During the meeting, Minister Luong Tam Quang emphasized that Vietnam and India have a long-standing and strong traditional friendship, nurtured by President Ho Chi Minh and Indian leaders such as Mahatma Gandhi and Jawaharlal Nehru, as well as successive generations of leaders and people of both countries. Since officially establishing diplomatic relations in 1972, the two countries have built an important foundation for cooperation through maintaining effective exchanges of delegations at all levels, as well as implementing important mechanisms and agreements for the benefit of each country.

The State visit to India by General Secretary and President To Lam marks a historic milestone commemorating the 10th anniversary of the establishment of the "Vietnam-India Comprehensive Strategic Partnership" (2016-2026). This demonstrates the strong commitment of the leaders of both countries to upgrading and creating a new framework for a comprehensive, profound, substantive, and effective relationship.

Building upon the foundation of the "Vietnam-India Comprehensive Strategic Partnership," cooperation in law enforcement and security is a crucial pillar of bilateral relations. Over the past period, both sides have maintained exchanges of delegations and high-level contacts, sharing issues of mutual interest. Furthermore, both sides have actively exchanged information related to cybersecurity and criminal activities to proactively prevent and combat threats. On January 30, 2026, Vietnam and India successfully held their first Cybersecurity Policy Dialogue in Hanoi.

Mr. Bandi Sanjay Kumar expressed strong agreement with the views of Minister Luong Tam Quang. To deepen the relationship between the Vietnamese Ministry of Public Security and the Indian Ministry of Home Affairs and achieve concrete results in the future, Mr. Bandi Sanjay Kumar proposed that the two sides conduct exchanges of delegations at all levels to establish cooperation in the fields of security, counter-terrorism, riot control, maintaining social order and safety, border management, and disaster response.

Simultaneously, establish cooperation in the fight against transnational crime involving Vietnam and India, particularly in cybersecurity and combating high-tech crime. Research cooperation in the security industry, digital transformation, and the application of artificial intelligence to ensure security and social order. Establish cooperation in training, sharing experiences, and capacity building for officials.
