Hung Yen speeds up progress of CT.08 highway and LNG thermal power project worth over 2 billion USD

According to the Report of the Construction Investment Project Management Board No. 2, the Ninh Binh - Hai Phong Expressway construction investment project, the section through Nam Dinh and Thai Binh under the PPP method, the section through Hung Yen (CT.08) has so far cleared more than 203 hectares, reaching 98.6% of the area, handing over the agricultural land, traffic land, irrigation land corresponding to more than 31km, reaching 93.7%. The residential land and resettlement area is being implemented, expected to be completed in 2026.

Regarding the investment project to build a road from Thai Binh ward through Hung Ha commune connecting with Pho Hien ward, the Construction Investment Project Management Board No. 2 is urgently implementing investment procedures, ensuring the conditions for the expected commencement of construction in October 2025.

The Thai Binh LNG Thermal Power Plant project with a capacity of 1,500 MW is basically on schedule. By the end of August 2025, the investor had paid about 67 billion VND for site clearance compensation.

For the floating warehouse and submerged anchor system, the Ministry of Construction and the Vietnam Maritime Administration have agreed on the location and technical specifications. The Provincial People's Committee has sent a document to the Ministry of Industry and Trade and the Vietnam Electricity Group, requesting the National Power Transmission Corporation to be the investor of two 220kV transmission lines connecting the project.

VSIP Thai Binh Industrial Park Project, by the end of August 2025, has completed site clearance of more than 253 hectares, of which nearly 236 hectares have been handed over to investors. The area of infrastructure construction has reached 12 hectares, expected to increase to 50 hectares in 2025. The clean land fund ready for lease is currently about 10 hectares.

Speaking at the meeting to report on the progress of key projects in the province, Mr. Nguyen Quang Hung - Standing Vice Chairman of Hung Yen Provincial People's Committee - affirmed: These are all key projects of the province in the current period to complete the regional transport infrastructure network as well as the new development space of the province.

Therefore, all levels and sectors must identify this as an important political and professional task, prioritize attention, and focus human resources and resources on site clearance. After being handed over the site, investors must promptly organize construction conditions to ensure project progress.

For the CT.08 project, the section passing through Hung Yen province, based on the guidance of departments and branches, the communes proactively researched and developed a plan for site clearance and compensation to seek opinions from relevant departments and branches.

Regarding the time and implementation roadmap, by November at the latest, the agricultural land and residential land with clearly identified land origin must be handed over; resettlement land, power lines, infrastructure works and some key locations on the route must be handed over in December 2025 or early January 2026. At the same time, urgently complete the procedures related to the implementation of works affected by the CT.08 project so that enterprises can soon hand over the site to serve the construction of some items of the project.

Regarding the investment project to build a road from Thai Binh ward through Hung Ha commune connecting with Pho Hien ward, the Construction Investment Project Management Board No. 02 and the Land Fund Development Center No. 2 urgently carry out site clearance. At the same time, they develop a plan and implementation roadmap, striving to complete the entire route to put it into operation soon, in order to promote investment efficiency, contributing to promoting the socio-economic development of the province.

Thai Binh LNG Thermal Power Plant Project, the Management Board of Economic Zones and Industrial Parks of the province and locality develop a plan to organize the groundbreaking ceremony of the project; coordinate to review and complete legal procedures related to the project.

The Standing Vice Chairman of the People's Committee of Hung Yen province also requested investors to coordinate with relevant departments and branches to focus on resolving difficulties and problems related to the projects. The departments and localities urgently coordinate and create conditions to remove difficulties, especially ensuring the supply of construction materials.
