Huu Nghi-Huu Nghi Quan: The most special pair of border gates

General Secretary Nguyen Phu Trong affirmed that in the world, there is only one border area with a border gate that Vietnam named Huu Nghi and China also agreed to name it "Huu Nghi Quan". The name "Huu Nghi" represents the long-standing traditional friendship between the people of Vietnam and China, "both comrades and brothers".

The border gate has a special place in national history.

Huu Nghi International Border Gate is located on National Highway 1A, 17 km north of Lang Son City and 171 km northeast of Hanoi.

During the feudal period, Huu Nghi International Border Gate was called Lang Quan, Dai Nam Quan, Gioi Thu Quan, and Nam Quan. In 1953, the border gate was renamed Muc Nam Quan. In 1965, it was renamed Huu Nghi International Border Gate as it is today.

This border gate has a special position and always contains a rich historical tradition of building and defending the country of our people with many typical examples such as comrade Hoang Van Thu, the son of the ethnic people of Lang Son who devoted himself to the cause of liberating and building the Fatherland.

During his working program in Lang Son province, on August 25, 2023, General Secretary Nguyen Phu Trong visited and planted a souvenir tree at the Friendship International Border Gate. Here, General Secretary Nguyen Phu Trong affirmed that in the world, there is only one border area here with a border gate that Vietnam named Friendship and China also agreed to name it "Friendship Gate".

The name "Friendship" represents the long-standing traditional friendship between the people of Vietnam and China, "both comrades and brothers". Vietnam always attaches importance to and gives top priority to building and developing good relations with the Party, State and people of China. The traditional friendship "both comrades and brothers" between China and Vietnam is also unique in the world, nothing can compare.

President Ho Chi Minh also passed through the Friendship Gate to visit China. At that time, President Ho Chi Minh recounted many important moments in the history of the two Parties and two countries. President Ho Chi Minh advised the people of the two countries to forever inherit and further promote the friendship between China and Vietnam.

Present and future of Huu Nghi border gate

Huu Nghi International Border Gate is today one of the largest international road border gates on the Vietnam-China border, with an area of 124 hectares, of which the Central Planning Area has an area of 26.5 hectares.

As an important point in the Nanning-Lang Son-Hanoi-Hai Phong Economic Corridor according to the agreement of the senior leaders of Vietnam and China on the policy of building "two corridors, one economic belt", Huu Nghi International Border Gate plays a particularly important role in the relationship between China, Vietnam and ASEAN countries and vice versa.

China also attaches special importance to the Huu Nghi-Huu Nghi Quan international border gate pair, considering it the number one international border gate pair, the gateway connecting China with Vietnam and ASEAN. This is an advantage, opportunity as well as great development potential in cultural, tourism and trade connection activities between the two provinces and regions, Lang Son (Vietnam) and Guangxi (China).

Up to now, after more than 30 years of building and implementing programs focusing on developing border gate economy, Huu Nghi international border gate has been continuously invested, built, and completed in terms of infrastructure to better meet the needs of cultural exchange, tourism as well as trade of goods of the people of the two countries, contributing to promoting the socio-economic development of Lang Son in particular and our country in general.

Currently, the infrastructure at Huu Nghi border gate is invested synchronously and modernly, including: Traffic infrastructure in the border gate area; Huu Nghi border gate international service center; Huu Nghi border gate building... meeting well the management of the border gate, facilitating import-export and immigration activities.

Speaking to the Government Electronic Newspaper, Chairman of Lang Son Provincial People's Committee Ho Tien Thieu said that developing border gate economy is one of the four breakthroughs of Lang Son province, making Lang Son a border province with developed economy. In particular, Huu Nghi Border Gate has a particularly important position.

Currently, there are 6 operating border gates in Lang Son province, Huu Nghi is the border gate responsible for importing and exporting up to 80% of the quantity of imported and exported goods. The Chairman of Lang Son Provincial People's Committee informed that in 2023, the border gates in the province will import and export goods with a total turnover of over 50 billion USD. In 2023, there will be the largest volume of imported and exported goods ever. Every day, there are 1,100-1,300 container trucks passing through the border gates.

