnam Registering and Inspection Agency show that there are currently 300 vehicle inspection facilities with 553 inspection lines nationwide; however, only 280 facilities with 462 inspection lines are currently operational.

As of November 30, 2024, vehicle inspection centers nationwide had inspected 5,394,179 vehicles (illustrative image).

As of November 30, 2024, vehicle inspection centers nationwide had inspected nearly 5.4 million vehicles; of which more than 4.5 million (84.2%) met safety and environmental standards, and more than 852,000 vehicles (15.8%) did not meet safety and environmental standards and required maintenance, repair, or adjustment for re-inspection.

Vehicle inspection at inspection facilities has been largely maintained and is operating normally, meeting the needs of individuals and businesses for vehicle inspection, as well as fulfilling the state's management responsibilities regarding technical safety and environmental protection of road motor vehicles.

According to the leaders of the Vietnam Registering and Inspection Department, in 2024, the Department will continue to apply the financial management mechanism under the model of a Limited Liability Company with 100% state-owned charter capital; it has organized and managed the collection of road usage fees at motor vehicle inspection units well, and is expected to exceed the assigned road usage fee collection target for 2024.

Specifically, as of November 30, 2024, the total revenue from vehicle inspection services was 836 billion VND, with an estimated total revenue of approximately 936 billion VND for the whole year of 2024, reaching 114% of the financial plan.

The total road usage fee collected by the nationwide network of vehicle inspection centers as of November 30, 2024, was 12,737 billion VND, and it is estimated that the total for the whole year of 2024 will reach 13,500 billion VND, achieving 118% of the target set by the Ministry of Transport for 2024.

In 2024, the Vietnam Register also focused on organizing assessment sessions and issuing new and renewed vehicle inspection certificates to compensate for the shortage of human resources (illustrative image).

Essentially, the number of vehicle inspectors has been replenished after the crisis.

The Vietnam Registering and Inspection Department also stated that, since the end of 2022, many incidents have occurred at the Department and its affiliated units, leading to the risk of disruption and breakdown in vehicle inspection activities, especially in the field of inspecting motor vehicles in circulation.

This has resulted in a large backlog of applications and many vehicles that are due for inspection but have not yet been registered, causing economic losses and seriously affecting the lives of people and businesses.

The Motor Vehicle Inspection Department further stated that, according to statistics from 2023, approximately over 900 people were prosecuted or investigated out of a total of 2,014 vehicle inspectors in the entire inspection system. In addition, many cases of resignation or unauthorized departure have led to a serious shortage of human resources, especially experienced inspectors and officers.

The urgent task of compensating for the shortage of human resources is a crucial one for the Vietnam Register. Besides recruiting personnel under contract for specialized work according to Decree No. 111/2022/ND-CP and hiring newly graduated students, the Register is also urgently organizing training courses, assessments, and issuing and renewing registration officer certificates.

As of the end of November 2024, 489 certified inspectors and 290 senior inspectors had been added to the system, bringing the total number of inspectors participating in the inspection system to 1,920, essentially making up for the number of inspectors before the crisis.
