Guidelines for implementing new administrative procedures in the chemical sector.

On December 19th, the Chemical Department (Ministry of Industry and Trade), in coordination with the Department of Administrative Management of Social Order ( Ministry of Public Security ), organized an online workshop to disseminate and guide the implementation of new administrative procedures in the field of chemicals and the system for identifying and tracing the origin of chemicals and precursors on the VNeID platform (VNIDCHECK).

At the workshop, delegates focused on discussing the new contents of the 2025 Chemical Law, its impact on localities and businesses; the implementation process of new administrative procedures; situations arising from its application; and technical and operational requirements related to VNIDCHECK.

Speaking at the event, Mr. Vuong Thanh Chung, Deputy Director of the Chemical Department, stated: The Chemical Law No. 69/2025/QH15 (Chemical Law 2025) was passed by the National Assembly on June 14, 2025, replacing the Chemical Law 2007. This is an important milestone, demonstrating the determination to improve the institutional framework, promote the development of the chemical industry towards a modern and sustainable direction, while simultaneously enhancing safety levels, minimizing risks, preventing incidents, and protecting public health and the environment.

The 2025 Chemical Law will officially take effect on January 1, 2026, with many new regulations and administrative procedures that need to be implemented synchronously and uniformly nationwide. Based on this, the Department of Chemicals requests that the Departments of Industry and Trade continue to fully understand the contents of decentralization and delegation of authority; strengthen communication and guidance to businesses in their respective areas; and proactively coordinate and promptly report difficulties and obstacles in the implementation of the Chemical Law, so that they can be resolved within their respective jurisdictions.

For businesses, the Department of Chemicals recommends proactively updating new regulations and preparing for the implementation of procedures in the digital environment, including content related to the control form for the purchase and sale of chemicals requiring special control, which is expected to be implemented on VNIDCHECK.

"The Department of Chemicals is committed to continuing to work alongside localities and businesses during the transition and implementation of the 2025 Chemical Law," Mr. Vuong Thanh Chung stated, adding that the workshop was organized to support localities and the business community in "understanding correctly - doing correctly - doing consistently" as soon as the Law takes effect from January 1, 2026.

The online workshop guiding the implementation of new administrative procedures in the chemical sector focused on disseminating and ensuring a unified understanding of decentralization and delegation of authority. Simultaneously, it clarified responsibilities and coordination mechanisms, provided comprehensive guidance on the process, documentation, and methods for implementing the new administrative procedures, aiming to ensure that management agencies and businesses fully understand and implement them synchronously and in accordance with regulations.
