The land price list is built to be announced and applied from January 1, 2026 - the time when, before the reorganization of provincial administrative units, the People's Councils of the three provinces agreed in principle to issue a resolution on legal regulations. It is expected to be presented at the regular meeting at the end of 2025 of the Provincial People's Council.
Since the beginning of August 2025, the Center for Agricultural Technology and Environment has conducted investigations, surveys and collected input information to serve as a basis for building prices for land types.

At the same time, the unit has coordinated with the People's Committees of communes, wards and special zones to compile statistics and update newly arising routes and road sections compared to the land price list for the period 2020 - 2024, as a basis for supplementing the new land price list.
According to the provisions of Clause 1, Article 12 of Decree 71/2024/ND-CP, land types must have specific prices determined in the land price list. Other land types classified under Article 9 of the Land Law will have their prices determined according to local management needs.

The construction of land price list for agricultural and non-agricultural land has been agreed upon by the consulting unit in coordination with the Appraisal Council and relevant departments and branches on content and applicable criteria.
During the process of building the price list, some difficulties also arose, such as the situation of agricultural land prices being higher than residential land prices in some areas due to the merger of administrative units. After investigation and survey, the consulting unit adjusted so that residential and non-agricultural land prices in each commune must be equal to or higher than agricultural land prices, ensuring reasonableness and practicality.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Trong Yen emphasized that with the urgent roadmap, the Department of Agriculture and Environment needs to provide flexible and strict direction to ensure progress and criteria related to the land price list. At the same time, it is necessary to unify the method, criteria determination and land price calculation after the merger of the three provinces. The evaluation of criteria must ensure safety, accuracy and strict control, avoiding missing actual land areas in projects and localities.

The construction of land price lists must start from the grassroots level, so the role of the People's Committees of 124 communes, wards and special zones is extremely important.
