Instructions on organizing the apparatus of the Vietnam Fatherland Front and political organizations

On June 2, on behalf of the Standing Committee of the Central Committee of the Vietnam Fatherland Front, Ms. Nguyen Thi Thu Ha, member of the Party Central Committee, Standing Deputy Secretary of the Party Committee of the Fatherland Front, Central organizations, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front signed and issued Instruction No. 18-HD/MTTW-BTT on supplementing a number of contents on implementing the reorganization of the apparatus of the Vietnam Fatherland Front, socio- political organizations, and mass organizations assigned by the Party and State (provincial and communal levels).

The content of the Guide clearly states:

Pursuant to Resolution No. 60-NQ/TW, dated April 12, 2025 of the 11th Conference of the Party Central Committee, Term XIII; Plan No. 47-KH/BCĐ, dated April 14, 2025 of the Steering Committee summarizing Resolution 18-NQ/TW; after agreeing with the Party Committee of the Vietnam Fatherland Front and Central mass organizations, the Central Organizing Committee issued Instruction No. 31-HD/BTCTW, dated April 23, 2025 on the establishment of Party organizations corresponding to local administrative units and the arrangement of the organizational apparatus of the Vietnam Fatherland Front and mass organizations at the provincial and communal levels (referred to as Instruction 31).

Pursuant to Conclusion No. 160-KL/TW dated May 31, 2025 of the Politburo , the Standing Committee of the Central Committee of the Vietnam Fatherland Front provides additional guidance on the implementation of the organizational arrangement of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and the State (provincial and communal levels) as follows:

On the issuance of documents to end the activities of the Vietnam Fatherland Front Committees at provincial, district and commune levels

Pursuant to the Resolution of the National Assembly on the separation and merger of administrative boundaries; Law on the Vietnam Fatherland Front; Law on Organization of Local Government; Charter of the Vietnam Fatherland Front; based on practical situations, the authority to issue documents terminating the activities of the Vietnam Fatherland Front Committees at the provincial, district and commune levels for localities implementing the merger of administrative units is as follows:

For provincial level: Based on the Resolution of the National Assembly on the merger of provinces and cities, the Standing Committee of the Central Committee of the Vietnam Fatherland Front will proactively issue a decision to terminate the activities of the Vietnam Fatherland Front Committees of provinces and cities subject to merger (the provincial level does not have to carry out the procedure of submitting to the Central Committee of the Vietnam Fatherland Front).

For district level: When the competent authority issues a decision to terminate the activities of the district level, the Standing Committee of the Vietnam Fatherland Front Committee of the province or city shall proactively issue a decision to terminate the activities of the Vietnam Fatherland Front Committee of the district level.

For commune level: Based on the decision of the competent authority to decide to terminate the operation of communes, wards and towns, the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level proactively issues a decision to terminate the operation of the Vietnam Fatherland Front Committee at the commune level that is subject to arrangement and merger (the commune level does not have to carry out the procedure of submitting documents to the provincial level).

* Note: For merged units, records and documents of the commune level are transferred to the new commune, and those of the district level are transferred to the new province or city.

On the establishment of the Vietnam Fatherland Front Committee at the provincial and communal levels after implementing the organizational restructuring

For provincial level:

For provinces and cities not subject to merger

The Standing Committee of the Vietnam Fatherland Front at the provincial level sends the dossier requesting recognition of the list of Standing Committees (according to the new organizational model) to the Standing Committee of the Central Committee of the Vietnam Fatherland Front according to regulations.

For provinces and cities subject to merger

Immediately after merging provincial-level administrative units, the Standing Committee of the Provincial/Municipal Party Committee of the new administrative unit shall send a written agreement to the Standing Committee of the Central Committee of the Vietnam Fatherland Front on the proposal to establish a Committee, recognize Committee members and the Standing Committee of the Provincial-level Vietnam Fatherland Front Committee of the new administrative unit.

The application file includes: Application document; List of Committee members (with brief CVs); List of Standing Committee members (with CVs according to form 2C of each individual).

Based on the above-mentioned proposal, the Standing Committee of the Central Committee of the Vietnam Fatherland Front issued a decision to establish the Vietnam Fatherland Front Committee of the province or city and recognize the members of the Vietnam Fatherland Front Committee of the province or city, the Chairman and Vice Chairman of the Vietnam Fatherland Front Committee of the province or city.

