Mr. Do Duy Phi: Need for synchronous coordination to effectively implement the Law on Chemicals

According to Mr. Do Duy Phi - Chairman of the Vietnam Chemical Association, for the Law on Chemicals to come into effect, there needs to be synchronous coordination between ministries, branches, localities and the business community.

The Law on Chemicals 2025 will take effect from January 1, 2026. To improve the effectiveness of the implementation of this important law, a reporter from the Industry and Trade Newspaper had an interview with Mr. Do Duy Phi - Chairman of the Vietnam Chemical Association.

- Could you please evaluate the role of the chemical industry, as well as the new points of the Chemical Law 2025 passed by the National Assembly in June 2025?

Mr. Do Duy Phi: Chemicals is one of the important industries, the products of the chemical industry are related to most other industries.

The chemical industry currently accounts for about 8 to 10% of the total production value of the industry. This is one of the very important industries, affecting the entire life of the people and the production of the industries of Vietnam.

With such an important role, in order for the chemical industry to contribute more positively to economic growth, the National Assembly issued the Chemical Law 2025, to overcome the shortcomings of the Chemical Law 2007.

The revised Law on Chemicals has many new perspectives, identifying the chemical industry as a fundamental industry, and focusing on building concentrated industrial zones, emphasizing issues related to digital transformation, green chemistry, minimizing environmental pollution, and requirements for ensuring chemical security and safety.

These are the new points that chemical enterprises and chemical producers and traders must implement. In particular, immediately after the promulgation of the amended Chemical Law, there were decrees and circulars to guide the implementation of the Chemical Law. This is a very important work, creating opportunities for enterprises and people to have a basis to apply and comply with the law.

- One of the new points in the Chemical Law is the Chemical Industry Development Strategy to 2030, with a vision to 2040. The Strategy sets a target of 10-11% growth for the chemical industry by 2030. To achieve this goal, what solutions are needed, sir?

Mr. Do Duy Phi: To achieve the double-digit growth target from now to 2030, in addition to the solution of focusing on developing new products and investing in new projects, the Vietnamese chemical industry must prioritize investment in science and technology. Continue to research to improve technology and equipment to increase production capacity and expand production.

Because science and technology play an important role in helping businesses increase the value of their products. The evidence is that, in the same factory, but products that are applied with science and technology have higher added value, contributing more to industrial growth and economic growth.

In order to promote the application of science and technology in the chemical sector, Vietnam also needs to have a stronger investment policy for science and technology, encourage existing enterprises and enterprises to expand investment, apply technology in production, aiming to develop green, environmentally friendly chemical products as the policy of the amended Law on Chemicals.

In particular, chemical enterprises themselves need to identify that applying technology to the production of chemical products is an investment, not a cost burden. Because investing in science and technology will be the foundation for enterprises to increase revenue, increase profits and reduce costs, towards sustainable development.

Synchronized coordination, improving implementation efficiency

- The new Chemical Law will come into effect from January 1, 2026. In your opinion, what solutions do we need to put the law into practice soon?

Mr. Do Duy Phi: The implementation of the Chemical Law 2025 will bring positive development opportunities for the Vietnamese chemical industry. However, in order for the law to come into effect, in addition to issuing decrees and guiding circulars, state management agencies, associations, and industries also need to coordinate synchronously, open training courses, and disseminate the contents of the law to the business community and people.

Along with that, the authorities also regularly organize drills related to chemical safety, security, chemical incident handling, etc. so that businesses and people are aware of complying with the law.

To bring the amended Law on Chemicals into practice, the Vietnam Chemical Association also regularly organizes activities to disseminate decrees and guiding circulars related to the Law on Chemicals. Every year, the Vietnam Chemical Association also coordinates with competent agencies to organize at least 3-4 training sessions to help businesses raise awareness and improve implementation efficiency.

In recent years, Vietnam's chemical industry has had positive developments, contributing to improving domestic production capacity, gradually reducing dependence on imports, and gradually participating in the global value chain.
