Who is awarded the Gold Star Order and what is the level of reward?

(NADS) - The "Golden Star Order" is the most noble order of the Socialist Republic of Vietnam, pursuant to Article 34 of the Law on Emulation and Commendation 2022, Article 8 of Decree 98/2023/ND-CP.

On the morning of July 18, the Politburo decided to award the Gold Star Order to General Secretary Nguyen Phu Trong. Immediately after the Politburo decided to award the Gold Star Order to General Secretary Nguyen Phu Trong, President To Lam signed a decision to award the Gold Star Order to General Secretary Nguyen Phu Trong for his great and outstanding contributions to the revolutionary cause of the Party and the nation.

So, what is the Gold Star Order? Who is it awarded to and what is the level of reward?

Provisions of the Law on Emulation and Commendation dated November 26, 2003 and the Law amending and supplementing a number of articles of the Law on Emulation and Commendation dated June 14, 2005:

Article 34

1. The "Golden Star Order" is the most noble Order of the Socialist Republic of Vietnam.

2. "Gold Star Medal" is awarded or posthumously awarded to individuals who meet one of the following criteria:

a) Having great and especially outstanding contributions to the revolutionary cause of the Party and the nation
b) Having great and especially outstanding contributions to the country in one of the following fields: politics, economics, society, literature, art, science, technology, national defense, security, diplomacy or other fields.

3. "Golden Star Medal" is awarded to groups that meet the following criteria:
a) Having achieved excellent results continuously for 10 years or more before the time of application; internal solidarity, clean and strong Party and mass organizations;
b) Have a history of construction and development of 50 years or more; in case of being awarded the "Ho Chi Minh Medal", the history of construction and development must be 45 years or more.

4. Collectives with outstanding achievements and a 20-year development process since being awarded the "Golden Star Medal" for the first time will be considered for the "Golden Star Medal" for the second time.

Decree No. 42/2010/ND-CP dated April 15, 2010 of the Government detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation and the Law amending and supplementing a number of articles of the Law on Emulation and Commendation:

Article 20
1. The "Golden Star Medal" is the most noble medal of the Socialist Republic of Vietnam.

2. The Gold Star Order is awarded or posthumously awarded to individuals who meet one of the following criteria:

a) Participated in the revolution before 1935, worked continuously, had great and outstanding contributions to the revolutionary cause of the Party and the nation, did not commit any major mistakes, held one of the following positions: General Secretary of the Central Executive Committee of the Communist Party of Vietnam, President, Chairman of the National Assembly, Prime Minister, Politburo member, Secretary of the Central Party Committee, Vice President, Vice Chairman of the National Assembly, Deputy Prime Minister, Chairman of the Central Committee of the Vietnam Fatherland Front, Deputy Secretary of the Central Bureau, Standing Committee of the Regional Party Committee, Secretary of the Regional Party Committee, Head of the Central Party Committee, Minister and equivalent positions; or was awarded the rank of Senior Lieutenant General of the People's Armed Forces;

b) Participated in revolutionary activities before 1945, continuously worked, had great and especially outstanding contributions to the revolutionary cause of the Party and the nation, did not commit any major mistakes, held one of the following positions: General Secretary of the Central Executive Committee of the Communist Party of Vietnam, President, Chairman of the National Assembly, Prime Minister, Politburo member, Secretary of the Central Party, Vice President, Vice Chairman of the National Assembly, Deputy Prime Minister, Chairman of the Central Committee of the Vietnam Fatherland Front; or was awarded the rank of General of the People's Armed Forces;

c) Having continuously participated in the two resistance wars against France and the US (from 1945 to April 30, 1975), having made great and especially outstanding contributions to the revolutionary cause of the Party and the nation, having committed no major mistakes, having held one of the following positions: General Secretary of the Central Executive Committee of the Communist Party of Vietnam, President, Chairman of the National Assembly, Prime Minister; or having been awarded the rank of General of the People's Armed Forces before April 30, 1975;

d) Having a continuous working process during the resistance war against the US (from 1954 to April 30, 1975) or the period of national construction and defense (from April 30, 1975 to present), having made great and especially outstanding contributions to the revolutionary cause of the Party and the nation, having committed no major mistakes, having held one of the following positions: General Secretary of the Central Executive Committee of the Communist Party of Vietnam, President, Chairman of the National Assembly, Prime Minister, for 2 terms (from 08 to 10 years);

d) Having great achievements, having particularly outstanding works and projects, having far-reaching impacts, creating positive changes, strongly promoting development in one of the following fields: Politics, economics, society, national defense, security and other fields of the country, recognized and honored by the State;

e) Foreign heads of state with great contributions to the Vietnamese people are recognized and honored by the Socialist Republic of Vietnam.

3. The "Golden Star Medal" is awarded to large-scale collectives: Ministries, Departments, branches, central organizations, provinces, centrally-run cities, Military Regions, Corps, Services, Arms, General Departments under Ministries, Economic Groups, State-owned Corporations (and equivalent) established by decision of the Prime Minister with a long tradition, great contributions and achievements in the revolutionary cause of the Party and the nation, achievements with a wide range of influence or collectives with special functions and tasks, meeting the following criteria:

a) Awarded the "Ho Chi Minh Medal" for 10 years or more;

b) Has a history of construction and development of 45 years or more;

c) Having achieved outstanding achievements continuously for 10 years or more before the time of application, during which time being awarded the "Government Emulation Flag" or "Certificate of Merit of the Prime Minister" 5 times, internal solidarity, clean and strong Party and mass organizations.

4. Collectives with outstanding achievements in the 10 years prior to the time of proposal, during which time they have been awarded the "Government Emulation Flag" or "Certificate of Merit of the Prime Minister" 5 times, with internal solidarity, clean and strong Party and mass organizations, and have had a period of 20 years since being awarded the "Golden Star Order" for the first time, will be considered for the "Golden Star Order" for the second time.

5. Foreign collectives with particularly great contributions to the Vietnamese people, recognized and honored by the Socialist Republic of Vietnam, are considered for the award of the "Golden Star Medal". + Participated in revolutionary activities before 1945, continuously active, held one of the following positions: General Secretary of the Central Executive Committee of the Communist Party of Vietnam, President, Chairman of the National Assembly, Prime Minister, Politburo member, Secretary of the Central Party, Vice President, Vice Chairman of the National Assembly, Deputy Prime Minister, Chairman of the Central Committee of the Vietnam Fatherland Front or were awarded the rank of General of the People's Armed Forces.


Award level of the Gold Star Order

Gold Star Medal bonus level from July 1, 2024
According to Point a, Clause 1, Article 55 of Decree 98/2023/ND-CP, individuals are awarded or posthumously awarded the "Golden Star Medal" with a bonus equal to 46 times the base salary.

Currently, the basic salary stipulated in Decree 73/2024/ND-CP is 2,340,000 VND/month, effective from July 1, 2024.

Therefore, the Gold Star Medal bonus for individuals is 46 x 2,340,000 = 107,640,000 VND.

In addition, the collective awarded the "Golden Star Medal" is accompanied by a bonus twice the individual bonus, equivalent to 215,280,000 VND.

Thus, the bonus level of the Gold Star Order from July 1, 2024 for individuals and collectives is VND 107,640,000 and VND 215,280,000, respectively.