For commune level: The Standing Committee of the Provincial Fatherland Front Committee issues a decision to establish the Vietnam Fatherland Front Committee at the commune level; Recognizes the list of Committee members, the list of the Standing Committee of the Vietnam Fatherland Front Committee at the commune level (Chairman, Vice Chairman). The application dossier is similar to that of the provincial level mentioned in section 2.1.

* For organizations (Labor Federation, Farmers' Association, Women's Union, Ho Chi Minh Communist Youth Union, Veterans' Association) to terminate operations, recognize organizations and personnel according to the new administrative model similar to that of the Vietnam Fatherland Front.

On the arrangement and consolidation of advisory agencies to assist the Fatherland Front Committee and socio-political organizations according to the new model

For provincial level: Implement Instruction No. 31-HD/BTCTW dated April 23, 2025 of the Central Organizing Committee, and note the following contents:

- The arrangement and consolidation of advisory agencies assisting the Fatherland Front Committee and socio-political organizations must closely follow the arrangement orientation according to the Resolutions and Conclusions of the Central Committee, ensuring the regular and direct leadership of the Provincial Party Standing Committee and the Party Committees of provincial agencies.

- The Standing Committee promulgates the organization and operation regulations of the agency to ensure the principles of clear people, clear work, clear results, clear working relationships; clearly defines the functions and tasks of each department and unit in the agency; tasks of a general and similar nature of the Vietnam Fatherland Front and socio-political organizations are transferred to the general staff and assistance board of the agency; tasks of a specialized and professional nature according to the subject are performed by the specific staff boards of socio-political organizations.

- Regarding staffing: the staffing of the Vietnam Fatherland Front Committee (according to the new model) is taken from the existing staffing of the Vietnam Fatherland Front Committee and socio-political organizations (excluding retirements, job transfers, and resignations). Staffing is arranged and allocated based on functions, tasks, and job positions. In the process of allocating staffing, priority is given to departments and units with important tasks and new fields.

- The arrangement of cadres, civil servants and employees in the agency is carried out in a way that people follow their work, ensuring stability, succession and development; ensuring that the agency starts operating immediately, without leaving gaps in time or interrupting tasks. Regarding the arrangement of leadership and management, it is carried out according to the hierarchy of cadre management.

- Regarding the management of assets and finances of the agency: The Standing Committee directs the review and arrangement of the advisory agency to assist in working in accordance with the organizational model after the merger; implement the handover regime and manage finances and assets according to the general provisions of the law and competent professional agencies.

For provinces subject to rearrangement, the funds of the Relief Committee and the Mobilization Committee will be consolidated and handed over in their original state to the new provincial-level Relief Committee and Mobilization Committee (after rearrangement); for the funds of the district-level Relief Committee and Mobilization Committee, they will be handed over in their original state to the provincial-level Relief Committee before the end of operation.

- Immediately after the apparatus organization came into operation, the Standing Committee deployed training to improve the qualifications, expertise, and working skills of provincial and communal level cadres to meet the requirements of the tasks according to the new apparatus organization model.

For commune level:

Pursuant to Instruction No. 31 of the Central Organizing Committee and depending on the specific conditions of the locality, the Standing Committee of the Party Committee at the commune level issues a decision on the functions, tasks, and organizational structure of the Vietnam Fatherland Front Committee at the commune level (including socio-political organizations), while paying attention to the following contents:

- For communes subject to merger, the issuance of Regulations on functions, tasks, and organizational structure shall be carried out after the decision of the Standing Committee of the Vietnam Fatherland Front Committee on the establishment of the Committee and recognition of the Standing Committee of the Vietnam Fatherland Front Committee at the commune level.

- The Standing Committee promulgates the organization and operation regulations of the agency to ensure the principles of clear people, clear work, clear results, clear working relationships, and strongly direct activities towards the grassroots and residential areas.

- The arrangement of staff and assignment of staff is carried out according to Instruction No. 31.

On the deputy of the Fatherland Front and socio-political organizations

Regarding the arrangement of deputies of the Vietnam Fatherland Front and socio-political organizations, follow Instruction 31. Note the following contents:

- After the Standing Committee of the Provincial/Municipal Party Committee decides on the personnel of the Chairman of the Trade Union, Chairman of the Women's Union, Chairman of the Farmers' Association, Secretary of the Ho Chi Minh Communist Youth Union, Chairman of the Veterans' Association at the provincial level according to the new model; the number of Vice Chairmen of the Vietnam Fatherland Front at the provincial level includes: Chairman (if any), Vice Chairmen of the Vietnam Fatherland Front of the provinces before the merger and Heads of political and social organizations of the new administrative unit.

