More than half of provinces and cities have completed the elimination of temporary and dilapidated houses.
Since the 5th meeting of the Central Steering Committee, 7 more localities (names of localities before the merger) have completed the goal of completely eliminating temporary and dilapidated houses according to the registered plan, including: Lai Chau, Thua Thien Hue, Quang Ngai, Lam Dong, Dong Nai, Dong Thap and Bac Giang .
These results not only demonstrate the great efforts of localities but also contribute significantly to shortening the distance to the national common goal, Deputy Minister Nong Thi Ha shared.
However, the remaining workload from now until August 31, 2025 is still large. The whole country needs to continue to implement the elimination of 25,232 temporary and dilapidated houses, of which 18,799 are under construction and 6,433 have not yet started construction.
Need to complete 26 houses per day to 'finish' on time
To complete the target on time, each locality needs to complete an average of 26 houses per day, including nearly 7 newly started houses and about 19 completed houses for handover. By target group, the specific volume to be completed is as follows: 2,371 houses for people with revolutionary contributions (1,249 houses under construction, 1,122 houses not yet started); 10,266 houses under the two National Target Programs (7,279 houses under construction, 2,947 houses not yet started); 12,635 houses under the Program to eliminate temporary and dilapidated houses (10,271 houses under construction, 2,364 houses not yet started).
This is the "sprint" stage, requiring localities to mobilize maximum resources, speed up construction progress and strengthen coordination between levels and sectors to ensure the completion of the entire plan within the very short remaining time frame.

Flexible and timely allocation of financial resources
Regarding funding to support the elimination of temporary and dilapidated houses, Deputy Minister Nong Thi Ha said that up to now, the total resources mobilized for the elimination of temporary and dilapidated houses nationwide have exceeded 17,802 billion VND, including sources from the central budget, local budgets and social mobilization funds. In particular, the program has attracted the cooperation of the community with more than 113,400 participants, contributing a total of over 1 million working days - a number that demonstrates the spirit of solidarity and high determination in the whole society.
Regarding the support fund from the 5% savings source of regular state budget expenditure in 2024, on June 28, 2025, the Prime Minister issued Decision No. 1403/QD-TTg, adjusting the allocation of VND 975,146 million to support the elimination of temporary and dilapidated houses for 28 localities. Up to now, the total funding from the 5% source allocated to localities implementing the program has reached VND 4,557,773 million.
Regarding the additional funding for housing support under the two National Target Programs, Implementing the Prime Minister's direction in Official Dispatch No. 84/CD-TTg, the Ministry of Ethnic Minorities and Religions has proactively synthesized the need for financial support from localities and issued Official Dispatch No. 1053/BDTTG-PC dated June 26, 2025, asking for opinions from relevant agencies including: Central Committee of the Vietnam Fatherland Front, Ministry of Finance, Ministry of Construction, Ministry of Agriculture and Environment on the plan to allocate additional resources.
To date, the Ministry of Finance is the last unit to complete comments on the draft plan. Based on the synthesis of opinions, on July 9, 2025, the Ministry of Ethnic Minorities and Religions will submit to the Prime Minister a plan to adjust the support budget, using resources mobilized through the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" and the National Launch Program, to compensate for the difference in housing under the two National Target Programs.
According to the proposed plan, 14 out of 34 localities will receive additional support with a total budget of up to 389,218 million VND. Specifically: From the Central Fund for the Poor is 82,487 million VND; from the mobilized source of the Launching Program is 306,731 million VND (including: 172,948 million VND from ACB Bank and Techcombank; 133,783 million VND from the refund of localities after implementing savings and adjusting the budget.
The flexible and timely allocation of these resources not only effectively resolves financial difficulties, but also creates conditions for localities to accelerate and ensure the timely completion of the program to eliminate temporary and dilapidated houses - one of the key social security goals of the whole country in 2025.
By the end of July 8, 2025, 18/34 localities had completed the elimination of temporary and dilapidated houses for all 3 groups of meritorious people, housing support from the National Target Program and housing support for poor and near-poor households from the Launch Program, including: (1) Hanoi, (2) Lai Chau, (3) Son La, (4) Lao Cai (Lao Cai, Yen Bai), (5) Quang Ninh, (6) Bac Ninh (Bac Ninh, Bac Giang), (7) Hai Phong (Hai Phong, Hai Duong), (8) Hung Yen (Hung Yen, Thai Binh), (9) Ha Tinh, (10) Quang Ngai (Quang Ngai, Kon Tum), (11) Khanh Hoa (Khanh Hoa, Ninh Thuan), (12) Dong Nai (Dong Nai, Binh Phuoc), (13) Ho Chi Minh City (Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau), (14) Tay Ninh (Tay Ninh, Long An), (15) Dong Thap (Dong Thap, Tien Giang). Giang), (16) Vinh Long (Vinh Long, Ben Tre, Tra Vinh), (17) An Giang (An Giang, Kien Giang), (18) Can Tho (Can Tho, Soc Trang, Hau Giang).