Pursuant to the Minutes of the 6th and 7th Conferences of the Vietnam-China Land Border Gate Management Cooperation Committee in December 2018 and the Memorandum of Understanding of the 10th Conference of the Joint Working Committee between Lang Son, Quang Ninh, Cao Bang, Ha Giang provinces of Vietnam and Guangxi Zhuang Autonomous Region, China in March 2019, Lang Son Provincial People's Committee is currently implementing the construction of a "Model Border Gate" model at the Huu Nghi (Vietnam) - Huu Nghi Quan (China) international border gate pair.

At the same time, as the first province selected and assigned by the National Digital Transformation Committee, Lang Son has piloted the application of the Digital Border Gate Platform at Huu Nghi International Border Gate since February 2022. Thereby, contributing to the publicity and transparency of information on administrative procedures, creating favorable conditions for individuals and organizations involved in import and export activities to access; creating information channels, multi-dimensional connections between state agencies and enterprises; applying digital technology in the management and operation of activities at border gates.

To date, over 1,800 enterprises have used the Digital Border Gate Platform to declare and process information online when carrying out import and export activities, while also serving well the state management of entry and exit, customs clearance of goods through border gates, which has been recognized and highly appreciated by the Central Government for the effectiveness of the Digital Border Gate Platform.

With favorable locations and development potential, on average each year Huu Nghi international border gate welcomes about 1.5 million arrivals and departures and over 180 thousand vehicles carrying import and export goods. In addition, the situation of territorial sovereignty and border security at the border gate area is very stable; the two sides maintain and implement well the 3 legal documents on the border and the bilateral agreements. The relationship between the two sides of the border is also regularly consolidated and developed in depth to make joint efforts to build a peaceful, stable and developed border...

According to Chairman of Lang Son Provincial People's Committee Ho Tien Thieu, currently, Lang Son Provincial People's Committee is continuing to focus on investing in completing the infrastructure system at Huu Nghi international border gate area, striving to build this border gate into a "model border gate" and modern, developed based on high-tech applications, with a modern road traffic system connecting to seaports and airports.

In addition, the Ministry of Foreign Affairs is coordinating with ministries and branches to review the dossier to officially open the customs clearance at Coc Nam (Area of landmarks 1104-1105), Tan Thanh (Area of landmarks 1090-1091) at Huu Nghi international border gate to submit to the Government for approval.

In particular, on June 26, 2023, during the Prime Minister's official visit to China and attendance at the World Economic Forum in Tianjin, the Chairman of the People's Committee of Lang Son province and the Chairman of the Guangxi Zhuang Autonomous Region signed the "Framework Agreement on Jointly Promoting the Pilot Construction of Smart Border Gates" in Beijing, China, witnessed by the Prime Ministers of the two countries. Accordingly, it was agreed to deploy this model on the dedicated freight road in the area of landmarks 1119-1120 and the dedicated freight road in the area of landmarks 1088/2-1089 of the Huu Nghi-Huu Nghi Quan international border gate.

This will be a breakthrough content, aiming to continue promoting the friendly cooperation between Lang Son province and the Guangxi Zhuang Autonomous Region, China to become a bright spot and model in the overall relationship between Vietnam and China.

In the coming time, Lang Son province aims to build Huu Nghi international border gate into an advanced, modern border gate, developed based on high-tech applications, with a modern road traffic system connecting to seaports and airports; becoming a model border gate, a high-tech border gate service center with smart customs clearance capacity, electronic parking, self-service warehousing and other digital services to increase initiative and reduce customs clearance time.

In the trend of peaceful and stable development, this international border gate has been, is and will be the Friendship border gate of the Vietnamese people and the Chinese people in accordance with the 16-word motto "friendly neighbors, comprehensive cooperation, long-term stability, looking towards the future" and the spirit of 4 goods "good neighbors, good friends, good comrades, good partners".
