Speaking at the opening of the Conference, Deputy Prime Minister of the Socialist Republic of Vietnam Mai Van Chinh affirmed that the Party and Government of Vietnam consider science and technology, innovation and digital transformation (ST&DT) as a breakthrough driving force, helping Vietnam "catch up, progress together, break through and surpass". Accordingly, Vietnam has issued many major policies such as Resolution No. 57 on national development of science and technology, ST&DT, together with the Law on Science, Technology and Innovation and the Law on Digital Technology Industry, which are important legal foundations for the new development stage.
The Deputy Prime Minister emphasized that the Vietnamese Government is committed to maintaining an open, favorable, and equal investment and business environment for foreign enterprises, including Chinese enterprises, in accordance with integration requirements and international practices.

On the Chinese side, Mr. Ren Hongbin, Chairman of the China Council for the Promotion of International Trade, and Mr. Wei Thao, Chairman of the Guangxi Zhuang Autonomous Region, both emphasized the importance of digital economic cooperation, infrastructure connectivity, and people-to-people exchanges.
Representatives of large Chinese corporations also shared investment plans and wishes to develop with Vietnam the fields of renewable energy, railways, artificial intelligence, cloud computing and digital economy.
Overview of the Conference.
Speaking at the Conference, Deputy Minister of Science and Technology Bui Hoang Phuong highly appreciated China's initiative to organize the Conference with the theme of innovation and digital transformation and the active and open participation and sharing of businesses.
The Deputy Minister emphasized that science and technology, innovation and digital transformation are becoming important development drivers, contributing to enhancing the competitiveness of China, ASEAN and Vietnam. In 2024, ASEAN became the leading destination for venture capital flows in the fields of digital technology, e-commerce, fintech and smart logistics; while China stood out with more than 400 "unicorn" enterprises.
According to Deputy Minister Bui Hoang Phuong, in addition to innovation and digital transformation, China and ASEAN still have much room for extensive cooperation in science and technology. China and ASEAN have the potential to further promote cooperation in science and technology between countries and between enterprises, especially in areas with great potential for cooperation such as energy, transport infrastructure, information technology and digital technology.
Deputy Minister Bui Hoang Phuong said that the Vietnamese Ministry of Science and Technology is committed to always accompanying the Chinese and ASEAN business communities; closely coordinating with China and ASEAN countries to create the most favorable conditions in terms of policies, infrastructure, and human resources in the fields of science and technology, innovation, and digital transformation to turn cooperation initiatives into reality. Vietnam wishes to become a reliable bridge, connecting knowledge, markets, and supply chains between ASEAN and China.

This Roundtable Dialogue once again affirmed the key role of innovation and digital transformation in Vietnam-China cooperation. With a good political foundation, strategic trust, determination of all levels and sectors and the initiative of the business community, the relationship between the two countries promises to enter a new stage of development, contributing to peace and common prosperity in the region.
