Towards the 1st Khanh Hoa Provincial Party Congress, term 2025 - 2030: Striving to become a key marine economic center

In recent years, the marine economy (KTB) has contributed greatly to the development of the two provinces of Khanh Hoa and Ninh Thuan (before the merger), accounting for a large proportion of the GRDP of each province. In the period of 2025 - 2030, with its outstanding potential and advantages, KTB will be the foundation for strong innovation in the growth model, restructuring the economic sectors of Khanh Hoa province after the merger, with the goal of turning the province into a key KTB center, a high growth pole of the country in KTB.

Great contribution to GRDP

During the 2020 - 2025 term, the Party Committees of Khanh Hoa and Ninh Thuan provinces (before the merger) both identified the economic sector as an important pillar and driving force to promote the socio-economic development of each province. Thanks to the synchronous implementation of development promotion solutions, the economic sector of each province has gradually changed its industry and occupation structure towards industrialization, modernization, development of high-quality sea and island tourism and coastal urban areas associated with protecting sea and island sovereignty; effectively and sustainably exploiting sea and island resources.

In Khanh Hoa, the important role of KTB is further affirmed when Resolution No. 09 of the Politburo on building and developing Khanh Hoa province to 2030, with a vision to 2045, emphasized the following viewpoints: Building and developing Khanh Hoa to become a centrally-run city by 2030, in accordance with its particularly important strategic position in terms of socio-economics, national defense, security, and protection of national sovereignty over the sea and islands of the Fatherland, a regional connection center, the main gateway to the East Sea of ​​the Central Highlands and the South Central Coast region; building and developing Khanh Hoa must be based on sustainable development of KTB and effective and sustainable exploitation and use of marine resources. At the same time, exploiting and maximizing the potentials and advantages for development with KTB as the foundation, tourism as the spearhead economic sector; high-tech processing and manufacturing industry, logistics services, energy industry, and digital economy as breakthroughs. Along with that, promote the construction and development of Truong Sa district (now Truong Sa special zone) to become the economic, cultural and social center at sea of ​​the whole country; a solid fortress to protect the sovereignty of the Fatherland. Thanks to the synchronous implementation of solutions, by June 2025, Khanh Hoa's economic and coastal areas have contributed up to 80% of the province's GRDP, with the pillars: marine tourism services, fisheries, shipbuilding industry, seaport and logistics services, energy industry...

In Ninh Thuan province (old), the province prioritizes attracting investment in economic sectors, including: Energy development, renewable energy; urban development, marine tourism and marine services; coastal industry development; synchronous development of aquaculture and fisheries; maritime economy; exploitation of marine mineral resources. To concretize the resolution, the Provincial Party Committee issued Resolution No. 17-NQ/TU on economic development to 2025, with a vision to 2030, aiming to make Ninh Thuan a strong maritime province in the region. The policy of developing economic sectors has gradually become a driving force for socio-economic development of the province, achieving positive results, building Ninh Thuan into one of the strong maritime localities; as of June 2025, the contribution of economic sectors to the GRDP of Ninh Thuan province has reached 42.2%; economic sectors are focused on synchronous development. Notably, in the field of marine and coastal industry, renewable energy has become a breakthrough field in development, contributing greatly to the growth of the economy, accounting for 74.2% of the total electricity output of the whole province. The province is also making efforts to attract capable investors to invest in the infrastructure of coastal industrial zones and clusters, in order to form and develop economic centers; especially the southern key economic zone and Ca Na Industrial Park. A typical example is the Ca Na General Seaport project. According to the assessment, Ca Na General Seaport opens up large-scale sea connections for provinces in the region and internationally. The port plays a key role in expanding the transportation chain, logistics of goods, equipment and raw materials, especially from existing energy projects and upcoming key projects such as two Ninh Thuan nuclear power plants, LNG gas power plants and offshore wind power plants.

Marine economy is the foundation of development

Entering the period of 2025 - 2030, after the arrangement of provincial administrative units, among 34 provinces and cities in the country, Khanh Hoa is a locality with outstanding potential and advantages in economic development when it has the longest coastline in the country with nearly 491km, more than 200 large and small islands; has many famous bays such as: Van Phong, Nha Trang, Cam Ranh, Vinh Hy...; has large seaports such as: Cam Ranh, Nha Trang, Ca Na... Khanh Hoa is identified as a locality with strong development in marine tourism, fisheries, seaports, industry, coastal urban areas and logistics, renewable energy... In particular, the province has Truong Sa special zone, which has a particularly important position and role in the strategy of protecting and developing the country in the new era.

To fully exploit this potential and advantage, the province's development perspective in the coming period is to build and develop Khanh Hoa into a centrally-run city in line with its particularly important strategic position in terms of socio-economics, national defense, security, and protection of national sovereignty over the sea and islands of the Fatherland. The province is determined to exploit and maximize the potential and advantages for development, with KTB as the foundation in strongly innovating the growth model, restructuring economic sectors; closely combining socio-economic development with firmly ensuring national defense and security.

In order for Khanh Hoa to become a high growth pole of the country in terms of economic growth, in the period of 2025 - 2030, the province will comprehensively develop economic growth associated with improving the efficiency of exploiting marine resources and controlling marine resources, ensuring focus and key points. Accordingly, key areas are prioritized for development such as: High-quality marine services and tourism; industrial parks, economic zones associated with the development of coastal urban areas; renewable energy and new economic sectors. In addition, developing aquaculture, exploitation and processing of seafood, especially high-tech, environmentally friendly marine farming, being a locality producing high-quality shrimp seeds in the region; focusing on developing logistics services for fisheries, seaports, maritime transport, aviation; developing economic growth, islands and promoting the effectiveness of the National Research Center for Ocean Technology; preserving and promoting the values ​​of heritage and marine resources; Raise people's awareness of the role of seas and islands in economic development and protection of national sovereignty; focus on building and developing Truong Sa special zone to become the economic, cultural and social center at sea of ​​the whole country, a solid fortress to protect the sacred sovereignty of seas and islands of the Fatherland.
