Prime Minister Pham Minh Chinh has just signed a Directive on organizing two-session teaching per day and organizing summer activities for children and students.
The Directive clearly states that, in recent times, the Party and the State have had many policies, mechanisms and strategies focusing on developing and improving the quality of education and training and have achieved many important results. However, the education and training sector still has limitations in terms of facilities, teaching staff, resources, etc. The organization of teaching 2 sessions/day is still inadequate; the management of children and students during the summer has not received due attention, and there are still situations of insecurity, accidents and drowning.
To improve the quality of comprehensive education in ethics - intelligence - physical fitness - aesthetics, build a healthy, safe and beneficial educational environment for children and students to meet the requirements of the new preschool and general education program, especially to synchronously and effectively organize 2-session teaching/day and summer activities for children and students, the Prime Minister requested Ministers, Heads of agencies, Chairmen of People's Committees of provinces and centrally-run cities to focus on directing the good implementation of tasks.
Enhance cultural and artistic activities and develop personal talents
Regarding the organization of teaching 2 sessions/day, the Prime Minister assigned the Ministry of Education and Training to preside over and coordinate with ministries, agencies and localities to issue documents guiding teaching 2 sessions/day. Organize students to study by themselves, study in groups, increase practice, improve the quality of comprehensive education in terms of qualities and abilities. Strengthen educational activities on culture, arts, physical education, life skills, STEM education, career education; develop English proficiency, digital competency, AI competency, personal aptitude in culture, arts... to meet the needs, interests and aspirations of students; Promote socialization to improve the quality of education.
In addition, the Ministry of Education needs to promptly direct and guide localities to synchronously deploy solutions, develop plans and roadmaps for organizing 2-session teaching/day in accordance with local realities in terms of facilities, finance and teaching staff; prioritize budget allocation to ensure conditions for organizing 2-session teaching/day; effectively implement programs and projects to strengthen facilities for educational institutions, especially in remote areas, areas with difficult socio-economic conditions, especially difficult areas, border areas, islands, ensuring fairness in access to education.
The Ministry of Education and Training also needs to coordinate with the Ministry of Home Affairs to review, urge, and inspect the recruitment of teachers in localities; continue to review and supplement the number of teachers lacking compared to the prescribed standards of the education sector. Research and find appropriate and effective solutions to overcome the shortage of teachers, ensuring 2 teaching sessions/day.
The Government assigned the Ministry of Home Affairs to preside over and coordinate with the Ministry of Education and Training to inspect and urge localities to recruit teachers according to the assigned payroll, overcome the surplus and shortage of teachers at educational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" but must be suitable to local realities, not waste teacher resources, meet the requirements of teaching 2 sessions/day, promptly report to competent authorities on issues beyond their authority.
The Ministry of Finance is responsible for directing and guiding localities to arrange state budget according to regulations to organize the implementation of teaching 2 sessions/day.
Ensure conditions for implementing 2-session teaching/day from the 2025-2026 school year
In the directive, the Prime Minister assigned the People's Committees of provinces and centrally run cities to be responsible for ensuring conditions to improve the quality of general education, including conditions for implementing 2-session teaching/day starting from the 2025-2026 school year at general education institutions in the area; develop a plan to implement 2-session teaching/day in accordance with local conditions according to the guidance of the Ministry of Education and Training in the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results".
Actively review, arrange, and regulate teachers among educational institutions in the area to overcome the situation of local surplus and shortage of teachers. Have synchronous and effective solutions to recruit the right and sufficient teachers according to the number of positions assigned by competent authorities, not allowing the situation of having positions but not recruiting; sign teaching contracts to promptly supplement the number of missing teachers according to regulations, not because of the arrangement and organization of the apparatus causing a shortage of teachers, affecting the learning of students.
In addition, it is necessary to prioritize local budget allocation, effectively integrate programs, projects and plans to increase investment in facilities, teaching equipment and funding for implementing 2-session teaching/day. There is a mechanism to mobilize groups of highly qualified human resources, artisans, artists and professional athletes to participate in organizing educational activities in schools, especially in culture, arts, sports and life skills; effectively promote local cultural institutions in organizing educational activities.
Along with that, it is necessary to promote socialization, encourage and create conditions for organizations and individuals to contribute and invest resources in education; issue guidance and direction documents so that educational institutions can proactively connect with universities, research institutions, vocational training institutions, businesses, organizations and individuals to participate in appropriate educational activities to support the organization of teaching 2 sessions/day to ensure quality, efficiency, publicity and transparency, according to regulations.
Strengthening inspection and evaluation of teaching results in 2 sessions/day
The head of government requested to strengthen inspection, examination and evaluation of the results of organizing 2-session teaching/day; the use of socialized resources for educational institutions, ensuring educational goals, publicity, transparency and efficiency, not allowing the arrangement of administrative units to affect the direction of educational work in schools.
Plan and arrange the surplus facilities of administrative agencies to supplement facilities and schools for the education and health sectors... to avoid wasting people's money.
Regarding the organization of summer activities for preschool children and high school students, the Prime Minister requested the Ministry of Education and Training to provide specific instructions to localities to focus on directing implementation and regularly inspect, urge, and ensure that the organization of summer activities for children and students is truly safe, beneficial, and effective; promptly correct cases that do not comply with regulations, and strictly handle violations.
The Ministry of Education and Training and relevant ministries, agencies, and localities, according to their functions, tasks, and authority, shall ensure the establishment of preschool and primary school teachers and summer vacation for children and students in 2025. In particular, it is important to create conditions for children and students to have fun, participate in cultural and artistic activities, practice physical training, and life skills during the summer in accordance with the conditions of each locality, to avoid accidents, injuries, and drowning...