- Currently, the Central Organizing Committee is seeking opinions on the draft Regulation on the functions, tasks, and organizational structure of the Vietnam Fatherland Front Committee at the provincial and communal levels according to the new model (replacing Decision 212-QD/TW dated December 30, 2019 of the Secretariat on the functions, tasks, organizational structure, and staffing of specialized agencies of the Vietnam Fatherland Front Committee at the provincial and district levels), accordingly, there is an expected number of Deputy Heads of the Vietnam Fatherland Front at the provincial and communal levels.

When localities reorganize their apparatus according to the 2-level government model, the number of Vice Chairmen of the Vietnam Fatherland Front and socio-political organizations (in merged places) compared to the expected number of deputies in the future is very large. Therefore, the Fatherland Front and socio-political organizations need to proactively propose to the Standing Committee of the Provincial/Municipal Party Committee to arrange and reorganize appropriately.

For mass organizations assigned tasks by the Party and the State:

- Adhering to the regulations of the Central Committee and the leadership of the local Party Committee, the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level (according to the new model) presides over and coordinates with relevant agencies to review the functions, tasks, and streamline the internal organization of mass associations assigned by the Party and the State. Based on the assessment of the operational efficiency and practical situation, the Standing Committee coordinates with the Party committees in charge and the State management departments to propose to the Party Committee to reorganize mass associations assigned by the Party and the State with overlapping functions and tasks; terminate the activities of ineffective associations; and merge associations with similar objects, nature, and content of activities.

- Regarding the arrangement of the number of Executive Committees, Standing Committees, and deputy heads of mass organizations assigned by the Party and the State to implement the tasks according to Instruction No. 31-HD/BTCTW dated April 23, 2025 of the Central Organizing Committee.

- Regarding organization and operation: Mass associations operate according to the principles, purposes, and charter of the Association. The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level guides the activities, guides, monitors, and directs; at the same time, mass associations are responsible for implementing the direction of Party committees at all levels; the state management of relevant departments and branches. The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level establishes specialized committees or departments (at the commune level, assigning cadres) to monitor, guide, and advise the Standing Committee of the Fatherland Front Committee at the same level to lead and direct the mass associations assigned by the Party and the State to operate in accordance with the principles, purposes, and policies of the Party and the State's laws; mobilize, gather, and promote the role of members and union members to participate in implementing patriotic emulation movements and the common tasks of the Vietnam Fatherland Front.

- Regarding staff management and budget preparation for state budget support activities: Mass organizations assigned by the Party and the State shall prepare procedural records and request the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level to submit to competent authorities for consideration and decision.

- Regarding the Party organization model: Propose that the Standing Committee of the Provincial and Municipal Party Committees direct the implementation of procedures to transfer the Party organizations of the Mass Associations assigned by the Party and the State to be directly under the Party organization of the Vietnam Fatherland Front Party Committee at the same level.

Regarding the organization of the Vietnam Fatherland Front Congress, socio-political organizations, and mass organizations assigned tasks by the Party and State:

- Time of organization: organized immediately after the party congress of the same level.

- Specific content:

+ For the Vietnam Fatherland Front and socio-political organizations: implement according to the Directive of the Secretariat (to be issued) and instructions of the Standing Committee of the Vietnam Fatherland Front Committee and the Standing Committee of socio-political organizations at the Central level.

+ For mass organizations assigned tasks by the Party and State: The Standing Committee of the Central Committee of the Vietnam Fatherland Front coordinates with relevant agencies to provide guidance.

Above are some guidelines of the Standing Committee of the Central Committee of the Vietnam Fatherland Front on the implementation of the reorganization of the apparatus of the Vietnam Fatherland Front Committee at the provincial and communal levels. In the process of implementation, if there are any problems, report to the Standing Committee of the Provincial Party Committee, City Party Committee for consideration and decision according to authority; in necessary cases under the authority of the Central Committee of the Vietnam Fatherland Front, send documents to the Central Committee of the Vietnam Fatherland Front for consideration and resolution.
